“Dear comrades,
We would like to welcome you to the headquarters of the CC of the KKE.
We are glad that so many CYOs from all over the world are taking part in the 49th festival of KNE, the revolutionary youth organization of the KKE that struggles with the asset of its world view, i.e. Marxism-Leninism, with the Programme and the Strategy of the KKE.
In this meeting, I would like to inform you and discuss with you about basic developments in Greece and internationally as well as about the assessments of the KKE.
You have visited Greece at a complex political moment. On the one hand, the country has just come out of two parliamentary elections and is heading for local elections (in October) and European elections (at the end of the first half of 2024), and on the other hand our people are suffering the consequences of the disastrous wildfires that broke out this summer and the devastating floods that followed. At the same time, they are strengthening their struggle against the anti-labour and anti-popular policies of the New Democracy government, as shown by yesterday’s nationwide strike.
The political situation in every bourgeois country, including ours, is certainly a composite of many factors that affect the lives of millions of people and the ability of the bourgeoisie to impose its power.
Let us consider that this year and by early September over 172,600 hectares had been reduced to ashes, causing the death of 28 people, as well as major ecological and economic disaster. This was followed by the devastating floods in the region of Thessaly, where over 70,000 hectares were turned into a vast lake, causing the death of 17 people and of over 200,000 animals, destroying dozens of homes and businesses.
Under these circumstances, it is very important that the communists are on the front line of the people’s struggle, both in extinguishing the fires and in dealing with the consequences of the floods. They demand full compensation for those affected. The members and friends of the KKE and KNE are at the forefront of organizing the struggle.
At the same time we have to ask ourselves: Is there a common denominator in these major disasters? Our party believes that there is! It is the barbarous exploitative system, the bourgeois state and the anti-popular policies of all the bourgeois governments in our country, both the right-wing governments of New Democracy and the previous "left-wing" and "centre" governments that were formed by the social-democratic parties of SYRIZA and PASOK. All these bourgeois governments concerned with “economic growth”, measure this growth in terms of improving the position and increasing the profits of the ruling bourgeois class and are oriented towards increasing the profits of the business groups. Thus, they treat fire, flood and earthquake protection as an unnecessary burden and cost. This is also the basis of the EU guidelines, which reject such projects as ineligible. As a result, there is no comprehensive plan in our country to protect the lives of the popular strata based on the achievements of science and technology. The relevant services of the bourgeois state are merely operating and take inadequate measures that cannot alleviate the pain and misery of the people, while any works are limited and often poorly executed, with the stench of decay and corruption that goes hand in hand with capitalist profitability, hanging in the air.
Through their action, the Communists show the people the way of struggle; that the people are not meant to drown when it rains and burn when wildfires break out. The slogan “It is either their profits or our lives”, which has emerged in the past months from the struggles of the people against the criminal policy of the governments, also applies to the situation in the workplaces, since labour rights are being slaughtered on the altar of capitalist profitability.
With the new anti-labour bill, the government legislates for a 13-hour workday and 78-hour week by allowing work for more than one employer, and promotes the indirect extension of work until the age of 74 in combination with zero-hour contracts. The bill also contains provisions against the right to strike. In practice, workers are being turned into a flexible production machine with no rights, working into old age. It is no coincidence that the title of the bill refers to the implementation of Directive 2019/1152 of the European Parliament and of the Council of 20 June 2019. All this is decided jointly by the representatives of the European bourgeois classes and parties in their transnational union, the EU, which is a union of capital that cannot be changed or humanized, as some opportunist and social democratic forces in our country claim.
These opportunist and social democratic forces in Greece and all over the world, claim that they can tame capital and its insatiable thirst for profit and humanize capitalism. They put forward the concept of a better management of the system, by changing the “formula” of the economic policy through increased state intervention and expansionist measures. In practice, both in our country and in other countries where social democratic parties have ruled, it has been shown that their policies not only did not solve the people’s problems, but often aggravated them, e.g. by increasing inflation, while their policies were accompanied by measures of repression against the workers' and people's movement and the right to strike.
All these issues concerning the joint strategic alignment of the bourgeois parties (ND, SYRIZA, PASOK, etc.); their commitments to capital, the EU, NATO, the USA; the continuation of the imperialist war in Ukraine, etc. were highlighted by the KKE in the recent parliamentary elections held in May and June, from which our party emerged stronger, gaining 7.7% (+2.4%) and electing 21 MPs (out of 15). Our Party put forward the need for a strong opposition from the point of view of the people’s interests, which would fight inside but mainly outside the parliament against the anti-labour measures and would strengthen the path for the overthrow of the barbaric exploitative capitalist system.
This electoral increase achieved by the KKE in the parliamentary elections was preceded by a significant strengthening of the communists in trade unions in the private and the public sectors. The forces supported by the KKE took second place with over 20% in the executive boards of confederations in the private and the public sectors, while they took first place in important sectoral and regional trade unions, including the Labour Centres of Athens, Piraeus, Patras, Larissa, etc. This was the result of the workers’ struggle to strengthen and revitalize the trade unions, and the contribution of the All Workers’ Militant Front (PAME), which was founded on the initiative of the communists and brings together other militant trade unionists who believe in the class struggle. Another indicator was that the list supported by KNE in universities came first for the 2nd year in the row, gaining 35%. The local elections will be held on 8/10/23 and the forces of the KKE all over the country will wage the battle with the ballot papers of the “People’s Rallying” in 13 regions of the country and in 261 municipalities. A total of 23,000 candidates are listed on these ballot papers, including cadres and members of the KKE, but also many people who had other political origins, but today have joined forces with the KKE.
We call upon the workers to strengthen the forces of the KKE even more, in order to elect more militant mayors, municipal and regional councillors, who will stand by the people and their struggles and will not applaud the anti-popular policies of the government!
We enlighten the workers that only through struggle can the conditions be created to reverse the current negative political correlation of forces, to give some relief to the people, and to strike a blow to the unjust barbaric capitalist system.
The strengthening of the KKE everywhere is a basic condition for the revival of the class struggle, the regroupment of the labour movement and the social alliance of the working class with the urban and rural popular strata, which will fight for achievements, gather forces and give them mass character in order to strengthen the struggle for the real overthrow, for the workers' power. Of course, as our Party has made clear for many years, this is “not a one-act play or a process that will unfold smoothly”. It will have its ups and downs, each of which will be reflected in the consciousness of the majority of the working class, in the detaching of the semi-proletarians, poor farmers and other self-employed from the influence of the bourgeois class, the petty bourgeoisie and the opportunists. We know very well that the deep social changes that our people need will not come through bourgeois elections or through the so-called left or anti-imperialist governments or through some transitional stages with governments created under capitalism, but through a revolutionary process. Today, however, we are working within a negative international and domestic correlation of forces and under non-revolutionary conditions, in the direction of preparing the subjective factor for the prospect of the socialist revolution, whose period of manifestation will of course be determined by objective conditions, by the revolutionary situation. Then the alliance of the working class with the oppressed popular strata will be transformed into a revolutionary workers’-people’s front. Revolutionary action will smash all bourgeois institutions and new institutions created by the people will take their place. It goes without saying that socialist construction, with the socialization of the means of production, the central planning of the economy and the workers’ and people’s control is incompatible with our country’s participation in imperialist unions, such as NATO and the EU.
NATO and the EU are not a “safe haven”, as propagated by all the political forces waving the flag of Euro-Atlanticism in our country; they give rise to anti-popular decisions, directions and wars. They are alliances of capital. NATO, the EU and the USA bear huge responsibility for the imperialist war that is being waged on the territory of Ukraine.
