"Proletarians of all countries, unite!": Declaration by communist and workers parties for the 100 years since the Great October Socialist Revolution

Declaration of August (2017) of the participants in the International Theoretical Conference of Communist and Workers parties; "100 years after the Great October Socialist Revolution, the lessons and tasks for the contemporary communists".
Our future is not capitalism, but the new world of the Socialist Revolution and the construction of socialism-communism.
We, the participants in the international conference, which met in Leningrad during the celebrations of the 6th Congress of the RSDLP (B), which adopted a line of immediately preparing the armed struggle for the socialist revolution, present this declaration as the joint position of the parties, which base themselves on Marxism-Leninism-the teachings on the socialist revolution, as an objective scientific law that is determined by the unresolved contradictions of global capitalism.
Great October of 1917 confirmed the correctness of the Marxist-Leninist theory regarding the inevitability of the socialist revolution as a crucially necessary element for the victory of the proletariat in the class struggle against the bourgeois class and the successful construction of socialism and full communism, a society for the free development of all its members. All the efforts to escape from a world dominated by capital through gradual social reforms lead in various ways only to the perpetuation of social inequality and the perfection of the forms of exploitation.
October 1917 confirmed that correctness of Lenin's analysis about the victory of the socialist revolution in the conditions of imperialism "first in several or even in one capitalist country alone." In contrast to all the previous revolutions that led to a change from one exploitative formation to another, the socialist revolution is not completed, but begins with the conquest of political power-the establishment of the dictatorship of the proletariat as a necessary condition for the victory of the proletariat in the continuing struggle for the construction of socialism and full communism, for the repression of the resistance of the exploiting classes, which have been overthrown, of the counterrevolutionary elements and the protection  from the threat of foreign imperialist aggression.
The path taken for the first time by the Paris Commune is the path of the vanguard. Communism, from the spectre described by Marx and Engels in the 19th century, began its real journey with the Great October Socialist Revolution in Russia. Socialism in one country was expanded in the 2nd half of the 20th century into a global system and the Soviet Union became the world's second super power. In constant struggle against external and internal enemies, in the deadly struggle against fascism, against the world of oppression and obscurantism, it created a new world without exploitation and parasitism, a society of freedom and justice. During the 70 years of its existence, the Soviet Union was a beacon, shedding light on the path of the oppressed peoples; it was a call for the proletariat to rise up in the struggle for their emancipation.
Great October Socialist Revolution started the crisis of the capitalist colonial system that further developed after the Soviet Union’s victory in the II World War and finally led to the destruction of this whole system.
We are resolute to maintain our stand for the solidarity with peoples that have been struggling to defend their countries’ independence and sovereignty against aggressive imperialistic politics because communists always link this struggle to the struggle of working class against the power of capital both in their countries and world wide.
The theory of scientific socialism and the practice of building socialism in the 20th and 21st centuries has convincingly demonstrated that the power established as a result of the victory of the socialist revolution, in its essence, can only be the dictatorship of the proletariat, i.e. the power of the working class which it does not share with any other class and at the same time it expresses the interests of all the workers and for this reason is actively supported by them.
The Great October Socialist Revolution  established Soviet Power as a form of workers' power in the country. Even the day after the revolution on November 7 1917 and the overthrow of the Provisional Government of the Bourgeoisie, at the Second Congress of the Soviets of Workers, Peasant and Military Delegates, Soviet Power was proclaimed, the essence of which is the dictatorship of the proletariat. The Soviets emerged as organs of the workers' struggle in Tsarist Russia. Initially as organs of an economic and then a political struggle for the establishment of worker's power. After the revolution, the Soviets were a ready organizational form for the implementation of the dictatorship of the proletariat.
The 3rd Russian, October Revolution of 1917, was a socialist revolution in terms of its content (social, economic and political) and resolved, first of all, a number of democratic issues, which Soviet Power had inherited from the reactionary absolutist tsarist state. However, from the outset, the October Revolution engaged with resolving fundamental issues, which neither absolutism nor bourgeois democracy could or wanted to resolve. The first decrees of the Soviet government were decrees for peace, land, the formation of the workers'-peasants' government, for full power to the Soviets. It also issued decrees for the abolition of casts and titles, for the nationalization of the banks, the railways, communications, and a number of big businesses, as well as for workers' control and others.
The Declaration of the Rights of the Peoples of Russia was approved on the 15th of November 1917, which proclaimed:
-Equality and sovereignty of peoples of Russia.
-Right of peoples of Russia of a free self-determination, including secession and formation of a separate state.
-Abolition of all national and religious privileges and restrictions.
-Free development of national minorities and ethnic groups populating the territory of Russia.
Thus, Soviet Power from its first steps implemented the socialist content of the slogans, which the Bolsheviks used to stir up the people for the revolution:"Power to the Soviets!", "Land to the peasants", "The factories to the workers", 'Peace for the peoples!" “Eight hours working day for working people!”. Therefore, in the political sense, as regards the conquest of power and its consolidation through the immediate measures of the October Socialist Revolution, this can and should be characterized as being Soviet.
The global historical importance, which the Russian working class discovered and is related to the organizational form of the dictatorship of the proletariat, is to be found in the fact that the Council (Soviet) bases its formation and functioning on objective reality, on the organization of the workers in the process of social production, and consequently safeguards the essence of the dictatorship of the proletariat. The Soviets are elected by the workers' collectives, permeate society as a unified network, safeguarded the proletarian character of power, the control and regulation of power by the workers' masses.



