100 years of communist struggle in Spain — Statement by the Political Bureau of the PCTE

This April marks the 100th anniversary of the beginning of the organized communist struggle in Spain, through the formation of the Spanish Communist Party (Partido Comunista Español), as well as the first anniversary of the Communist Party of the Workers of Spain (PCTE).
On the occasion of these anniversaries, the Political Bureau of the PCTE issued the following declaration:
The first anniversary since the public presentation of the Communist Party of the Workers of Spain, on April 6, 2019, is held in an extremely serious moment for the working class and the ensemble of the working people in our country and all over the world. The Covid-19 health crisis is blowing hard, showing the weakness of a capitalist system unable to tackle the epidemics and assure the health and welfare of the population because of its own inner contradictions.
The Coronavirus crisis has accelerated the outbreak of the economic crisis that had been emerging since the previous crisis. The weak recovery after the 2008 crisis, despite the ambitious attempts of the different capitalist governments and their international alliances, opened a new cycle for the expanded reproduction of capital, due to the huge destruction of productive forces then and the increase of the exploitation rate, which has condemned millions of workers to worse life and labor conditions.
The PCTE was born willing to reach the goal of conquering the political power in Spain in order to begin the construction of a Socialist Republic, of a country for the working class and not for its exploiters. This goal demands us, as a prior step, to be able to develop a Communist Party capable of struggling under all conditions, developing itself and having ties with the masses whatever the juncture of class struggle is.
In spite of the relative youth of our Party, with just one year under this name, we count with the experience accumulated in decades of struggle by the international communist movement. Especially, because of the work carried out by the communists in Spain, since the organization on April 15, 1920 of the first Communist Party in our country, under the name of Spanish Communist Party, which was the first Spanish section of the Communist International.
The founding of that party, which we are celebrating its 100th anniversary, was the starting point of the communist struggle in Spain and was directly linked to the Communist International. We claim and honor the memory of that “Party of the Hundred Children” that, under the turbulent conditions of that time, made a clear demarcation between the reformist and the revolutionary positions within the labor movement and opened the path now walked by the PCTE. Therefore, within our DNA is not only the Bolshevik experience that led the working class to power in Russia, but also the open struggle against those who betray the working class and end up taking it to submit to the capitalists, to become the cannon fodder in the fights between capitalists.
We humbly state that the ideals and the desires of our comrades are still alive and strong in the PCTE. The ideals and the desires of those who founded that Spanish Communist Party in 1920, who founded the Workers’ Communist Party in 1921, who founded the Communist Party of Spain (Spanish Section of the Communist International) in November 1921, who fought in the National-Revolutionary War against the fascist beast, who became the only real force opposed to Francoism, who resisted the Eurocommunist betrayal, who created a party in the Congress of Communist Unity in 1984 that aimed to defeat Carrillism and who vehemently defended the experiences of socialist construction and the proletarian internationalism and who defended Marxism-Leninism against all odds,
The accumulation of decades of struggle of the communist in Spain and all over the world, which we are analyzing and studying to extract the lessons required to keep on our struggle today, is serving us not only as a historic or theoretical learning, but as a strongly practical one. It helps us determine in each moment the circumstantial political and organizational priorities that make us get to the strategic goal that exists for every Communist Party the sooner possible.
In this first year, we have taken significant steps. We have accelerated the development of our presence in workplaces, we have advanced in our work towards trade unions and we have enlarged our territorial presence, all of it in a year with several election processes that have served us to enlarge the Party entourage.
We have also consolidated our international relations, deepened our role in the International Communist Review, the European Initiative of Communist and Workers’ Parties and the International Meeting of Communist and Workers’ Parties, at the same time that we have developed our bilateral relations with parties from all the continents. Our Party, which proudly remembers the example of the International Brigades, will never renounce its internationalist nature.
Now, while we are starting our second year of life as the PCTE, our struggle and the struggle of the Collectives of Young Communists (CJC), the conditions of outbreak and development of a capitalist crisis that is already having really dire consequences for the working class and the ensemble of people’s strata in Spain are again going to be developed.
There is no doubt that the State apparatus has decided –again- to burden the shoulders of the working-class and people’s majority with the weight of the crisis unleashed now. The measures being adopted by the Social-democratic Government, seemingly for the most impoverished and underprivileged sections because of the Spanish capitalism, are nothing but small patches aiming to prevent an extreme sharpening of class struggle. Meanwhile, the bulk of its measures and plans are mainly addressed to protect the monopolies at the expense of everything else.