We are talking about a war in which the Ukrainian bourgeoisie, allied with NATO, the EU and the USA clashes with Russia, a powerful capitalist country, the second largest military power on the planet, with its own allies. It is an unjust war on both sides because it is being waged by the bourgeois classes and for interests that are alien to those of the peoples – for raw materials, geopolitical supports, the exploitation of labour power, the transport routes of commodities, market shares, etc. NATO is using Ukraine as its spearhead, and capitalist Russia objectively works to cushion China in its great conflict with the USA for supremacy in the international imperialist system.
The preconditions for this war were set by the historical regression of the counter-revolution in 1989–1991, when the counter-revolutionary process of overthrowing socialism was completed, the USSR was dismantled, the means of production, the factories, the mineral wealth, the labour power were again turned into a commodity and capitalism and class exploitation prevailed.
Of course, each side dresses up its stance with various pretexts. The NATO side claims that the war is supposedly being waged for the “homeland” and for “democracy” and the other side, i.e. capitalist Russia, claims that it is an “anti-fascist” war waged for the “salvation of the Russian world”…
This war has cost the lives of tens of thousands of young people on both sides, especially poor young people who either volunteered for the various mercenary armies and corps or could not escape conscription, unlike, of course, the children of the rich.
NATO, of which our country is a member and which, together with the USA and the EU, bears a huge responsibility for this bloodshed, is using the Ukrainian people as a cannon fodder for its plans. Thus, it is arming Ukraine with modern weapons and ammunition, training tens of thousands of men and sending informal military advisers.
Greece alone has sent at least 3,870 tons of military equipment, 60 Stinger missiles, over 1,100 RPGs, over 2,000 rockets, 17,000 valuable 155 mm artillery shells, over 3 million 7.62 mm cartridges, and 20 BMP1 infantry fighting vehicles. In addition, it provides experienced military instructors in areas such as Special Operations Forces and Leopard tank operation.
The New Democracy government, with the support of SYRIZA, PASOK and the other Euro-Atlantic parties, co-signed the dangerous decisions of the NATO Summit in Vilnius. It escalates Greece's participation and involvement in the imperialist war in Ukraine and increases the danger for our people. The plans to send more Greek weapons and ammunition and to send Greek Armed Forces to the battlefield with Russia constitute an escalation of the Greek involvement.
The utilization of Greece and its ports, such as in Souda, Alexandroupolis and Volos, for the transport of weapons and troops to the area of conflict, the utilization of Greek military airports, such as the 110 Battle Wing in Larissa for the missions of spy planes and other aircrafts involved in the conflict, as well as the deployment of US-NATO ships in the Greek seas and the support provided by our country, get our people bogged down in the morass of inter-imperialist military confrontation, making them a target for retaliation.
Discussions on the use of nuclear weapons, conducted by both sides of the conflict, either with the use of tactical nuclear weapons or with so-called dirty nuclear bombs, are preparing the ground for a further generalization of the war.
Of course, comrades, all this is not happening because the Greek political leadership or even the EU is subservient to the USA as some people claim, trying to interpret in a very simplistic but completely erroneous way the stance of alignment with the USA in a war that is being waged on European territory and that affects a section of European capitalists. Those who claim this studiously ignore the huge profits made by other sections of European capital, such as the Greek shipowners, who today have the most powerful merchant fleet on the planet, have earned huge sums during the war, as have the European “green growth” monopolies. But the main thing that such simplistic analyses fail to see is the close economic and political ties between the US and the EU, the most powerful capitalist countries in the EU; ties that coexist with their inter-bourgeois competition, but so far do not negate the bourgeoisie’ s strategic decision to join NATO.
And all this is happening in a world where the capitalist states build their relations in an international system of unequal interdependence, in an imperialist world, which according to the Leninist conception is monopoly capitalism. The participation of all capitalist countries in the imperialist system does not mean – nor has the KKE ever assessed, as some of our political opponents claim – that all capitalist countries are the same, that for example the USA, Greece and Burkina Faso, are the same. We always underline that the position of each country in the international imperialist system is determined based on its economic, political and military power and that clearly not all capitalist countries play the same role in the imperialist system. Some are at the top of this imperialist “pyramid”, such as the USA, China, Germany, Japan, the UK, Russia, India, etc. Others, such as Greece, occupy an intermediate position, and others an even lower one. However, the working class and other popular strata all over the world experience class exploitation and injustice and have a common interest in forming a joint front against the bourgeoisie of their countries and their alliances. They also have an interest in not being subjected to various nationalist aspirations, narratives and pretexts used by the bourgeoisie sometimes to drag the peoples into imperialist wars and sometimes into “social dialogues”, aiming at restricting labour rights and reducing the value of labour power. In both cases, i.e. in both imperialist war and imperialist peace, the aim of the bourgeoisie and the monopolies is to increase their profits and enhance their position in the international imperialist system.
The KKE in our country is at the forefront of the struggle against imperialist war, against our country’s participation in it and other imperialist missions. Every year the KKE and KNE organize hundreds of events against NATO, the EU, the agreements of the bourgeoisie with the USA, France and Israel. Both on the streets and in the Greek and the European parliaments, the KKE demands an end to any involvement; the return of the Greek armed forces on missions abroad; the disengagement of Greece from the imperialist alliances of NATO and the EU. And only workers' power can guarantee that such a disengagement will be in the interests of the people and final.
Comrades, when the bourgeois parties promise to the Greek people “avenues of peace and prosperity”, through the alliances of NATO, the EU, the USA, Israel etc., we inform our people about the dangers, the pitfalls of the capitalist system, which gives rise to economic crises and imperialist wars. We explain to the people that they should not have any illusions about a peaceful “multipolar world”, which will supposedly be formed by the strengthening of the influence of China and the other countries that have formed the BRICS in the world affairs, through the reform of international law and its democratization, as the social democrats and opportunists claim.
All these notions ignore the reality, i.e. that within capitalism there are the intra-capitalist contradictions and competition between monopolies, which ultimately lead to unjust wars.
Within the framework of capitalism and the international imperialist system, there can be neither a just and equitable international relations, which will always be characterized by unevenness, nor a “peaceful world” as it is preached by various people, e.g. with the G77, or through a new emerging international alliance between China, Russia, etc.
Unfortunately, such views are also held by some CPs, which believe that "socialism with Chinese characteristics" is being built in China, that a NEP is still implemented there, like the one that existed in the historical course of Soviet Russia. Just as there is a widespread misconception that Russia is not an imperialist power, but a capitalist country on the “periphery” of the imperialist system, which, together with “socialist China”, has a “positive” influence on the international correlation of forces.
The above approach is not grounded in reality, it detaches policy from economy, it downplays the aggressive role of the monopolies and the big economic groups and it goes against the Leninist conception of imperialism.
The truth is that today capitalist relations of production prevail in China, despite the fact that a party under the name of “Communist Party” is in power. From 2012 to the present day, more than 60% of China’s GDP has consistently been produced by the private sector. The Chinese state has created a comprehensive “arsenal” to support Chinese capitalists, including measures similar to those in place in the rest of the capitalist world. It is, therefore, no coincidence that in 2020, in conditions of the ongoing capitalist crisis for which the pandemic has acted as a catalyst, the number of Chinese billionaires reached some hundreds, topping for the first time the USA. The most powerful Chinese capitalists have at their disposal colossal e-commerce business groups, banks, factories, hotels, shopping malls, movie theaters, social media, mobile phone companies, etc. At the same time, tens of millions of people are excluded from modern social services, such as technical and higher education and health care services due to their commodification and low incomes. There is no comparison between the lives of these and the opulence of Chinese billionaires and millionaires. This fact clearly shows the enormous social injustice and exploitation that characterizes the capitalist mode of production in China as well.
