Cuban President Miguel Díaz-Canel Bermúdez dismissed the document as another fabrication promoted by what he described as one of the most corrupt figures in the current U.S. administration, stating that "the thief thinks everyone is like him" aptly characterizes the accusations leveled against Cuba.
"If any country has spied on and attacked another to obscene levels, it has been the United States against Cuba," the Cuban president stressed.
He pointed to Washington's openly funded regime-change programs targeting Cuba, noting that millions of dollars are allocated every year to operations aimed at subversion and destabilization.
Díaz-Canel also recalled what he described as decades of documented U.S.-backed aggression against the Cuban people, including biological attacks, acts of terrorism, the introduction of diseases, the bombing of civilian targets, assassination attempts against Cuban leaders, psychological warfare, and the economic blockade.
He specifically referred to the introduction of dengue fever that claimed the lives of 101 Cuban children, the bombing of a Cuban civilian aircraft that killed all 73 people on board, hotel bombings, and numerous assassination plots carried out against the Cuban Revolution.
The Cuban president further condemned the U.S. blockade, describing its current tightening—particularly through additional energy sanctions—as having reached a "genocidal dimension." He argued that the blockade itself constitutes the greatest act of subversion against the Cuban state, recalling that U.S. policy has openly sought to create economic hardship in order to weaken popular support for the Revolution.
"What the Cuban Revolution has done throughout its history is defend itself against these successive and endless aggressions, by legitimate right," Díaz-Canel stated, emphasizing that Cuba has never acted to harm the American people or threaten U.S. national security.
He also warned that the resurgence of what he called a transnational neo-McCarthyist campaign, driven by fascist political currents in the United States, is based on systematic falsehoods designed to manufacture pretexts for new acts of aggression against Cuba while simultaneously restricting civil liberties inside the United States itself.
Cuban Foreign Minister Bruno Rodríguez Parrilla likewise condemned the State Department publication, describing it as a "slanderous pamphlet" intended to frighten the American public by portraying socialist Cuba as a threat to the world's largest nuclear power.
Rodríguez characterized the report as a mixture of deception and fantasy, while also suggesting that it inadvertently reflects a degree of admiration for Cuba's resilience.
He reiterated that solidarity with peoples struggling for justice against oppression and crime "is not a threat," insisting that the real threat remains the U.S. economic blockade imposed against the island.
The foreign minister also dismissed the report as a political fabrication intended to provide ideological justification for maintaining Washington's policy of economic coercion and for creating a pretext for possible future military aggression against Cuba.
In a separate statement, Rodríguez denounced what he described as a "macabre plan" behind the campaign against Cuba, arguing that the latest anti-Cuban offensive serves the same longstanding objective of escalating pressure on the socialist country under the cover of fabricated security allegations.