The apparent contradictions between the different capitalist parties are just an expression of different opinions and stances on how the interests of some sections or others of the bourgeoisie can be safeguarded, always at the expense of the working-class and people’s majority. No political force -whether it is in the Parliament or not- but the communists aums to replace the current socioeconomic system. None but the communists can openly and clearly say that the main dilemma we are facing is not about which is the best way to save capitalism, but indeed about how to speed up its destruction to raise a socialist-communist society.
And they cannot do it because they have tied their destiny to the system they defend so hard. They refuse the possibility of another socioeconomic system that is not based on exploitation. In their blind negation, they are even able to refuse the most obvious evidences that the capitalist model, no matter how it is managed, has abundantly proved unable to meet the most basic human needs
Social-democracy has a significant role in sustaining the capitalist exploitation and overtly proves it whenever a new capitalist crisis outbreaks. There is no difference between the old social-democracy, the heir of the Second International, or the new one, a result of the mutation of some communist parties and their merges with petty-bourgeois political-ideological stances mainly developed in the countries found in the higher steps of the imperialist pyramid. Their role is always to secure that the working-class and people’s majority remains subdued with discipline to alien –and mainly opposed to theirs’- interests.
The experience from the previous crisis is highly relevant. The initial social-democratic management, which was disastrous for the working-class and people’s sections, was followed by a liberal management that hardened the measures against the working class and the people. Those attacks, aiming to favor an increase in the profit rate of capitalists that is eventually refused by the own dynamics of capitalism, have not been reversed by the current social-democratic coalition in Government, mainly because they have wasted a worthy time discussing which of those attacks should be conserved and which ones should be modified, always according to the highest goal of securing sustainability –and the legitimacy among large sections of population– of Spanish capitalism.
The juncture today is not far from that lived in the beginning of the previous crisis. The fact that the catalyst of the capitalist crisis is a health crisis does not modify at all the essential reality living in the economic base: the contradiction between the social nature of the production and the private property of the productive means, which determines all the other contradictions produced in the superstructure of the capitalist society.
The current social-democratic management can be compared to the wish of stopping a tsunami with sand castles. The liberal management that will follow it will be based on allowing the tsunami to get into the land as much as it needs. None of them is a feasible choice when there is the real and objective possibility to prevent the formation of tsunamis. Socialism-communism is that possibility.
Only the solution to the main contradiction can open the path to overcome the rest of social contradictions. The socialization of productive-means, inseparably accompanied by a planned economy, is the only guarantee of meeting the interests of the social majority.
All of it makes the struggle for socialism-communism to remain fully up-to-date. Although the capitalist forces have devoted huge efforts in defaming and delegitimizing the time of socialist construction carried out in the USSR and other countries in the 20th Century, the superiority of socialism-communism over capitalism becomes even more conspicuous every time capitalism enters one of its cyclic crisis.
But capitalism will not fall by itself like a mature fruit. A conscious and organized struggle to overthrow the power of capitalists is required, making the role of the Communist Party irreplaceable.
A Communist Party with a defined revolutionary strategy addressed to the seizure of political power that has a full ideological, political and organizational independence from the bourgeoisie. One that is able at the same time to create alliances with the rest of social sections condemned, because of the own capitalist dynamic, to a process of proletarianization that is a direct consequence of the increasingly greater concentration and centralization of capital.
A Communist Party able to execute the tactics required in each moment, according to the changing conditions offered by class struggle, to reach the revolutionary goal without renouncing to the principles.
A Communist Party able to lead and address the working class and the ensemble of the working people through it daily work, its militant example and its commitment to the social, political and trade-union struggles of the working-class and people’s majority.
A Communist Party present in workplaces, in the neuralgic center of the capitalist society, with the ability to carry out a political struggle wherever the main contradiction of capitalism is manifested.
A Communist Party able to articulate the highest unity among the exploited against the exploiters, struggling against all those stances headed to the promotion of the division and clash within the working people for the sake of capitalists.
Our example are the best strugglers of our people. Those who were able in the most difficult moments to keep on struggling for their class and their people, those who sacrificed themselves for its interests and those who never gave up the struggle for a socialist-communist Spain.