Arguments that China, like the Soviet Union, is following a NEP policy, working with private capital to develop its productive forces, are unfounded. There are huge differences between the NEP and the current situation in China, such as its duration or the fact that the NEP had the character of a “retreat”, as Lenin repeatedly emphasized, and was not conceptualized as an element of socialist construction, as is the case with the prevalence of capitalist relations in China, with the ideological construct of “socialism with Chinese characteristics”. Moreover, during the NEP period not only were businessmen not allowed to be members of the Bolshevik Party, but under the two Soviet Constitutions (1918 and 1925), which were adopted during that period, they were deprived of their political rights, in contrast to today’s China, where dozens of businessmen occupy seats in parliament and the Communist Party.
Thus, the new “bipolar scheme” has nothing to do with the confrontation between the USA and the USSR, since today the US and China clash on the basis of the prevailing capitalist relations of production, which dominate in their economies and lead to the struggle for raw materials, transport routes of commodities, market shares, geopolitical influence, something which cannot hide the fact that we are facing an inter-imperialist struggle for supremacy in the imperialist system.
Let us also look at what some people say about Russia. Some people claim that Russia is a capitalist country but not an imperialist one. Some others describe Russia as a “small predator”, a “weak” and “dependent” imperialist state, which the other “stronger imperialist countries” refuse to see as an “equal partner”. These are said as if the relations between the other imperialist countries were not characterized by inequality and interdependence between the countries and the only country that is not treated as an “equal partner” is capitalist Russia. These are said about Russia, the second largest military power in the world, the only capitalist country that can threaten today the greatest imperialist power in the world, the United States, with nuclear catastrophe. A country with very powerful monopolies, with international reach, with capital export, which ranks 5th in the world in the number of billionaires, 11th in the nominal share of world GDP, and 6th in the real world GDP as well as in the world industrial production. A country that is able to promote its foreign policy by exercising the right of veto in the UN Security Council.
These, comrades, are particularly crucial questions that the CPs and the CYOs must clarify, as suspicious international organizations are appearing, such as the so-called "World Anti-Imperialist Platform", which in fact urges support for one side of the imperialist competition and war. It even claims that China and Russia “that do not live by superexploiting or looting the world”.
It is as if China and Russia do not participate in the G20 summits, the meetings of the 20 most powerful capitalist states of the world, together with the USA, Germany, the UK, France, etc. It is as if the Chinese and Russian monopolies do not export their capital to other countries, seeking the profit that comes from exploiting the labour power not only of the workers of their own country, but also of many other countries in Europe, Asia, Africa, America, wherever their monopolies develop. It is as if the Russian “Wagner” private army were being deployed in Africa for charitable reasons and not to defend the interests of the Russian monopolies operating there. It is as if China is no longer moving in a similar direction to safeguard the Belt and Road Initiative by military means. It is noteworthy that this initiative includes the small but geographically very important state of Djibouti —whose debt to China amounts to 43% of its Gross National Income— where China’s first military base outside its borders was inaugurated in 2017.
The statements about countries “that do not put other countries in military, technological or debt slavery” refer to states that play a special role in the arms trade and are currently creditor countries, such as China, which is one of the world’s leading creditors in the world.
They refer to Russia, where giant monopolies (Gazprom, Rosneft, Lukoil, Rosatom, Sberbank, Norilsk Nickel, Rosvooruzhenie, Rostec, Rusal, etc.) exploit millions of workers, not only in Russia but also in the former Soviet Republics, the Commonwealth of Independent States (CIS), Africa, South America, Europe, the Middle East, the Persian Gulf, etc. It is also well known that the export of capital, as opposed to the export of commodities, means the production of surplus value extracted by the capital-exporting country from the capital-importing country.
Dear comrades,
Concluding this presentation we want to assure you that the KKE will continue raising the banner of Marxism-Leninism and proletarian internationalism. It will continue seeking to build strong communist ideological–political ties, to express communist solidarity, to mutually contribute in the elaboration of positions and to develop joint actions. We will continue to actively express our solidarity with communists, people's militants and movements that are targeted by state repression, whether in Ukraine, Russia, Poland, Iran or Venezuela, where the CP and the CY of Venezuela are being persecuted at the behest of the ruling United Socialist Party (PSUV), the government and the bourgeois state.
We will continue our efforts to build both bilateral and multilateral relations and develop joint actions.
In our latest 21st Congress, we highlighted that we seek closer cooperation with the CPs that can contribute to the revolutionary regroupment of the International Communist Movement to varying degrees, according to the following criteria:
a) They defend Marxism–Leninism and proletarian internationalism, the need to form a communist pole internationally.
b) They fight against opportunism and reformism, they reject the centre–left management and any variation of the strategy of stages.
c) They defend the scientific laws of the socialist revolution. Based on those laws they assess the course of socialist construction; they seek to examine and draw lessons from the problems and mistakes.
d) They have opened an ideological front against erroneous perceptions on imperialism, particularly those that detach its military aggression from its economic content, and against all imperialist alliances.
e) They establish ties with the working class, they try to act within the trade union movement and the movements of the popular sections of the middle strata, they seek to integrate the daily struggle for workers’–people’s rights to a contemporary revolutionary strategy for workers’ power.

Делегации коммунистической молодежи и антиимпериалистических организаций, находившиеся в Афинах в рамках 49-го фестиваля КМГ-Одигитис, имели возможность 22 сентября встретиться с делегацией ЦК КПГ и получить информацию о событиях в Греции и деятельности КПГ. Перед иностранными делегациями выступил Элисеос Вагенас, член ЦК КПГ, заведующий Международным отделом ЦК КПГ.

Товарищи, мы приветствуем вас в штаб-квартире ЦК КПГ.
Мы рады, что такое количество молодежных организаций со всего мира принимает участие в 49-ом Фестивале Коммунистической молодежи Греции, революционной молодежной организации КПГ, вооруженной мировоззрением марксизма-ленинизма, Программой и стратегией КПГ.
На этой встрече я хотел бы проинформировать вас об основных событиях, происходящих в Греции и мире, обсудить их, а также познакомить с оценкой этих событий, данной КПГ.
Вы находитесь в Греции в сложный политический период, когда, с одной стороны, в стране недавно прошли двойные парламентские выборы, в октябре состоятся новые – местные выборы, а в конце 1-го полугодия 2024 года пройдут выборы в Европейский парламент, а с другой, - несмотря на огромные последствия от разрушительных пожаров, произошедших этим летом, а также от последовавших за ними разрушительных наводнений, наш народ усиливает свою борьбу против антирабочей и антинародной политики правительства НД, о чем свидетельствует вчерашняя общенациональная забастовка...
Безусловно, политическая ситуация в любой буржуазной стране, как и в нашей, представляет собой совокупность многих факторов, влияющих на жизнь миллионов людей и на способность буржуазии удерживать свою власть.
Давайте только вдумаемся: в этом году до начала сентября более 172 600 гектаров земли превратилось в пепел, что привело к гибели 28 человек, а также к крупным экологическим и экономическим катастрофам. Последовали катастрофические наводнения в регионе Фессалии, более 70.000 гектаров земли превратилось в огромное озеро. В результате наводнения погибли 17 человек, более 200 тысяч животных, были разрушены десятки домов и предприятий.
В этих условиях большое значение имеет то, что коммунисты шли в первых рядах народной борьбы как при тушении пожаров, так и при ликвидации последствий от наводнений. Члены и друзья КПГ и КМГ идут в авангарде организации борьбы, они требуют выплаты компенсаций пострадавшим в полном объеме.