The basic content of the Soviets everywhere and always is accompanied by practical measures, which the Paris Commune had already made some first attempts at, in its efforts to make the workers the real masters of society. The experience of the Paris Commune demonstrated, as well as the entire experience of the Soviet Union, the irreplaceable role of the revolutionary party of the working class as the vanguard of the class, which leads the construction of a new society. It fully maintains the importance of the Leninist theory on the party, that "there can be no revolutionary movement without a revolutionary party". This party was the party of the Bolsheviks, the party of Lenin-Stalin. Under its leadership, many fundamental and exceptionally important issues were solved in the Soviet Union. Issues that have never essentially been solved and cannot be solved by any capitalist country. This is also borne out by the experience of the fraternal parties of the other socialist countries. Specifically, the issue of full employment was solved, free education, medical care, the use of the achievements of science and culture were ensured. In the USSR, accommodation, public utilities, transport, etc. were in practice almost free. In no capitalist country was human safety at such a high level as it was in the Soviet Union. The USSR had the lowest retirement age in the world.
The experience of the USSR has already convincingly demonstrated the correctness of the programmatic directions of the Marxist-Leninist party, which were formulated by Marx and Engels in the "Communist Manifesto" for the socialist socialization of the basic means of production, as one of the most important general laws of the socialist revolution. While the experience of the Great October Socialist Revolution demonstrated in practice that after the conquest of state power by the working class what follows is the task of expropriating the expropriators and the ownership of all the economic sectors in the country, something which is necessary for the eradication of the economic dominance of the bourgeoisie, and so that the economic base can be placed under the dictatorship of the proletariat-the social ownership of the means of production, without which the working class cannot maintain political power and carry out the socialist transformation. The economic base of the implementation, reinforcement and development of Soviet power as a form of the dictatorship of the proletariat is the social ownership of the means of production, the production of use values, with the aim of safeguarding the full social welfare and free all-sided development of all the members of society.
Not the self-expansion of value, not surplus value, but the safeguarding of the complete prosperity and free all-sided development of all the members of society is the goal of socialist production. The rejection of this goal, the turn to the market leads to the destruction of socialism, as the commodity economy of the market cannot be the economic basis of workers' power. The full commodity economy is capitalism, the basis for the dictatorship of the bourgeoisie.
Marxist-Leninist theory does not put forward detailed formulas and ideal models for the future society. Marx and Engels wrote that communism is not a situation which will be established, is not an ideal to which reality must conform, but a real dynamic which destroys the current state of affairs, which is unjust and slows down the development of society.
The need of the proletariat for its own state is determined by the task of repressing acts that are in opposition to the interests of the working class, interests which  express in essence the interests of all the sections of the working people. As long as classes exist, the state is an organ, a tool for the dictatorship of the ruling class. As such, the need for a state of the dictatorship of the proletariat withers away only through the achievement of the final goal of the communists: the complete eradication of classes, i.e., the differences between the city and village, between manual and intellectual labour, the complete construction of full communism, the disappearance of the threat of the capitalist offensive, not only from inside but from outside as well.
The ideological and political degeneration of the highest levels of the state apparatus, the revision of Marxism-Leninism, which initially happened at the 20th and 22nd Congresses of the CPSU, culminating in Gorbachev's Perestroika, the rejection of the fundamental principles of communist construction in theory and in practice, the increase of careerism and bureaucracy, led to the counterrevolution and the restoration of capitalism, which was completed in the USSR during the 1990s.The destruction of socialism in the USSR and the creation of a group of smaller bourgeois states in its place was carried out with the support of international imperialism. In many countries, a large dark wave of anticommunism and antisovietism, of persecution was unleashed against the CPs and communists, which continues up until today, with the USA and EU playing a leading role, with the participation in essence of all the bourgeois governments as well.
In these conditions, the communists openly state: Anticommunism and Antisovietism will not succeed! The counterrevolutions of the last 30 years do not alter the character of our era, which remains the era of the passage from capitalism to socialism. The revolution cannot be stoppedThe counterrevolution is inevitably followed by revolution! The communists are always revolutionaries!
In recent years, the trend for important changes in the correlation of forces between the capitalist states became more apparent, under the impact of the law of uneven capitalist development. The USA remains the first economic and military power, but with a significant reduction of its share in the Gross World Product, while the EU  plays an important role in the global developments, as well as other powers where capitalist relations of production prevail, such as the BRICS countries, the Shanghai Cooperation Organization. The inter-imperialist contradictions, which led in past to dozens of local, regional and to two world wars, continue to lead to harsh conflicts, economic, political and military, over raw materials, energy, transport routes, market shares. In this struggle, a leading role is usually played by the war machines of the USA and NATO, as well as other capitalist powers, like Israel in the region of the Middle East.
In addition, the savage offensive against the labour and social rights of the workers all over the world continues. Their ideological weapons are the neo-liberal and social-democratic theories about social and class collaboration, social peace, and the exhaustion of the possibility for revolutions. This arsenal is added to by revisionism and opportunism, which have become weapons guided by imperialism.
At the same time, humanity cannot develop to the benefit of the working class and popular strata on the basis of production, which is supported on private ownership.