We call the working class and the whole working people to organize themselves in order to conquer and build that country where the property of the productive means has a social nature, where it belong to all of us. To conquer and build that sovereign country that will break with all the imperialist alliances. To conquer and build that country where the working class will definitely seize power into its hands for the defense and promotion of its own interests and not those of other social classes. To conquer and build that country that will definitely become the Spain of culture and work and not the Spain of parasites and capital.
Class struggle does not stop at any moment, and therefore the communist struggle should be more effective, more organized and more ambitious. Our class and our people, in these 100 years of communist struggle in Spain, have advanced when the Communist Party has been strong, organized and revolutionary.
Our class and our people will become stronger with a strong PCTE.

El primer aniversario de la presentación pública del Partido Comunista de los Trabajadores de España, el 6 de abril de 2019, llega en un momento de extrema gravedad para la clase obrera y el conjunto del pueblo trabajador, en nuestro país y en todo el mundo. La crisis sanitaria del Covid-19 está golpeando con fuerza, demostrando la debilidad de un sistema capitalista que está incapacitado, por sus propias contradicciones internas, para atajar la epidemia y para asegurar la salud y el bienestar de la población.
La crisis del coronavirus ha acelerado el estallido de la crisis económica que se venía gestando desde la anterior crisis. La débil recuperación tras la crisis de 2008, a pesar de los afanosos intentos de los distintos gobiernos capitalistas y de sus alianzas internacionales, abrió un nuevo ciclo para la reproducción ampliada del capital, debido a la ingente destrucción de fuerzas productivas de entonces y al incremento de la tasa de explotación, que ha condenado a millones de trabajadores y trabajadoras a unas condiciones de vida y trabajo cada vez peores.
El PCTE nació con la voluntad de alcanzar el objetivo de la conquista del poder político en España para proceder a la construcción de una República Socialista, de un país para la clase obrera y no para sus explotadores. Ese objetivo nos exige, como paso previo, que seamos capaces de desarrollar un Partido Comunista capaz de luchar en todas las condiciones, de desarrollarse y mantener sus vínculos con las masas sea cual sea la coyuntura de la lucha de clases.
A pesar de la relativa juventud de nuestro Partido, con un año de vida bajo esta denominación, contamos con la experiencia acumulada en décadas de lucha por el movimiento comunista internacional y, muy particularmente, por el trabajo desarrollado por los y las comunistas en España, desde que el 15 de abril de 1920 se organizara el primer Partido Comunista en nuestro país bajo la denominación de Partido Comunista Español, que fue la primera sección española de la Internacional Comunista.
La fundación de aquel Partido, hecho del que ahora conmemoramos el centenario, fue el punto de partida de la lucha comunista en España y estuvo directamente vinculado con la Internacional Comunista. Reivindicamos y honramos la memoria de aquel “partido de los cien niños” que, en las convulsas condiciones de la época, realizó un claro deslinde entre las posiciones reformistas y revolucionarias en el seno del movimiento obrero y abrió la senda que hoy transita el PCTE. En nuestro ADN, por tanto, está no sólo la experiencia bolchevique que llevó al poder a la clase obrera en Rusia, sino también la lucha abierta contra quienes traicionan a la clase obrera y terminan llevándola a someterse a los capitalistas, a ser carne de cañón en las peleas entre capitalistas.
Humildemente afirmamos que hoy siguen vivos y fuertes en el PCTE los ideales y los anhelos de nuestros camaradas que en 1920 fundaban aquel Partido Comunista Español, que en 1921 fundaban el Partido Comunista Obrero, que en noviembre de 1921 fundaban el Partido Comunista de España (Sección Española de la Internacional Comunista), que lucharon en la Guerra Nacional Revolucionaria contra la bestia fascista, que se convirtieron en la única fuerza real de oposición al franquismo, que se resistieron a la traición eurocomunista, que en el Congreso de Unidad Comunista de 1984 crearon un partido que aspiraba a derrotar al carrillismo y que defendieron con vehemencia las experiencias de construcción socialista y el internacionalismo proletario y que reivindicaron el marxismo-leninismo contra viento y marea.