В то же время стоит задаться вопросом: есть ли общий знаменатель у этих крупных катастроф? Наша партия отвечает - да, есть! Им является варварский эксплуататорский строй, буржуазное государство и антинародная политика, проводимая всеми буржуазными правительствами нашей страны: как правыми правительствами НД, так и предшествующими «левыми» и «центристскими», сформированными социал-демократическими партиями СИРИЗА, а ранее ПАСОК. Все эти буржуазные правительства, ратующие за «развитие экономики», смотрят на «развитие» сквозь призму укрепления положения и прибыли правящего буржуазного класса, а их компасом является увеличение прибыли предпринимательских групп. Поэтому они рассматривают защитные сооружения от пожаров, наводнений и землетрясений как лишнее «бремя» и «затраты». Кроме того, директивы ЕС предполагают, что такие проекты являются «неправомерными». В результате в нашей стране нет комплексного плана защиты жизни народных слоев, опирающегося на достижения науки и техники, а компетентные службы буржуазного государства действуют лишь после того, как грянет гром, принимая меры, которые являются недостаточными для облегчения боли и страданий народа, пострадавшего от природных катаклизмов, в то время как строительство защитных сооружений ограничено и часто работы по их возведению выполняются некачественно, так как гнилость и коррупция являются частью капиталистической прибыли.
Коммунисты своими действиями показывают народу путь борьбы, говорят, что народу не суждено тонуть во время дождя и гореть во время пожара. Лозунг «Их прибыль или наша жизнь», родившийся в предыдущие месяцы в борьбе народа против преступной политики правительства, применим и к ситуации на рабочих местах, поскольку права трудящихся ущемляются на всех уровнях, кладутся на алтарь капиталистической прибыли.
Новый антирабочий закон, продвигаемый правительством, законодательно закрепляет 13-часовой рабочий день, 78-часовую рабочую неделю более чем у одного работодателя, способствует косвенному повышению пенсионного возраста до 74 лет в сочетании с заключением трудовых договоров с нулевой продолжительностью рабочего времени. Вводятся новые положения, ограничивающие право на забастовку. По сути, трудящиеся превращаются в гибкую производственную машину, в бесправных людей до самой старости. Неслучайно в названии законопроекта упоминается о включении в него Директивы (ЕС) от 2019/1152 Европейского парламента и Совета ЕС от 20 июня 2019 года. Все это совместно решают представители европейской буржуазии и буржуазных партий в их межгосударственном союзе, ЕС, представляющем собой союз капитала, который не меняется, он не может быть очеловечен, с чем не согласны некоторые оппортунистические и социал-демократические силы в нашей стране.
Эти силы (оппортунистические и социал-демократические) не только в Греции, но и повсюду в мире заявляют, что можно «приручить» капитал, «укротить» его ненасытную жажду прибыли и «очеловечить» капитализм. Они предлагают концепцию лучшего управления системой, путем изменения смеси мер проводимой экономической политики, усиления государственного вмешательства и экспансионистских мер. На практике же в нашей стране, а также в других странах, где правили социал-демократические партии, проводимая ими политика не только не решила проблем народа, но и еще больше их усугубила, например, путем усиления инфляции, и одновременно сопровождалась мерами по подавлению рабочего, народного движения, ограничению права на забастовку.
Вопросы, касающиеся общей стратегической ориентации буржуазных партий (НД, СИРИЗА, ПАСОК и т. д.), их обязательств по отношению к капиталу, ЕС, НАТО, США, продолжению империалистической войны на Украине и т.д., КПГ выдвинула на первый план в ходе недавних майских и июньских парламентских выборов, на которых наша партия укрепила свои позиции, набрав 7,7% (+2,4%), избрав 21 депутата (ранее было 15). Наша партия продемонстрировала необходимость иметь сильную оппозицию в стране с точки зрения народных интересов, которая будет бороться в стенах парламента, но главным образом за его пределами против антирабочих мер, а также прокладывать путь для свержения варварской эксплуататорской капиталистической системы.
Предвестником электорального укрепления КПГ на парламентских выборах стало значительное усиление позиций коммунистов в профсоюзах как частного, так и государственного секторов, где профсоюзные силы, поддерживаемые КПГ, стали 2-ой силой, набравшей более 20% в администрациях двух конфедераций частного и государственного секторов, в то время как в важных отраслевых и региональных профсоюзах они являются 1-й силой, включая Рабочие центры Афин, Пирея, Патр, Ларисы и т.д. Это является результатом значительных успехов борьбы трудящихся за укрепление и оживление профсоюзов, усиление вклада Всерабочего боевого фронта (ПАМЕ), созданного по инициативе коммунистов и при участии других активных профсоюзных деятелей, верящих в классовую борьбу. Еще одним предвестником стало занятие второй год подряд первого места в университетах фракцией КМГ, набравшей 35%. 8 октября состоятся местные выборы, на которых по всей стране силы КПГ будут поддерживать избирательный бюллетень «Народное сплочение». В общей сложности в 13 регионах страны и в 261 муниципалитете в списках этих избирательных бюллетеней числятся 23.000 кандидатов, причем не только руководящие деятели и члены КПГ, но и многие лица, вышедшие из других политических партий, но сегодня поддерживающие КПГ.
Мы призываем трудящихся оказать еще большую поддержку КПГ, чтобы мы могли избрать больше активных мэров-борцов, муниципальных и региональных советников, которые будут выступать на стороне народа и его борьбы, а не аплодировать антинародной политике правительства!
Мы разъясняем трудящимся, что только путем борьбы могут быть созданы предпосылки для изменения нынешнего негативного политического соотношения сил, для того чтобы была облегчена жизнь народа, а несправедливая варварская капиталистическая система получила дальнейший удар.
Укрепление КПГ повсюду является основным условием для активизации классовой борьбы, реорганизации рабочего движения, социального союза рабочего класса с народными слоями города и деревни, который будет бороться за отстаивание своих завоеваний, концентрировать и мобилизовывать силы с тем, чтобы была усилена борьба за свержение капитализма, установление рабочей власти. Безусловно, нечто подобное не является «ни одноактной пьесой, ни гладко развивающимся процессом», как заявляет наша партия уже на протяжении многих лет. Будут иметь место восходящие и нисходящие фазы, которые каждый раз будут отражать сознательность большей части рабочего класса, а также отмежевание полупролетариев, бедных крестьян и других самозанятых от буржуазии, от мелкобуржуазного и оппортунистического влияния. Нам хорошо известно, что глубокие социальные изменения, в которых нуждается наш народ, могут произойти ни путем буржуазных выборов, ни путем участия в так называемых левых или антиимпериалистических правительствах, ни при наличии каких-либо переходных этапов, где правительства будут сформированы на почве капитализма, а в ходе революционного процесса. Однако сегодня мы работаем в условиях мирового и внутреннего отрицательного расклада сил и в нереволюционных условиях в направлении подготовки субъективного фактора грядущей социалистической революции, период проявления которой, безусловно, определяется объективными условиями — революционной ситуацией. Тогда союз рабочего класса с угнетенными при капитализме народными слоями превратится в революционный рабочий народный фронт. Революционная деятельность разрушит все буржуазные институты, и на их месте появятся новые народные институты. Само собой разумеется, что социалистическое строительство на основе обобществления средств производства, централизованного планирования экономики, рабочего народного контроля несовместимо с участием нашей страны в империалистических союзах, таких как НАТО, ЕС.
НАТО, ЕС не являются "безветренной гаванью", в отличие от утверждений всех политических сил в нашей стране, знаменем которых является евроатлантизм, а лоном - антинародные решения, направления, войны. Эти капиталистические союзы НАТО, ЕС и США несут огромную ответственность за развязывание империалистической войны, которая ведется на территории Украины.