Life and human development cannot be restricted by the size of ownership or by the desire of some individuals to be masters, while others serve them. The international communist movement has the task of strengthening the efforts to develop the class struggle for the interests of the working class. The communists state to the entire world in relation to the bourgeois slogans about a "globalized world", and in relation to the slogans of state nationalism: only the struggle against imperialism with the prospect of constructing socialism and full communism, only the course began by the Great October Socialist Revolution is the path of humanity to real freedom and equality, in the sense of the elimination of any possibility of any form of exploitation, the eradication of classes, the fraternity and happiness of all the peoples, as well as the preservation of life on earth itself.
The realignment of the international communist movement, the way out from today's crisis and retreats, the formation of a unified strategy on the basis of Marxism-Leninism and proletarian internationalism, the recognition of the role and contribution of the USSR, the recognition of the necessity for the revolutionary overthrow of capitalism and the construction of the new socialist-communist society. This is an urgent task , the implementation of which is required by the current conditions of the struggle against the intensifying offensive of the monopolies and bourgeois governments against labour rights, the further reactionary turn of capitalism, including the revival of fascism, and the constant danger of the emergence of flash-points of imperialist war. The international struggle against the imperialist wars is important today for the communist movement. One of our most important tasks is the unwavering struggle against revisionism and opportunism in all its forms, as the main danger inside the communist movement. The revolutions do not have boundaries; they do not happen according to the will of leaders and parties, but express the objective interests and irrepressible desire of the vanguard class, the oppressed and exploited peoples to take ownership of the results of their own labour in relation to the development of the forces of production in society, the creation of material and intellectual benefits for all.
Let the ideas and achievements of Great October live for centuries! Workers and the exploited, oppressed peoples must rise up in the struggle to eradicate the rotten exploitative capitalist system, to construct socialism and then full communism. This is the only alternative solution for the inevitable and brighter future for all humanity.

АВГУСТОВСКАЯ (2017) ДЕКЛАРАЦИЯ
участников международной  научно-практической конференции коммунистических и рабочих партий
«100 ЛЕТ ВЕЛИКОЙ ОКТЯБРЬСКОЙ СОЦИАЛИСТИЧЕСКОЙ РЕВОЛЮЦИИ, УРОКИ И ЗАДАЧИ ДЛЯ СОВРЕМЕННЫХ КОММУНИСТОВ»
Наше будущее — не капитализм, а новый мир победоносной социалистической революции и строительства коммунизма!
Мы, участники Международной конференции, собравшиеся в Ленинграде в дни 100-летнего юбилея VI-го Съезда РСДРП(б), взявшего курс на непосредственную подготовку вооруженного восстания и социалистическую революцию, представляем настоящую Декларацию как общую позицию партий, опирающихся на марксизм-ленинизм — учение о социалистической революции как объективной закономерности, обусловленной неразрешимыми противоречиями мирового капитализма.
Великий Октябрь 1917 года подтвердил правоту марксистско-ленинской теории о неизбежности социалистической революции как необходимого ключевого звена для победы пролетариата в классовой борьбе с буржуазией и успешного строительства социализма и полного коммунизма, свободного всестороннего развития всех членов общества. А попытки вырваться из мира, в котором господствует капитал, посредством постепенного социального реформаторства так или иначе ведут только к закреплению социального неравенства и совершенствованию форм эксплуатации.
Октябрь 1917 года подтвердил верность ленинского вывода о возможности победы  социалистической революции в условиях империализма «первоначально в нескольких или даже в одной, отдельно взятой стране». В отличие от всех прежних революций, приводивших к смене одной эксплуататорской формации другой, социалистическая революция не завершается, а начинается с завоевания политической власти — установлением диктатуры пролетариата как необходимого условия победы пролетариата в дальнейшей борьбе за строительство социализма и полного коммунизма при подавлении сопротивления свергнутых эксплуататорских классов, контрреволюционных элементов и защиты от  угрозы внешней империалистической агрессии.
Путь, на который открыто впервые встала Парижская коммуна, - это путь первопроходцев.  Коммунизм из призрака XIX века, о котором писали К. Маркс и Ф. Энгельс, реально начал свой путь с Великой Октябрьской социалистической революции в России. Социализм в одной стране перерос во второй половине ХХ века в мировую систему социализма, а СССР стал второй сверхдержавой мира. В постоянной борьбе с внешними и внутренними врагами, в смертельной схватке с фашизмом, с миром угнетения и мракобесия создавался новый мир – общество свободы и справедливости без эксплуатации и паразитизма. В течение 70 лет своего существования СССР горел факелом, освещая путь угнетенным народам, гремел набатом, поднимая на борьбу и помогая в этой борьбе пролетариям за свое освобождение.
Великая Октябрьская социалистическая революция положила начало кризиса колониальной системы капитализма, который развился после победы Советского Союза во второй мировой войне, что привело впоследствии к крушению всей этой системы.
Мы твёрдо стоим на позициях солидарности с борьбой народов, отстаивающих независимость своих стран и суверенные права в противостоянии с империалистической агрессивной политикой, поскольку эта борьба коммунистами всегда увязывается с борьбой рабочего класса против власти капитала и в мировом масштабе, и в своих странах.
Теория научного коммунизма и практика строительства социализма в ХХ и ХХI веке убедительно показали, что власть, установившаяся в результате победы социалистической революции, по сути своей не может быть ничем иным, кроме диктатуры пролетариата, то есть власти рабочего класса, не разделяемой ни с каким другим классом и в то же время выражающей интересы всех трудящихся и потому ими активно поддерживаемой.
