Party of Labour of Austria: On the new coalition government between ÖVP and Greens

Since the National Council elections in September 2019, it has been clear that the conservative Austrian People’s Party (ÖsterreichischeVolkspartei, ÖVP), as the main party of Austrian capital, remains in power and will continue to pursue and implement its political line in favour of the banks, corporations and entrepreneurs, at the expense of the working class and poorer social strata. 
After the far-right Freedom Party(FreiheitlichePartei, FPÖ) stumbled over its insatiability and dilettantism, the People’s Party needed a new coalition partner - and it has now found one with the Green Party (Die Grünen). The new government will therefore be ablack-green ÖVP/Grüne-coalition.
This could be quite instructive for some, as it will make some illusions about the character of the Greens obsolete. While for a long time they could claim to be a social, liberal, pacifist and anti-racist as well as, above all, ecological alternative, and some even considered them to be “left-wing”, it now becomes clear that they merely mark the “left” edge of the bourgeoisie, of capital, that they are prepared to throw all kinds of alleged principles overboard for their share of posts, money and influence. The People’s Party will of course continue its radical capitalist, reactionary, anti-labour, anti-social and xenophobic line - and the Greens are their compliant stirrup-bearer, which can be fobbed off with a few environmental and climate lip services and diversionary manoeuvres.
In some respects, a black-green coalition for capital is even highly expedient: under the buzzword of “greening”, capitalism has an area that enables innovative and technologically advanced developments that will serve as the basis for future profits. It fits well with this that the People’s Party and the Greens also agree to regulate and harass the working class and the “socially weaker” with arbitrary moralistic regulations, bans and punishments. This will imply repressive and costly consequences for people in the areas of mobility, housing, energy, supply and disposal, nutrition and health.
The government of the People’s Party with the Greens will turn out to be again a very banal political committee of the economic rulers, with the openly xenophobic and chauvinistic component of the Freedom Party being replaced by EU fanaticism, international “constraints” and a “cosmopolitan” dressed-up imperialism. And the new government will certainly not take back the worst attacks for which the old onewas responsible (e.g. 12-hours working day), especially since the People’s Party keeps the programme booklet firmly in its hands anyway.
However, the two other mathematically possible government variants - a coalition of the People’s Party with the Social-democrats(SPÖ) or the Freedom Party - would not be positive either. About the Freedom Party hardly a word needs to be said here: It is the extreme right-wing, demagogic spearhead of capital with a German-national, anti-Austrian touch and an obvious need to catch up on corruption. Of course, the SP also wants to return to the feeding troughs of political power, but for the time being it is preoccupied with itself. Social democracy is facing the shambles of its opportunist, class-traitoring and anti-labour policy, which it has long pursued as the chancellor’s party and social pillar of “neoliberal” capitalism and EU-imperialism. Any potential “renewal” or “re-foundation” of the SP, some of which are in the air, would be nothing more than eyewash: at best, they would only go back to the start of capitalism-stabilizing reformism, which has just led to the current impasse. But these scenarios are unlikely anyway. The SP will exchange top personnel in between and otherwise remain what it is: not a working class-party, not a left-wing force, but a participant in the state-monopolistic capitalism in Austria, which it could at most temporarily give a friendlier face to legitimize itself. But that is not what matters.
What matters is to build up resistance against the new government of capital - and the parliamentary opposition will not be an ally here, but an obstacle. It will be important to expose the anti-worker and anti-people policies of the ruling classes, regardless of the governing coalition, and to educate the people about them. It will be important to mobilise and organise the working class in a combative manner, for its daily interests and the struggle against capitalist exploitation and oppression, against the EU as the imperialist alliance of European monopoly capital, against NATO as the main threat to peace in Europe.
In these struggles, the Party of Labour must work on forming a pole of resistance against corporations and banks, against militarism and imperialism, on creating a militant and revolutionary workers’ front against capitalism.