Речь идет о войне, в которой, сталкивается буржуазия Украины в союзе с НАТО, ЕС, США, с одной стороны, с буржуазией России, мощной капиталистической страны, 2-й военной державы на планете, в союзе со своими союзниками, с другой. Это несправедливая война с обеих сторон, потому что ее ведут буржуазные классы в интересах чуждых интересам народов за сырье, геополитические опоры, возможность эксплуатации рабочей силы, пути транспортировки товаров, доли рынков и т.д. НАТО использует Украину в качестве “острия копья”, а капиталистическая Россия объективно служит «подушкой безопасности» для Китая в крупном противоборстве между США и Китаем за первенство в империалистической системе.
Предпосылки для этой войны были созданы в ходе исторического отката назад, в ходе контрреволюции в 1989-1991 гг., когда завершился контрреволюционный процесс свержения социализма, произошел распад СССР, средства производства, заводы, полезные ископаемые, рабочая сила стали вновь товаром, и взяли вверх капитализм и классовая эксплуатация.
Безусловно, каждая сторона под разными предлогами оправдывает свою позицию. Одна сторона - НАТО - говорит, что война якобы ведется за «родину» и «демократию», а другая сторона - капиталистическая Россия - говорит, что она ведет «антифашистскую» войну, и причем за «спасение русского мира»...
Эта война унесла жизни десятков тысяч молодых людей с обеих сторон, в первую очередь парней из бедных семей, которые либо добровольно вступали в различные наемные армии и корпуса, либо не смогли избежать призыва в армию, в отличие от ребят из богатых семей.
НАТО, членом которого является и наша страна, несет огромную ответственность за это кровопролитие вместе с США и ЕС, использует украинский народ как пушечное мясо в своих планах. Так, он снабжает Украину современным оружием и боеприпасами, обучает десятки тысяч человек, неофициально отправляет военных советников.
Только Греция отправила не менее 3870 тонн военного снаряжения, 60 ракет “Stinger”, более 1100 переносных противотанковых ракет “RPG”, более 2000 других ракет, 17.000 артиллерийских снарядов 155-мм калибра, более 3-х миллионов патронов 7,62-мм калибра, а также 20 боевых бронированных машин БМП-1. Кроме того, она отправляет опытных военных инструкторов как для подготовки спецназа,так и для обучения украинских военных обращению с танками “Leopard”.
Правительство НД при поддержке СИРИЗА и ПАСОК, других партий евроатлантизма подписало опасные решения Вильнюсского саммита НАТО и само все больше наращивает участие Греции в империалистической войне на Украине, подвергая опасности наш народ. Наращивание участия Греции предполагает отправку нового греческого оружия и боеприпасов, а также греческих вооруженных сил на линию конфронтации с Россией.
Использование Греции, ее портов, расположенных в Суда, Александруполисе, Волосе, для переброски оружия и войск на линию конфликта, а также греческих военных аэропортов, таких как аэропорт 110-го истребительного авиаполка в Ларисе, для выполнения миссий разведывательных и других самолетов, участвующих в конфликте, как и оказание широкой поддержки со стороны нашей страны американо-натовским кораблям, находящимся в греческих морях, способствуют затягиванию нашего народа в «болото» межимпериалистической военной конкуренции, делает его мишенью для ответных ударов.
Ведущиеся обеими сторонами конфликта разговоры о применении ядерного оружия, будь то тактического или так называемых «грязных» ядерных бомб, подготавливают нас к дальнейшему развитию войны.
Безусловно, товарищи, все это происходит не потому, что политическое руководство Греции или даже ЕС находятся под пятой США, как утверждают некоторые, пытаясь слишком упрощенно, но совершенно ошибочно толковать позицию сотрудничества с США в войне, идущей на европейской территории и от которой страдает часть европейских капиталистов. Так, те, кто утверждают это, сознательно игнорируют огромные прибыли, получаемые другой частью европейского капитала, например, греческие судовладельцы, обладающие сегодня сильнейшим торговым флотом на планете, зарабатывают на войне огромные деньги, как и европейские монополии, продвигающие «зеленый рост». Кроме того, такой упрощенный анализ упускает из виду тесные экономические и политические связи между США и ЕС, сильнейшими капиталистическими странами ЕС, связи, сосуществующие с межбуржуазными противоречиями, но до сих пор не отменяющими стратегического выбора буржуазии этих стран по участию их стран в НАТО.
И все это происходит в мире, где капиталистические государства строят свои отношения в мировой системе неравной взаимозависимости, в империалистическом мире, который, согласно ленинской концепции, является монополистическим капитализмом. Участие всех капиталистических стран в империалистической системе не означает, что все капиталистические страны одинаковы, например, что в одинаковой степени равны США, Греция и Буркина-Фасо. КПГ никогда не давала такой оценки, но некоторые наши политические оппоненты утверждают обратное. Мы всегда подчеркиваем, что включение в мировую империалистическую систему происходит на основе экономической, политической и военной мощи каждой страны, и, очевидно, что не все капиталистические страны играют одинаковую роль в империалистической системе. Некоторые находятся на вершине этой империалистической «пирамиды», как, например, США, Китай и далее Германия, Япония, Англия, Россия, Индия и т.д., другие, такие как Греция, находятся в промежуточном положении, а третьи - еще ниже. Но повсюду рабочий класс и другие народные слои подвергаются классовой эксплуатации, испытывают несправедливость, и поэтому они заинтересованы держать общий фронт против буржуазии своих стран и их союзов, а также не склоняться в сторону различных «национальных великих идей», разных «нарративов» и предлогов, используемых буржуазией в одних случаях для втягивания народов в империалистические войны, а в других - в «социальные диалоги», с целью ограничения прав трудящихся, снижения стоимости рабочей силы. И в том, и в другом случае - империалистической войны и империалистического мира - целью буржуазии, монополий является увеличение своей прибыли, укрепление своего положения в внутри империалистической системы.
В нашей стране КПГ ведет борьбу против империалистической войны, против участия нашей страны в ней и других империалистических миссиях. Ежегодно КПГ и КМГ организуют сотни мероприятий против НАТО, ЕС, соглашений буржуазии с США, Францией, Израилем. КПГ требует прекращения любого участия в войне как на улицах в ходе демонстраций, так и в стенах парламента Греции и Европейского парламента! Она требует возвращения в страну частей греческих вооруженных сил, находящихся за рубежом, выхода Греции из империалистических союзов - НАТО и ЕС, и утверждает,что только рабочая власть может гарантировать, что такой выход будет отвечать интересам народа и будет нести элементы окончательного решения.Товарищи, когда буржуазные партии обещают греческому народу «проспекты мира и процветания» в рамках союзов НАТО, ЕС, с США, Израилем и т. д., мы говорим нашему народу об опасностях, скрытых этой капиталистической системой, которая порождает экономические кризисы и империалистические войны. Мы объясняем народу, что ему не следует питать иллюзий по поводу мирного «многополярного мира», который якобы будет создан путем усиления влияния в мировых делах Китая и других стран, вошедших в БРИКС, путем реформирования международного права и его демократизации, как утверждают социал-демократы и оппортунисты.
Все эти представления игнорируют тот факт, что в рамках капитализма существуют межбуржуазные противоречия и конкуренция монополий, которые в конечном итоге приводят к несправедливым войнам.
В рамках капитализма и глобальной империалистической системы не может быть ни справедливых, ни равноправных международных отношений, которые всегда будут характеризоваться неравенством, ни «мирного мира», проповедуемого разными кругами, н-пр, его создание посредством «Группы 77» (G77) или нового восходящего международного союза между Китаем, Россией и др.