Великая Октябрьская социалистическая революция установила в стране Советскую власть как форму власти рабочего класса. Уже на следующий день после революционного переворота 7 ноября 1917 г. и свержения Временного буржуазного правительства на Втором съезде Советов рабочих, крестьянских и солдатских депутатов была провозглашена Советская власть, сущность которой — диктатура пролетариатаИменно Советы ещё в условиях царской России зародились как органы борьбы рабочих. Борьбы сначала экономической, а затем борьбы политической за установление рабочей власти. После революции Советы явились готовой организационной формой осуществления диктатуры пролетариата.
Третья русская революция — Октябрьская  революция 1917 года по её содержанию (социально-экономическому и политическому) явилась социалистической революцией, решившей в то же время и прежде всего ряд общедемократических вопросов, которые достались Советской власти в наследство от буржуазного правительства и даже от реакционного самодержавного царского режима. Но с первых же дней Октябрьская революция взялась за решение коренных вопросов, которые ни самодержавие, ни буржуазная демократия решить не могли и не хотели. Первыми декретами Советской власти были декреты о мире, о земле, об образовании Рабочего и Крестьянского правительства, о полноте власти советов, декрет об уничтожении сословий и гражданских чинов, о национализации банков, железных дорог, связи и ряда крупнейших предприятий, положение о рабочем контроле и др.
15 ноября 1917 года была принята Декларация прав народов России, которая провозгласила:
-  Равенство и суверенность народов России.
- Право народов России на свободное самоопределение, вплоть до отделения и образования самостоятельного государства.
- Отмена всех и всяких национальных и национально-религиозных привилегий и ограничений.
- Свободное развитие национальных меньшинств и этнографических групп, населяющих территорию России.
Так Советская власть с первых шагов реализовывала социалистическое содержание лозунгов, которыми большевики поднимали народ на революцию: «Мир — народам!», «Власть-Советам!», «Земля — крестьянам!», «Фабрики — рабочим!», «8-часовой рабочий день трудящимся!»  В политическом смысле, с точки зрения формы завоевания, построения власти и утверждения её через немедленные меры октябрьскую социалистическую революцию можно и нужно характеризовать как советскую.
Всемирно-историческое значение открытой русским рабочим классом организационной формы диктатуры пролетариата заключается в том, что Советы опираются в своем формировании и работе на объективную реальность — организованность трудящихся в процессе общественного производства, и потому обеспечивают суть диктатуры пролетариата. Советы, депутаты которых избираются в трудовых коллективах, пронизывая общество единой сетью, обеспечивали пролетарский характер власти, контроль над властью со стороны трудящихся масс.
В главном содержании их деятельности Советы всегда и везде смыкаются с практическими мерами, нащупанными ещё Парижской коммуной в её стремлении сделать трудящихся подлинными хозяевами общества.
Опыт Парижской коммуны показал, а весь опыт СССР доказал незаменимую роль революционной партии рабочего класса как авангарда класса, руководящего строительством нового общества. Полностью сохраняет свое значение ленинская теория о партии, исторической практикой подтверждено, что не может быть революционного движения без революционной партии. Такой партией была партия большевиков, партия Ленина – Сталина. Под ее руководством в СССР были решены многие фундаментальные исключительно важные проблемы, которые никогда по существу не решала и не может решить ни одна капиталистическая страна. Это подтвердил и опыт братских партий стран социалистического содружества. А именно, была решена проблема полной занятости, обеспечены бесплатное образование, медицинское обслуживание, пользование достижениями науки и культуры. В СССР практически были почти бесплатными жилье, коммунальное обслуживание, транспорт и т.д. Ни в одной капиталистической стране безопасность человека не была такой высокой, как в социалистическом Советском Союзе. В СССР был самый низкий в мире пенсионный возраст.


Опыт СССР также убедительно подтвердил верность программного требования марксистско-ленинской партии, сформулированного К. Марксом и Ф. Энгельсом  ещё в  «Манифесте  Коммунистической партии» о социалистическом обобществлении основных средств производства как  одной из  важнейших общих закономерностей социалистической революции. А опыт Великой Октябрьской социалистической революции доказал на деле, что после завоевания государственной власти  перед рабочим классом  встает задача экспроприации экспроприаторов и овладение всеми  экономическими командными высотами в стране, что необходимо для того, чтобы  ликвидировать   экономическое господство буржуазии  и  подвести под диктатуру пролетариата экономическую базу — общественную собственность на средства производства, без чего  рабочий класс не сможет удержать  политическую власть  и проводить социалистические преобразования. Экономической основой осуществления, укрепления и развития Советской власти как формы диктатуры пролетариата является общественная собственность на средства производства, планомерно организованное непосредственно общественное производство, нацеленное на обеспечение полного благосостояния и свободное всестороннее развитие всех членов общества.
Не самовозрастание стоимости, не прибавочная стоимость, а обеспечение полного благосостояния и свободное всестороннее развитие всех членов общества является целью социалистического производства. Отказ от этой цели, курс на рынок приводит к разрушению социализма, поскольку товарно-рыночное хозяйство принципиально не может быть экономической основой рабочей власти. Всеобщее товарное производство — это капитализм, экономическая основа для диктатуры буржуазии.