El acumulado de décadas de lucha de los comunistas en España y en el mundo, que analizamos y estudiamos para extraer las lecciones necesarias para continuar nuestra lucha hoy, nos sirve como enseñanza no sólo histórica, o teórica, sino eminentemente práctica, para determinar en cada momento las prioridades políticas y organizativas coyunturales que nos acerquen más rápido a alcanzar el objetivo estratégico para el que debe existir todo Partido Comunista.
Durante este primer año hemos dado pasos importantes. Hemos acelerado el desarrollo de nuestra presencia en los centros de trabajo, hemos avanzado en nuestro trabajo hacia los sindicatos y hemos ampliado nuestra presencia territorial, todo ello en un año con múltiples procesos electorales que nos han servido para ampliar el entorno partidario.
También hemos consolidado nuestras relaciones internacionales, profundizando en nuestro papel en la Revista Comunista Internacional, en la Iniciativa Europea de Partidos Comunistas y Obreros y en el Encuentro Internacional de Partidos Comunistas y Obreros, al tiempo que desarrollamos las relaciones bilaterales con partidos de todos los continentes. Nuestro Partido, que recuerda con orgullo el ejemplo de las Brigadas Internacionales, no renunciará jamás a su carácter internacionalista.
Ahora, mientras iniciamos nuestro segundo año de vida como PCTE, nuestra lucha y la lucha de los Colectivos de Jóvenes Comunistas (CJC), va a desenvolverse, nuevamente, en condiciones de estallido y desarrollo de una crisis capitalista que está teniendo ya gravísimas consecuencias para la clase obrera y el conjunto de los sectores populares en España.
No existe ninguna duda de que el aparato estatal se ha conjurado para hacer recaer – nuevamente - sobre los hombros de la mayoría obrera y popular el peso de la crisis que se está desatando. Las medidas aparentemente favorables a los sectores más empobrecidos y castigados por el capitalismo español que el Gobierno socialdemócrata está tomando no son más que pequeños parches destinados a evitar una agudización extrema de la lucha de clases, mientras el grueso de sus medidas y planes se dirigen, principalmente, a proteger a los monopolios a costa de todo lo demás.
Las aparentes contradicciones entre los distintos partidos capitalistas no son más que la expresión de distintas opiniones y posturas sobre cómo se puede conseguir salvaguardar los intereses de unos u otros sectores de la burguesía, siempre a costa de la mayoría obrera y popular. Pero ninguna fuerza política, parlamentaria o no, salvo los y las comunistas, aspira a sustituir el actual sistema socioeconómico. Ninguna salvo los comunistas es capaz de decir abiertamente y con claridad que el dilema fundamental que enfrentamos no reside en cuál es la mejor forma de salvar al capitalismo, sino precisamente en cómo acelerar su destrucción para levantar una sociedad socialista-comunista.
Y no pueden hacerlo porque han unido su destino al del sistema que con tanto ahínco defienden, niegan la posibilidad de otro sistema socioeconómico que no se base en la explotación, y en su ciega negativa son capaces de negar incluso las más evidentes pruebas de que el modelo capitalista, sea cual sea su gestión, ya se ha demostrado sobradamente incapaz de satisfacer las más básicas necesidades humanas.
La socialdemocracia tiene un relevante papel en el sostenimiento de la explotación capitalista y lo demuestra abiertamente cada vez que estalla una nueva crisis capitalista. Es indiferente que se trate de la vieja socialdemocracia, heredera de la II Internacional, o de la nueva, fruto de la mutación de algunos partidos comunistas y de su fusión con posiciones político-ideológicas pequeño-burguesas que se han ido desarrollando principalmente en los países de los escalones más altos de la pirámide imperialista. Su papel es siempre el de garantizar que la mayoría obrera y popular se mantenga disciplinadamente sometida a intereses ajenos y, principalmente, opuestos a los suyos.
La experiencia de la anterior crisis es sumamente relevante. A la gestión inicial socialdemócrata, desastrosa para los sectores obreros y populares, le siguió una gestión liberal que endureció las medidas contra la clase obrera y el pueblo. Esos ataques, destinados a favorecer un incremento de la tasa de ganancia de los capitalistas que, en última instancia, es negado por la propia dinámica del capitalismo, no han sido revertidos por la actual coalición socialdemócrata en el Gobierno, fundamentalmente porque han perdido un tiempo precioso en discutir sobre cuáles de aquellos ataques conservar y cuáles modificar, atendiendo siempre al objetivo superior de garantizar la sostenibilidad – y la legitimidad entre amplios sectores de la población - del capitalismo español.