К сожалению, таких взглядов придерживаются и некоторые компартии, считающие, что в Китае «строится социализм с китайской спецификой», что там якобы существует НЭП, подобный тому, что существовал на историческом пути Советской России, а также широко распространено ошибочное представление о том, что Россия является не империалистической державой, а капиталистической страной, находящейся на «периферии» империалистической системы, что вместе с «социалистическим Китаем» она оказывает «положительное» влияние на международный расклад сил.
Вышеуказанный подход не соответствует действительности, он представляет собой отрыв политики от экономики, преуменьшает агрессивную роль монополий, крупных экономических объединений и противоречит ленинской концепции империализма.
Дело в том, что сегодня в Китае, несмотря на то, что в стране правит партия, носящая название «коммунистическая», доминируют капиталистические производственные отношения. Причем, начиная с 2012 года и по настоящее время, более 60% ВВП Китая производится частным сектором. Китайское государство разработало полный арсенал по оказанию помощи китайским капиталистам, включающий меры, аналогичные тем, которые действуют в остальном капиталистическом мире. Таким образом, не случайно, что в 2020 году, в условиях продолжающегося капиталистического кризиса, катализатором которого стала пандемия коронавируса, число китайских миллиардеров исчислялось сотнями, как и в США.В распоряжении самых могущественных китайских капиталистов находятся крупные компании электронной коммерции, заводы, отели, торговые центры, кинотеатры, социальные сети, компании мобильной связи и т.д. В то же время десятки миллионов людей не имеют доступа к современным социальным услугам, например, к получению технического и высшего образования, к услугам здравоохранения из-за их коммерциализации и чрезвычайно низких доходов. Жизнь этих людей в сравнении с роскошью китайских миллиардеров и миллионеров наглядно показывает огромную социальную несправедливость и эксплуатацию, которые характерны для капиталистического способа производства и в Китае.
Необоснованными являются утверждения о том, что Китай проводит политику НЭПа, как когда-то это делала Советская Россия, сотрудничая с частным капиталом для развития своих производительных сил. Между НЭПом и нынешней ситуацией в Китае имеются огромные различия, например, в ее продолжительности или в том, что НЭП имела характер «отступления», как неоднократно подчеркивал Ленин, и она не была идеологизирована в качестве элемента социалистического строительства, как это происходит в Китае, где господствуют капиталистические отношения и основной идеологемой является «социализм с китайской спецификой».
Более того, в период НЭПа предпринимателям не только не разрешалось быть членами партии большевиков, но и на основании двух принятых в то время советских конституций (1918 и 1925 гг.) они были лишены политических прав, в отличие от сегодняшнего Китая, где десятки предпринимателей занимают посты в парламенте и являются членами Коммунистической партии
Таким образом, новая «биполярность» (США-Китай) не имеет ничего общего с противостоянием между США и СССР, поскольку сегодня США и Китай сталкиваются на почве господствующих в этих странах капиталистических производственных отношений, которые ведут к борьбе за сырьевые ресурсы, пути транспортировки товаров, доли рынков, геополитическое влияние, что явно указывает на то, что мы имеем дело с межимпериалистической борьбой за первенство в империалистической системе.
Давайте посмотрим, что нам говорят некоторые оппонентыо России. Одни говорят: да - это капиталистическое, но не империалистическое государство, другие - это империалистическое государство, но «маленький хищник», «слабое», «зависимое» империалистическое государство, которое другие «сильнейшие империалистические страны» отказываются рассматривать как «равного партнера». Можно подумать, что отношения между другими империалистическими странами не отличаются неравенством, взаимозависимостью, и единственной страной, к которой не относятся как к «равному партнёру», является капиталистическая Россия. Но ведь речь идёт о России, второй по величине военной державе в мире, единственной капиталистической стране, которая сегодня может угрожать ядерной катастрофой самой мощной империалистической державе на планете — США. В России имеются крупные монополии, она занимает 5-е место в мире по количеству миллиардеров, 11-е место в мире по объёму номинального ВВП и 6-е место в мире по реальному объёму ВВП, а также по объёму промышленного производства. Эта страна имеет возможность продвигать свою внешнюю политику, используя право вето в Совете Безопасности ООН.
Товарищи, эти вопросы являются особо важными, и компартии, молодежные коммунистические организации должны прояснить их для себя, поскольку появляются странные международные организации, такие как так называемая «Всемирная антиимпериалистическая платформа», которая, по сути, призывает к поддержке одной стороны в империалистической конкуренции и войне. Причем ВАП утверждает, что эти страны «не живут за счет сверхэксплуатации или грабежа мира».
Как будто Китай и Россия не участвуют в саммитах G20, 20 самых могущественных капиталистических государств мира, вместе с США, Германией, Великобританией, Францией и т.д. Как будто китайские и российские монополии не вывозят капитал в другие страны, не ориентируются на прибыль, получаемую от эксплуатации рабочей силы, эксплуатации не только трудящихся своей страны, но и трудящихся многих других стран Европы, Азии, Африки, Америки, везде, где развиваются их монополии. Как будто частная российская военная компания «Вагнер» едет в Африку из благотворительных побуждений, а не для защиты интересов действующих там российских монополий. Как будто для охраны так называемого «Шелкового пути» Китай не движется в аналогичном направлении, используя военные средства. Характерно, например, то, что на этом конкретном «Шелковом пути», в небольшом, но занимающем очень важное географическое положение, государстве, в Джибути, чей долг перед Китаем достиг 43% его валового национального дохода, в 2017 году была открыта первая военная база Китая за пределами страны.
Платформа утверждает, что «в военном, технологическом и долговом закабалении не участвуют» государства, играющие особую роль в торговле оружием, являющиеся сегодня государствами-кредиторами, как, например, Китай, занимающий первые аналогичные позиции.
Говорит, что в закабалении не участвует Россия, монополии-гиганты которой (Газпром, Роснефть, Лукойл, Росатом, Сбербанк, Норникель, Росвооружение, Ростех, Русал и др.) эксплуатируют миллионы трудящихся не только в России, но и в бывших советских республиках, СНГ, Африке, Южной Америке, Европе и на Ближнем Востоке, в странах Персидского залива и т. д.А как известно, вывоз капитала, в отличие от вывоза товаров, означает производство прибавочной стоимости, которую извлекает из принимающей страны страна, экспортирующая капитал.
Уважаемые товарищи,
Завершая эту презентацию, мы хотели бы заверить вас, что КПГ будет и впредь высоко держать знамя марксизма-ленинизма и пролетарского интернационализма. Она будет продолжать стремиться устанавливать прочные коммунистические идейно-политические связи, проявлять коммунистическую солидарность, оказывать взаимопомощь в выработке позиций, в проведении совместной деятельности. Мы продолжим активно выражать свою солидарность с коммунистами, народными борцами и движениями, которые являются мишенью государственных репрессий, будь то в Украине, России, Польше, Иране или Венесуэле, где компартии и молодежные коммунистические организации подвергаются преследованиям со стороны правящей социалистической партии, правительства, буржуазного государства.
Мы продолжим усилия по выстраиванию как двусторонних, так и многосторонних отношений, развитию совместных действий.
На нашем 21-м съезде мы отметили, что стремимся к более тесному сотрудничеству с коммунистическими партиями, которые в большей или меньшей степени могут способствовать революционной реорганизации МКД, которые:
а) Защищают марксизм-ленинизм и пролетарский интернационализм, необходимость формирования коммунистического полюса на международном уровне.
б) Борются с силами оппортунизма и реформизма, отвергают левоцентристское управление капитализмом и любые другие варианты «стратегии стадий к социализму.
г) Защищают закономерности социалистической революции. На их основе судят о ходе социалистического строительства, стремятся проводить исследования, извлекать уроки из проблем и ошибок.