Марксистско-ленинская теория не диктует детальных рецептов и идеальных моделей будущего общества. Маркс и Энгельс писали, что коммунизм — не состояние, которое должно быть установлено, не идеал, с которым должна сообразоваться действительность, а действительное движение, которое уничтожает теперешнее состояние, несправедливое и тормозящее развитие общества.
Потребность пролетариата в своём государстве определяется задачей подавления тех действий, которые противоречат интересам рабочего класса, выражающего по большому счету интересы всех слоев трудящегося населения. Пока существуют классы, государство является организацией, инструментом диктатуры господствующего класса. Следовательно, необходимость в государстве диктатуры пролетариата отмирает только с достижением конечных целей коммунистов: с полным уничтожением классов, то есть различий между городом и деревней, физическим и умственным трудом, завершением строительства полного коммунизма, исчезновением угрозы агрессии капитализма не только изнутри, но и извне.
Идейно-политическое перерождение верхушки партийно-государственного аппарата, ревизия марксизма-ленинизма, совершенная вначале на XX и XXII съездах КПСС и нашедшая свое наиболее полное воплощение в горбачевской политике перестройки, отказ от основополагающих принципов построения полного коммунизма в теории и на практике, помноженные на карьеризм и бюрократизм, привели к контрреволюции и реставрации капитализма, которая завершилась в СССР в 90-х годах прошлого века. При поддержке международного империализма произошло разрушение социализма в СССР и создание вместо него ряда буржуазных государств. После разрушения Советского Союза империалистическая реакция во всем мире перешла в наступление. Разрушена мировая система социализма. Число социалистических государств уменьшилось. Во многих странах поднята мутная волна антикоммунизма и антисоветизма, гонений против компартий и коммунистов, которые продолжаются и по сей день  и в которых ведущую роль играют США и ЕС с участием практически всех буржуазных правительств.
В этих условиях коммунисты открыто заявляют: Антикоммунизм и антисоветизм не пройдут! Контрреволюционные перевороты последних 30 лет не меняют характер нашего времени, времени перехода от капитализма к коммунизму во всемирном масштабе! Революция не может останавливаться! За контрреволюцией обязательно грядет революция! И коммунисты всегда являются революционерами!
В последние годы стала более очевидной тенденция существенных изменений в отношениях между капиталистическими государствами под влиянием закона  неравномерности капиталистического развития. США остаются в настоящее время самой мощной экономической и военной силой, но существенно снижается их доля в мировом валовом продукте, в то же время важную роль в глобальных процессах играет ЕС, а также другие силы, в которых доминируют капиталистические производственные отношения, как например, страны БРИКС и ШОС. Межимпериалистические противоречия, которые привели в прошлом к десяткам местных, региональных и к двум мировым войнам, продолжают и сегодня порождать суровые конфликты и кровавые схватки (экономические, политические и военные) за источники сырья, энергию, пути транспортировки, доли  рынков. В этой борьбе ведущую роль привычно играют военные машины США и НАТО, а также других капиталистических держав, например, таких, как Израиль в регионе Ближнего Востока.
Наряду с этим продолжается наступление  на трудовые и социальные права трудящихся в капиталистической части мира. Их  идейным оружием выступают  неолиберальные и социал-демократические теории социального партнерства, классового сотрудничества, гражданского мира и исчерпанности лимита на революции. Дополняют этот арсенал ревизионизм и оппортунизм, ставшие в настоящее время управляемым оружием империализма.
В то же время на основе производства, основывающегося на частной собственности, человечество не может развиваться в интересах рабочего класса и народных слоев. Жизнь и развитие человека не должны быть ограничены размером собственности или желанием одних индивидов быть господами, а других держать как слуг. Мировое коммунистическое движение обязано укреплять свои усилия для развития классовой борьбы, за интересы рабочего класса. На буржуазные лозунги "мировой глобализации" или государственного национализма коммунисты отвечают: только борьба против империализма с перспективой строительства социализма и полного коммунизма, только путь, начатый Великой Октябрьской социалистической революцией, есть магистральная дорога человечества к действительной свободе и равенству в смысле уничтожения возможности всякой эксплуатации, ликвидации классов, братству и счастью всех народов и сохранению самой жизни на Земле.
Реорганизация международного коммунистического движения, выход из сегодняшней ситуации кризиса и отступления, формирование единой стратегии на основе марксизма-ленинизма, пролетарского интернационализма, признания роли и вклада СССР, а также необходимости революционного свержения капитализма и построения социалистического, а затем и полного коммунистического общества, является неотложной задачей, решить которую требуют нынешние условия борьбы против нарастающего наступления монополий и буржуазных правительств на рабочие права, усиления дальнейшей реакционности капитализма вплоть до возрождения фашизма и постоянной опасности разжигания очагов империалистической войны. Для коммунистического движения сегодня важна международная борьба против империалистических войн.
Одна из важнейших наших задач — бескомпромиссная борьба с ревизионизмом и оппортунизмом во всех их формах как главной опасностью в коммунистическом движении.
Революции не имеют лимитов, они совершаются не по воле вождей и партий, а выражают объективные интересы и неодолимое стремление передового класса, угнетенных и эксплуатируемых народов обернуть в свою пользу результаты своего труда по развитию производительных сил общества, созданию духовных и материальных ценностей для всех.