„Gegen jede Regierung des Kapitals! Für eine kämpferische Arbeiterfront!“

Schon seit der Nationalratswahl im September 2019 stand fest: Die ÖVP als Hauptpartei des österreichischen Kapitals bleibt an der Regierungsmacht und wird ihre politische Linie zugunsten der Banken, Konzerne und Unternehmer, zulasten der Arbeiterklasse und ärmeren Volksschichten weiterhin fort- und umsetzen. Nachdem die FPÖ über ihre Unersättlichkeit und ihren Dilettantismus gestolpert ist, benötigte die ÖVP jedoch einen neuen Koalitionspartner – und diesen hat sie nun mit den Grünen gefunden. Die neue Regierung wird also schwarz-grün sein.
Dies könnte für einige recht lehrreich sein, denn damit werden manche Illusionen über den Charakter der Grünen obsolet. Während sie sich lange als soziale, gesellschaftspolitisch liberale, pazifistische und antirassistische sowie v.a. ökologische Alternative ausgeben konnten und manchen gar als „links“ galten, zeigt sich nun, dass sie lediglich den „linken“ Rand des Bürgertums, des Kapitals markieren, dass sie für ihren Anteil an Posten, Geldern und Einfluss bereit sind, allerlei angebliche Prinzipien über Bord zu werfen. Die ÖVP wird ihre radikalkapitalistische, reaktionäre, arbeiterfeindliche, antisoziale und fremdenfeindliche Linie natürlich fortsetzen – und die Grünen sind ihr willfähriger Steigbügelhalter, der sich mit ein paar umwelt- und klimapolitischen Lippenbekenntnissen und Ablenkungsmanövern abspeisen lässt.
In mancher Hinsicht ist eine schwarz-grüne Koalition für das Kapital sogar höchst zweckdienlich: Unter dem Schlagwort der „Ökologisierung“ verfügt der Kapitalismus über einen Bereich, der innovative und technisch fortschrittliche Entwicklungen ermöglicht, die als Grundlage zukünftiger Profite dienen werden. Dazu passt gut, dass sich ÖVP und Grüne auch dabei einig sind, die Arbeiterklasse und die „sozial Schwächeren“ mit willkürlich-moralistischen Vorschriften, Verboten und Strafen zu reglementieren und zu drangsaliseren. Dies wird repressive und teure Auswirkungen für die Menschen in den Bereichen Mobilität, Wohnen, Energie, Ver- und Entsorgung, Ernährung sowie Gesundheit implizieren.
Die Regierung der ÖVP mit den Grünen wird sich als ganz banaler politischer Ausschuss der ökonomisch Herrschenden entpuppen, wobei die offen fremdenfeindliche und chauvinistische Komponente der FPÖ durch EU-Fanatismus, internationale „Sachzwänge“ und eine „kosmopolitisch“ verbrämte Imperialismusvariante ersetzt werden wird. Und die größten inhaltlichen Schweinereien, die Schwarz-Blau zu verantworten hat (z.B. Arbeitszeit), wird Schwarz-Grün natürlich keinesfalls zurücknehmen, zumal das Programmheft ohnedies die ÖVP fest in der Hand behält.
Doch natürlich wären die beiden anderen mathematisch möglichen Regierungsvarianten – eine Koalition der ÖVP mit der SPÖ oder der FPÖ – ebenso nichts Positives. Über die FPÖ muss hier kaum ein Wort verloren werden: Sie ist die rechtsextreme, demagogische Speerspitze des Kapitals mit deutschnationalem Einschlag und offenkundigem Korruptionsnachholbedarf. Die SPÖ will freilich auch zurück an die Futtertröge der politischen Macht, ist aber einstweilen mit sich selbst beschäftigt. Die Sozialdemokratie steht vor dem Scherbenhaufen ihrer opportunistischen, klassenverräterischen und arbeiterfeindlichen Politik, die sie lange als Kanzlerpartei und gesellschaftliche Stütze des „neoliberalen“ Kapitalismus und EU-Imperialismus betrieben hat. Jede potenzielle „Erneuerung“ oder „Neugründung“ der SPÖ, die teilweise im Raum stehen, wären lediglich Augenauswischerei: Sie gingen bestenfalls nur zurück an den Start des Kapitalismus-stabilisierenden Reformismus, der gerade in die gegenwärtige Sackgasse geführt hat. Doch diese Szenarien sind ohnedies unwahrscheinlich. Die SPÖ wird zwischendurch Spitzenpersonal austauschen und sonst bleiben, was sie ist: Keine Klassenpartei, keine linke Kraft, sondern Teilhaberin am staatsmonopolistischen Kapitalismus in Österreich, dem sie höchstens vorübergehend ein freundlicheres Antlitz zur eigenen Legitimation verpassen könnte. Doch darauf kommt es nicht an.
Es kommt darauf an, den Widerstand gegen die neue Regierung des Kapitals aufzubauen – und die parlamentarische Opposition wird hierbei kein Verbündeter, sondern ein Hindernis sein. Es wird darauf ankommen, die arbeiter- und volksfeindliche Politik der Herrschenden, egal in welcher Regierungskoalition, zu entlarven und die Menschen darüber aufzuklären. Es wird darauf ankommen, die Arbeiterklasse zu mobilisieren und kämpferisch zu organisieren, für ihre Tagesinteressen und den Kampf gegen kapitalistische Ausbeutung und Unterdrückung, gegen die EU als imperialistisches Bündnis des europäischen Monopolkapitals, gegen die NATO als Hauptgefahr für den Frieden in Europa.
In diesen Kämpfen muss die PdA an der Herausbildung eines Pols des Widerstandes gegen Konzerne und Banken, gegen Militarismus und Imperialismus wirken, an der Schaffung einer klassenkämpferischen und revolutionären Arbeiterfront gegen den Kapitalismus.