д) Ведут идеологическую борьбу против ошибочных представлений об империализме, в частности, представлений о том, что вооружённую военную агрессию можно рассматривать в отрыве от экономического содержания империализма, держат фронт против каждого империалистического союза.
е) Развивают связи с рабочим классом, активно стараются участвовать в профсоюзном движении, в движениях народных частей средних слоев, стремятся интегрировать повседневную борьбу за права рабочего класса и народных слоёв в современную революционную стратегию за рабочую власть.

El fortalecimiento del KKE en todas partes es una condición básica para el reavivamiento de la lucha de clases
Las delegaciones de las Juventudes Comunistas y de Organizaciones Antiimperialistas que se encontraron en Atenas en el marco del 49o Festival de KNE-Odigitis, tuvieron la oportunidad, el 2 de septiembre, de reunirse con una delegación del Comité Central del KKE, que los informó sobre los desarrollos en Grecia y la acción del KKE. A las organizaciones emitió un discurso Elisseos Vagenas, miembro del Comité Central, jefe de la Sección de Relaciones Internacionales del KKE.

Les damos la bienvenida en la sede del Comité Central del KKE.
Nos alegra que tantas organizaciones juveniles de todo el mundo asisten el 49o Festival de la Juventud Comunista de Grecia, la organización juvenil revolucionaria del KKE, que lucha armada con su cosmovisión, el marxismo-leninismo, el Programa y la estrategia del KKE.
En esta reunión quisiera informarles y discutir sobre los acontecimientos básicos en Grecia y en el mundo, y las evaluaciones del KKE.
En Grecia estamos en un momento político complejo; por un lado el país ha salido de dobles elecciones nacionales y está en camino de nuevas elecciones, locales (en octubre) y elecciones europeas (a finales del primer semestre de 2024) mientras nuestro pueblo ha sufrido las graves consecuencias de los incendios devastadores del verano, así como de las inundaciones devastadoras a continuación. Al mismo tiempo, se está fortaleciendo la lucha contra las políticas antiobreras y antipopulares del gobierno de la ND, como dejó claro la huelga nacional de ayer.
La situación política en cada país burgués -en nuestro también- es sin duda el resultado de muchos factores que afectan la vida de millones de personas y la capacidad de la burguesía de imponer su poder.
Pensemos que este año hasta inicios de septiembre, más de 172.600 hectáreas se convirtieron en cenizas, causando la muerte de 28 personas, así como enormes desastres ecológicos y económicos. A continuación siguieron las inundaciones devastadoras en la región de Tesalia y más de 70.000 hectáreas se convirtieron en un inmenso lago, causando la muerte de 17 personas, de más de 200 mil animales, destruyendo decenas de casas y negocios.
En estas condiciones es de gran importancia que los comunistas han estado en la primera linea de la lucha popular, tanto para extinguir los incendios, como para confrontar las consecuencias de las inundaciones. Exigen plena y 100% indemnización para los afectados, y los militantes y amigos del KKE y de la KNE están liderando la organización de la lucha.
Al mismo tiempo merece la pena preguntarnos: ¿Hay algún “denominador común” en estos grandes desastres? Sí, nuestro Partido responde que lo hay. Es este bárbaro sistema de explotación, el Estado burgués y la política antipopular de todos los gobiernos burgueses de nuestro país, tanto de los gobiernos de derecha de la ND, como de los anteriores gobiernos de “izquierdas” y “del centro” constituidos por los partidos socialdemócratas de SYRIZA, y, antes, del PASOK. Todos estos gobiernos que se preocupan por el “crecimiento de la economía” miden este “crecimiento” bajo el prisma del fortalecimiento de la posición y de las ganancias de la clase burguesa dominante y tienen como brújula el aumento de las ganancias de los grupos empresariales. Por tanto, consideran las obras de protección contra los incendios, las inundaciones y los terremotos como “carga” y “coste” innecesarios. Estos son los “raíles” de las directrices de la UE que considera tales proyectos “no subvencionables”. Como resultado, nuestro país no tiene un plan integral en base a los desarrollos de las ciencias y de la tecnología para la protección de la vida de las capas populares, y los servicios respectivos del Estado burgués funcionan solamente como “apagafuegos”, con medios insuficientes que no pueden aliviar el sufrimiento y la miseria que está experimentando el pueblo, mientras que los proyectos que se llevan a cabo son limitados y muchas veces mal ejecutados. De todo ello surge la podredumbre y la corrupción que están inherentemente ligadas con la rentabilidad capitalista.
Los comunistas con su acción muestran al pueblo el camino de la lucha; muestran que no está predestinado que el pueblo se ahogue cuando llueve y se queme cuando se prende fuego. El lema “sus ganancias o nuestras vidas” nació durante los meses anteriores en las luchas del pueblo contra la política criminal de los gobiernos, y se aplica también a la situación en los centros de trabajo, ya que los derechos laborales son masacrados en el altar de la rentabilidad capitalista.
Con la nueva ley antiobrera, el gobierno legisla el trabajo de 13 horas al día, 78 horas por semana, en más de un empleador, impulsa la prolongación indirecta del trabajo hasta los 74 años, en combinación con los contratos de cero horas. Se imponen nuevas disposiciones contra la huelga. En la práctica, los trabajadores se convierten en una máquina flexible de producción sin derechos, hasta la vejez. No es casualidad que en el título del proyecto de ley se hable de la Incorporación de la Directiva (UE) 2019/1152 del Parlamento Europeo y de la Comisión Europea del 20 de junio de 2019. Todo ello ya está codecidido por los representantes de las burguesías europeas y sus partidos en su unión interestatal, la Unión Europea, que es una unión del capital, que no cambia ni puede humanizarse como sostienen en nuestro país algunas fuerzas oportunistas y socialdemócratas.
Estas fuerzas (del oportunismo y de la socialdemocracia), no solo en Grecia, sino en todo el mundo, sostienen que pueden “contener” el capital, “domar” su insaciable sed por beneficios y “humanizar” el capitalismo. Promueven el concepto de una mejor gestión del sistema, cambiando la combinación de la política económica, reforzando la intervención estatal y las medidas expansionistas. En la práctica, tanto en nuestro país, como en los demás países donde han gobernado partidos socialdemócratas, se ha demostrado que sus políticas no solo no han resuelto los problemas del pueblo, sino que a menudo los han agudizado aún más p.ej con el aumento de la inflación, mientras que sus políticas han sido acompañadas de medidas de represión del movimiento obrero y popular, de golpe del derecho de huelga.
El KKE ha destacado estos asuntos de la alineación estratégica común de los partidos burgueses (ND, SYRIZA, PASOK, etc), de sus compromisos con el capital, la Unión Europea, la OTAN, EE.UU, la continuación de la guerra imperialista en Ucrania etc, en las recientes batallas de las elecciones parlamentarias el mayo y el junio, de las que nuestro Partido salió más fuerte, logrando el 7,7% (+2,4%), 21 diputados (antes tenía 15). Nuestro Partido ha destacado la necesidad de que exista en el país una oposición fuerte al gobierno desde el punto de vista de los intereses populares, que luchará dentro y sobre todo fuera del parlamento contra las medidas antiobreras, pero además para fortalecer la lucha por el derrocamiento del bárbaro sistema capitalista de explotación.