Пусть живут в веках идеи и дело Великого Октября! Трудящиеся и эксплуатируемые, угнетенные народы, поднимайтесь на борьбу за уничтожение прогнившей эксплуататорской капиталистической системы, за построение социализма и затем полного коммунизма!  Это единственный путь к достижению светлого будущего для всего человечества.

Déclaration de la conférence internationale des partis communistes et ouvriers
« 100 ans de la Grande Révolution Socialiste d’Octobre. Des leçons et des taches pour les communistes d’aujourd’hui »
Notre avenir n’est pas le capitalisme mais le monde nouveau de la victoire de la Révolution Socialiste et de la construction du socialisme !
Nous, participants à la conférence internationale, réunis à Leningrad pour le centenaire du VIe Congres du POSDR(b) qui a statué sur la préparation de l’insurrection armée et de la Révolution Socialiste, présentons cette déclaration comme la position commune des partis s’appuyant sur le marxisme-léninisme qui enseigne que la révolution socialiste est une loi objective conditionnée par les contradictions inhérentes au capitalisme. 
Le Grand Octobre de 1917 a confirmé la justesse de la théorie marxiste-léniniste sur le caractère inévitable de la révolution socialiste en tant que maillon indispensable de la victoire du prolétariat dans la lutte des classes contre la bourgeoisie et de la construction du socialisme-communisme, une société du libre développement de tous ces membres. Les tentatives de s’extirper du monde du capital par la voie réformiste mènent à la consolidation des inégalités sociales et de l’exploitation. 
Le Grand Octobre de 1917 a confirmé la justesse de la thèse léniniste sur la possibilité de la victoire dans les conditions de l’impérialisme de la révolution socialiste dans plusieurs ou un seul pays. Contrairement à toutes les révolutions précédentes, qui menaient au remplacement d’une formation basée sur l’exploitation par une autre, la révolution socialiste commence par la conquête du pouvoir politique par le prolétariat et par l’instauration de la dictature du prolétariat dans la lutte pour la construction du socialisme et du communisme total et entier en réprimant l’opposition des classes exploiteuses renversées et des éléments contre-révolutionnaires et en se protégeant contre l’agression impérialiste. 
La Commune de Paris a été la voie pionnière. Le Communisme, dont parlaient Marx et Engels au XIXe siècle, est passé de la fiction à la réalité en débutant par la Révolution Socialise d’Octobre en Russie. Le socialisme dans un seul pays s’est transformé, dans la seconde moitié du XXesiècle, en un système mondial du socialisme et l’URSS est devenu la deuxième puissance mondiale. Dans la lutte permanente contre l’ennemi extérieur et intérieur, dans le combat contre le fascisme, contre le monde de l’oppression et de l’obscurantisme, un monde nouveau se créait, sans exploitation et parasitisme, avec une société libre et juste. Pendant les 70 ans de son existence, l’URSS était le flambeau qui a éclairé la voie pour les peuples opprimés et soulevé le prolétariat dans la lutte pour son émancipation. 
La Grande Révolution d'Octobre a mis les bases de la crise du système colonial du capitalisme qui s'est développé après la victoire de l'Union Soviétique dans la Seconde Guerre mondiale, ce qui a conduit à l'effondrement de l'ensemble de ce système. 
Nous exprimons notre solidarité avec la lutte des peuples pour leur indépendance et leur souveraineté dans la confrontation avec la politique impérialiste agressive, car cette lutte des communistes est toujours liée à la lutte de la classe ouvrière contre le pouvoir du capital à la fois dans le monde et dans ses propres pays. 
La théorie du communisme scientifique et l’expérience de la construction du socialisme au XXe siècle ont montré que le pouvoir qui s’est consolidé au terme de la victoire de la révolution socialiste ne peut être autre chose que la dictature du prolétariat, c’est à dire le pouvoir que la classe ouvrière ne partage avec aucune autre classe. C’est ce pouvoir là qu’il faut soutenir car c’est le seul qui exprime les intérêts du prolétariat. 
La Grande Révolution d’Octobre a installé le pouvoir des Soviets dans le pays comme la seule forme de pouvoir de la classe ouvrière. Le lendemain de l’insurrection du 7 novembre 1917 et du renversement du gouvernement bourgeois provisoire, le Deuxième Congrès des députés ouvriers, paysans et soldats a proclamé le pouvoir des Soviets dont la dictature du prolétariat était l’essence. Les Soviets sont apparus dans la Russie tsariste comme les organes de lutte des ouvriers. Cette lutte était d’abord économique puis politique pour la conquête du pouvoir par les ouvriers. Après la Revolution, les Soviets sont devenus les organes de la dictature du prolétariat.
La troisième révolution russe qu’est la Révolution d’Octobre 1917, était une révolution socialiste de par son contenu socio-économique et politique, tranchant un grand nombre de questions démocratiques qui se posaient au pouvoir soviétique et qui étaient hérité du gouvernement bourgeois et même du pouvoir réactionnaire du tsar. Mais dès les premiers jours, la Révolution d’Octobre s’est chargée de régler les problèmes que ni l’autocratie ni la démocratie bourgeoise n’ont pu ou n’ont pas voulu régler. Les premiers décrets du pouvoir soviétique portaient sur la paix, la terre, la création du gouvernement ouvrier et paysan, les pleins pouvoirs des soviets, l’abolition des corporations et des fonctions étatiques, la nationalisation des banques, des chemins de fer, des voies de communication, des entreprises, des usines, etc. 