La coyuntura hoy no dista mucho de la que se vivió en los inicios de la anterior crisis. Que el catalizador de la crisis capitalista esté siendo una crisis sanitaria no altera en lo más mínimo la realidad fundamental que reside en la base económica: la contradicción entre el carácter social de la producción y la propiedad privada de los medios de producción, que determina todas las demás contradicciones que se producen en la superestructura de la sociedad capitalista.
La actual gestión socialdemócrata es comparable a querer frenar un tsunami con castillos de arena. La gestión liberal que la seguirá se basará en dejar que el tsunami llegue tierra adentro todo lo que sea necesario. Ninguna de ellas es una opción viable cuando existe la posibilidad real y objetiva de evitar la formación de tsunamis. El socialismo-comunismo es esa posibilidad.
Sólo la solución de la contradicción principal puede abrir el camino a la superación del resto de contradicciones sociales. La socialización de los medios de producción, acompañada inseparablemenete de una economía planificada, es la única garantía de que los intereses de la mayoría social se vean satisfechos.
Por todo ello, la lucha por el socialismo-comunismo continúa siendo plenamente actual. Aunque las fuerzas capitalistas hayan dedicado ingentes esfuerzos a difamar y a deslegitimar el período de construcción socialista desarrollado en la URSS y otros países durante el siglo XX, la superioridad del socialismo-comunismo sobre el capitalismo se vuelve más evidente si cabe cada vez que el capitalismo entra en una de sus crisis cíclicas.
Pero el capitalismo no caerá por sí solo como fruta madura. Es necesaria una lucha consciente y organizada para derrocar el poder de los capitalistas, para la cual el papel del Partido Comunista es insustituible.
Un Partido Comunista con una estrategia revolucionaria definida y dirigida a la conquista del poder político, que mantenga una total independencia ideológica, política y organizativa de la burguesía al tiempo que es capaz de tejer alianzas con el resto de sectores sociales condenados, por la propia dinámica capitalista, a un proceso de proletarización que es consecuencia directa de la cada vez mayor concentración y centralización del capital.
Un Partido Comunista capaz de ejecutar las tácticas necesarias en cada momento, según las cambiantes condiciones que ofrece la lucha de clases, para alcanzar el objetivo revolucionario, sin renunciar a los principios.
Un Partido Comunista capaz de dirigir y dirigirse a la clase obrera y al conjunto del pueblo trabajador a través de su trabajo diario, de su ejemplo militante y de su compromiso con las luchas sociales, políticas y sindicales de la mayoría obrera y popular.
Un Partido Comunista presente en los centros de trabajo, en el centro neurálgico de la sociedad capitalista, con capacidad para desarrollar la lucha política allí donde se manifiesta la contradicción principal del capitalismo.
Un Partido Comunista capaz de articular la máxima unidad entre los explotados frente a los explotadores, en combate contra todas aquellas posiciones encaminadas a fomentar la división y el enfrentamiento en el seno del pueblo trabajador para beneficio de los capitalistas.
Nuestro ejemplo son los mejores luchadores y luchadoras de nuestro pueblo. Aquellos que, en los más difíciles momentos, fueron capaces de continuar luchando por su clase y por su pueblo, quienes se sacrificaron por sus intereses y quienes nunca abandonaron la lucha por una España socialista-comunista.
Llamamos a la clase obrera y a todo el pueblo trabajador a organizarse para conquistar y construir ese país en el que la propiedad de los medios de producción sea de carácter social, de todos y todas; para conquistar y construir ese país soberano que romperá con todas las alianzas imperialistas; para conquistar y construir ese país en el que la clase obrera tome definitivamente el poder en sus manos para la defensa y promoción de sus propios intereses y no de los intereses de otras clases sociales; para conquistar y construir ese país que sea, definitivamente, la España de la cultura y el trabajo y no la España de los parásitos y el capital.
La lucha de clases no se detiene en ningún momento, y por ello la lucha comunista debe ser más efectiva, más organizada y más ambiciosa. Nuestra clase y nuestro pueblo, en estos 100 años de lucha comunista en España, han avanzado cuando el Partido Comunista ha sido fuerte, organizado y revolucionario.
Nuestra clase y nuestro pueblo serán más fuertes con un PCTE fuerte.