Le 15 novembre 1917 a été adoptée la Déclaration des Droits des Peuples de Russie qui proclamait:
-      l’égalité et la souveraineté des peuples de Russie
-      le droit des peuples de Russie à disposer d’eux-même, y compris par la sécession et la création d’une entité étatique indépendante
-      l’abolition des tous les privilèges nationaux ou religieux
-      le libre développement des minorités nationales et ethniques vivant sur le territoire de la Russie 
Ainsi, dès ses premiers pas le pouvoir soviétique réalisait le contenu socialiste des mots d’ordre avec lesquels les bolcheviks soulevaient le peuple pour la Révolution: « Paix aux peuples ! », « Tout le pouvoir aux Soviets ! », « La terre aux paysans ! », « Les usines aux ouvriers ! », « La journée de 8 heures pour tous ! ». Au sens politique, du point de vue de la forme de la conquête, de la construction du pouvoir et de sa consolidation par des mesures urgentes, la Révolution socialiste d’Octobre se caractérisait comme soviétique. 
La portée historique et mondiale de la forme de dictature du prolétariat créée par la classe ouvrière de Russie consiste en ce que les Soviets s’appuient, dans leur formation et leur travail, sur la réalité objective qu’est l’organisation des travailleurs dans le processus de la production sociale, et ainsi, assurent l’essence de la dictature du prolétariat. Les soviets, dont les députés étaient élus dans des collectifs de travail, assuraient le caractère prolétarien du pouvoir et son contrôle par les masses laborieuses. 


Les soviets ont toujours et partout lié le principal contenu de leur activité aux mesures pratiques. La Commune de Paris le faisait déjà dans sa volonté de faire des travailleurs les maitres de la société. L’expérience de la Commune de Paris a montré, et l’expérience de l’URSS a confirmé, le rôle primordial joué par le parti révolutionnaire d’avant-garde en tant que locomotive de la construction d’une société nouvelle. La théorie léniniste du parti garde toute sa pertinence et la pratique historique confirme qu’il ne peut y avoir de mouvement révolutionnaire sans un parti révolutionnaire. Ce parti était le Parti Bolchevik, le parti de Lénine et de Staline. Sous sa direction en URSS ont été réglés les problèmes très importants qu’un pays capitaliste, par essence, ne pouvait régler. Cela a été confirmé par l’expérience des partis frères des pays du bloc socialiste. Plus précisément, le chômage a été éradiqué, l’éducation, l’enseignement, la médecine, l’accès à la science, à la culture, au sport ont été gratuits. En URSS, le logement et le transport étaient pratiquement gratuits également. Dans aucun des pays capitalistes la sécurité des personnes n’a été aussi bien assurée qu’en URSS. Dans ce pays, l’âge de départ à la retraite était le plus bas au monde. 
L’expérience de l’URSS a aussi confirmé la justesse de l’exigence du programme du parti marxiste-léniniste formulée par Marx et Engels dans le Manifeste du Parti Communiste sur la socialisation des principaux moyens de productions comme l’une des lois les plus importantes de la révolution socialiste. L’expérience de la Grande Révolution Socialiste d’Octobre a montré dans les faits qu’après la conquête du pouvoir étatique par la classe ouvrière se posait la question de l’expropriation des expropriateurs dans toute l’économie du pays, ce qui est nécessaire pour liquider la domination économique de la bourgeoisie et assurer une base économique à la dictature du prolétariat. Sans la propriété collective des moyens de production, la classe ouvrière ne pourrait garder le pouvoir politique et mener les changements socialistes. La base économique de la réalisation, de la consolidation et du développement du pouvoir soviétique durant la période de la dictature du prolétariat est constituée par la socialisation des moyens de production et la production planifiée destinée à satisfaire le développement et à assurer le bien être de tous les membres de la société. 
Le but de la production socialiste n’est pas la plus-value mais le bien-être et le développement des tous les membres de société. La renonciation à cet objectif, l’introduction des lois du marché mènent à la destruction du socialisme car l’économie basée sur l’échange marchand ne peut par principe être la base économique du pouvoir prolétarien. Le marché c’est le capitalisme et la base pour la dictature de la bourgeoisie. 
La théorie marxiste-léniniste ne dicte pas de recettes détaillées ni de modèles idéaux de la société future. Marx et Engels disaient que le communisme n’est pas un état de choses qui doit être instauré, n’est pas un idéal auquel la réalité doit se conformer, mais le mouvement réel qui détruit l’état de choses actuel qui est injuste et qui freine le développement de la société.
 La nécessité pour le prolétariat d’avoir son Etat est déterminée par la nécessité de réprimer ce qui est en contradiction avec les intérêts de la classe ouvrière car cette dernière traduit les intérêts de toutes les couches laborieuses. Tant que les classes existent, l’Etat est l’organisation et l’instrument de la dictature de la classe dominante. Par conséquent, la nécessité de l’Etat de dictature du prolétariat disparait seulement avec la réalisation des objectifs finaux des communistes: disparition des classes sociales, effacement de la différence entre la ville et la campagne, entre le travail physique et intellectuel, construction du communisme total, disparition de la menace d’agression capitaliste de l’extérieur et de l’intérieur. 
Le pourrissement idéologique et politique de l’appareil d’Etat et du Parti, la révision du marxisme-léninisme réalisée lors des Xe et XXIIe Congrès du PCUS et qui a atteint son apogée lors de la perestroika gorbatchevienne, le rejet des principes fondamentaux de la construction du communisme en théorie et en pratique, le carriérisme et la bureaucratie, ont mené à la contre-révolution et à la restauration du capitalisme. Avec le soutien de l’impérialisme international, la destruction du socialisme en URSS a pu avoir lieu et un groupe d’Etats bourgeois s’est formé à sa place. Après l’éclatement de l’URSS, la réaction impérialiste a pris les devants dans le monde entier. Le système socialiste mondial a été détruit. Le nombre des Etats socialistes s’est considérablement réduit. Dans de nombreux pays, une vague d’anticommunisme et d’antisoviétisme a provoqué des répressions contre les partis communistes et les communistes, et cela continue aujourd’hui. Les Etats Unis et l’Union européenne se trouvent au premier rang de cette réaction et quasiment tous les Etats bourgeois y participent. 
Dans ces conditions, les communistes déclarent ouvertement : l’anticommunisme et l’antisoviétisme ne passeront pas ! Les contre-révolutions des trente dernières années ne changent pas le caractère de notre temps, le temps du passage du capitalisme au communisme ! La Révolution ne peut s’arrêter ! Après la contre-révolution, il y aura forcément la Révolution ! Et les communistes sont forcément des révolutionnaires ! 
Ces dernières années, la tendance manifeste aux changements dans les relations entre les pays capitalistes, sous l’influence de la loi du développement inégal du capitalisme, devient de plus en plus évidente. Les Etats-Unis restent la première puissance économique et militaire mais leur part dans le PIB mondial se réduit et l’Union européenne joue aussi un rôle important dans les processus de globalisation. D’autres puissances dominées par les rapports de production capitalistes entrent en jeu, comme les Etats des BRICS par exemple. Les contradictions inter-impérialistes qui ont toujours mené aux conflits locaux, régionaux et surtout aux deux guerres mondiales, continuent aujourd’hui à générer des conflits violents et des confrontations sanguinaires (économiques, politiques et militaires) pour le contrôle des matières premières, des sources énergétiques, des voies de transport, des parts de marché. Dans cette lutte, les Etats Unis et l’OTAN sont généralement aux avant-postes, ainsi que d’autres pays impérialistes comme, par exemple, Israël ou les pays du Golfe. 
A côté de ça, l’offensive a lieu dans le monde entier contre les acquis sociaux des travailleurs. L’arme idéologique principale de la réaction est la théorie néo-libérale et social-démocrate du partenariat social, de la collaboration des classes, de la paix civile et des obstacles à la révolution. Cet arsenal est complété par le révisionnisme et l’opportunisme, qui sont une arme de l’impérialisme. 
Dans le même temps, sur la base de la production basée sur la propriété privée, l’humanité ne peut se développer conformément aux intérêts de la classe ouvrière et des couches populaires. La vie et le développement de l’Homme ne peuvent être limités par la propriété privée ou la volonté des uns d’être maitres pour que les autres soient leurs serfs. Le mouvement communiste international est obligé de redoubler d’efforts pour la lutte des classes, pour les intérêts de la classe ouvrière. Aux mots d’ordre bourgeois sur la « globalisation mondiale » ou sur le nationalisme d’Etat, les communistes répondent : seule la lutte contre l’impérialisme dans la perspective de la construction du socialisme et du communisme total et entier, seule la voie amorcée par la Grande Révolution d’Octobre est la route souveraine de l’humanité vers la liberté réelle et l’égalité au sens de la disparition de toute possibilité d’exploitation, de la liquidation des classes, vers la fraternité et le bonheur des tous les peuples et la préservation de la vie sur Terre. 
La réorganisation du mouvement communiste international, la sortie de la situation de crise et de capitulation, l’élaboration d’une stratégie commune basée sur le marxisme-léninisme et l’internationalisme prolétarien, la reconnaissance du rôle et de l’apport de l’URSS, ainsi que la nécessité du renversement révolutionnaire du capitalisme et de la construction d’une société socialiste puis communiste, sont des objectifs exigés par la lutte contre l’offensive des monopoles et des gouvernements bourgeois, contre le capitalisme réactionnaire, le fascisme et l’impérialisme. Pour le mouvement communiste international, aujourd’hui, la lutte internationale contre les guerres impérialistes est primordiale. L’une des tâches les plus importantes est la lutte intransigeante contre le révisionnisme et l’opportunisme sous toutes leurs formes car c’est un danger énorme pour le mouvement communiste. 
Les révolutions ne se renferment pas dans des limites, elles se réalisent non pas par la volonté des guides ou des partis mais traduisent les intérêts objectifs et la volonté implacable de la classe d’avant-garde, des exploités et des peuples opprimés de jouir des résultats de leur travail, de développer les forces productives, de créer des valeurs matérielles et morales pour tous. 
Que les idées et l’œuvre du Grand Octobre persistent à travers les siècles !
Travailleurs, exploités, peuples opprimés, debout dans la lutte pour en finir avec le système capitaliste et l’exploitation, pour construire le socialisme et le communisme ! C’est là l’unique alternative et le futur inévitable pour toute l’humanité.
Vive la Grande Révolution Socialiste Soviétique ! Vive le Communisme dans le monde entier !