Este aumento electoral que marcó el KKE en las elecciones parlamentarias, fue precedido por el fortalecimiento significativo de los comunistas en los sindicatos tanto del sector privado como del sector público, donde las fuerzas que apoya el KKE surgieron como segunda fuerza en más del 20% de las juntas directivas de las dos confederaciones del sector privado y público, cuando surgieron como primera fuerza en significativos sindicatos sectoriales y regionales, entre ellos en los Centros Laborales de Atenas, del Pireo, Patras, Larisa etc. Este es el resultado del gran logro de la lucha obrera, para el fortalecimiento y revitalización de los sindicatos, la contribución del Frente Militante de todos los Trabajadores (PAME) constituido por iniciativa de los comunistas y con la participación de otros sindicalistas luchadores que tienen fe en la lucha de clases. Además, fue precedido por el surgimiento de la lista de la KNE como primera fuerza en las universidades por segundo año consecutivo con un 35%. Ahora, por delante tenemos las elecciones locales de 8 de octubre de 2023, en las que en todo el país las fuerzas del KKE librarán la batalla con las papeletas de la “Agrupación Popular” en las 13 prefecturas del país y en 261 municipios, y en dichas listas participan 23 mil candidatos, no solo cuadros y miembros del KKE, sino además muchas personas con diferentes orígenes políticos que hoy unen sus fuerzas con el KKE.
Llamamos a los trabajadores a fortalecer aún más las fuerzas del KKE, para elegir aún más alcaldes, consejeros en los municipios y las prefecturas que estarán al lado del pueblo y de sus luchas, y no respaldarán la política gubernamental antipopular. Aclaramos a los trabajadores que solo a través de la lucha se pueden crear las condiciones previas para invertir la negativa correlación de fuerzas política actual, para que el pueblo tome un respiro, y para asestar un golpe al sistema capitalista bárbaro e injusto.
El fortalecimiento del KKE en todas partes es una condición básica para el reavivamiento de la lucha de clases, el reagrupamiento del movimiento obrero, de la alianza social de la clase obrera con las capas populares del campo y de las ciudades, que luchará para conquistar logros, que agrupará y masificará fuerzas, para que se refuerce la lucha por el verdadero derrocamiento, por el poder obrero. Por supuesto, tal cosa, como ha aclarado nuestro partido desde hace años, no es una “obra de un solo acto, ni un proceso que se desarrolla suavemente”. Habrá fases ascendentes y descendentes que expresarán la concienciación de la mayoría de la clase obrera así como la liberación de fuerzas semi-proletarias, de campesinos pobres y de otros trabajadores autónomos de la influencia burguesa, pequeñoburguesa y oportunista. Sabemos muy bien que los profundos cambios sociales que necesita nuestro pueblo no se pueden realizar mediante elecciones burguesas, ni tampoco mediante los llamados gobiernos de izquierdas o antiimperialistas, o a través de etapas de transición, a través de gobiernos que se formarán en el terreno del capitalismo, sino a través de un proceso revolucionario. Sin embargo, hoy estamos trabajando bajo una correlación de fuerzas negativa tanto en el país como a nivel mundial y en condiciones no revolucionarias, en sentido de preparar el factor subjetivo para la perspectiva de la revolución socialista, que por supuesto el período de su manifestación se determina por las condiciones objetivas, por la situación revolucionaria. Entonces, la alianza de la clase obrera con las capas populares oprimidas por el capitalismo, se convertirán en un frente obrero-popular revolucionario. La acción revolucionaria aplastará todas las instituciones burguesas y en su lugar habrá nuevas instituciones nacidas del seno del pueblo. Está claro que la construcción socialista, con la socialización de los medios de producción, la planificación central de la economía, el control obrero-popular es incompatible con la participación de nuestro país en uniones imperialistas como la OTAN y la Unión Europea.
La OTAN y la Unión Europea no son un “puerto seguro”, como están propagando en nuestro país todas las fuerzas políticas que son abanderadas del euroatlanticismo, sino los núcleos de decisiones, directivas y guerras antipopulares. Son alianzas del capital. La OTAN, la UE y EE.UU tienen grandes responsabilidades con respecto a la guerra imperialista que está en curso en el territorio de Ucrania.
Se trata de una guerra en la que se enfrentan por una parte, la burguesía de Ucrania con sus aliados, OTAN-UE-EE.UU, y por otra parte Rusia, un país capitalista fuerte, la segunda potencia militar en el mundo, con sus aliados. Es una guerra injusta de ambas partes porque es librada por las clases burguesas y sirve intereses ajenos a los de los pueblos, por las materias primas, los apoyos geopolíticos, por la posibilidad de explotar a la fuerza laboral, las rutas de transporte de mercancías, las cuotas de mercado, etc. La OTAN está utilizando como “punta de lanza” a Ucrania, y la Rusia capitalista objetivamente funciona como una “bolsa de aire” de China, en el gran conflicto entre EE.UU y China por la primacía en el sistema imperialista.
Las condiciones previas para esta guerra se formaron con la regresión histórica de la contrarrevolución de 1989-1991 cuando culminó el proceso contrarrevolucionario de derrocamiento del socialismo, se disolvió la URSS, los medios de producción, las fábricas, la riqueza mineral y la fuerza de trabajo se convirtieron de nuevo en mercancía y dominaron el capitalismo y la explotación clasista.
Por supuesto cada bando emplea diversos pretextos para justificar su actitud. El bando de la OTAN afirma que la guerra supuestamente se libra por la “patria” y la “democracia”, y el otro bando, el de la Rusia capitalista, que libra una guerra “antifascista” y, en particular, para la “salvación del mundo ruso”
Esta guerra ha segado las vidas de decenas de miles de jóvenes de ambos bandos, en primer lugar niños pobres que, o bien se alistaron como voluntarios en los diversos ejércitos y cuerpos mercenarios, o bien no pudieron escapar a la movilización, a diferencia, claro está, de los hijos de los ricos.
La OTAN, en la que nuestro país es miembro y que, junto con Estados Unidos y la UE, tiene una enorme responsabilidad en este derramamiento de sangre, está utilizando al pueblo ucraniano como "carne de cañon" para sus planes. Así, la OTAN está armando a Ucrania con armas modernas y municiones, entrenando a decenas de miles de hombres, enviando asesores militares informales.
Sólo Grecia ha enviado al menos 3.870 toneladas de material militar, 60 misiles Stinger, más de 1.100 lanzacohetes antitanque portátiles “RPG”, más de 2.000 cohetes, 17.000 valiosos proyectiles de artillería de 155 mm, más de 3 millones de cartuchos de 7,62 mm y 20 vehículos blindados de combate BMP1. Además, proporciona instructores militares experimentados en áreas como las Fuerzas de Operaciones Especiales y el manejo de tanques Leopard.
El gobierno de la Nueva Democracia, con el apoyo de SYRIZA y PASOK así como de los demás partidos del euroatlanticismo, firmó las peligrosas decisiones de la Cumbre de la OTAN en Vilna y está escalando cada vez más la participación e implicación de Grecia en la guerra imperialista en Ucrania, aumentando los peligros para nuestro pueblo. La escalada de la participación griega es la planificación del envío de nuevas armas y municiones griegas, así como el envío de Fuerzas Armadas griegas al campo de batalla con Rusia.
La utilización de los puertos griegos como ellos de Suda, Alexandrúpolis y Volos, para el transporte de armas y tropas al campo de batalla, así como la utilización de los aeropuertos militares griegos, como ello de la base militar en Larisa para las misiones de aviones espías y de otro tipo, implicados en el conflicto, así como el despliegue de barcos de EE.UU.-OTAN en los mares griegos y su apoyo por parte de nuestro país, todo esto "hunde" a nuestro pueblo en el "pantano" de las rivalidades bélicas interimperialistas, convirtiéndolo en blanco de represalias.
Las discusiones sobre el uso de armas nucleares, llevadas a cabo por ambos bandos del conflicto, ya sea con el uso de armas nucleares tácticas o con las llamadas bombas nucleares "sucias", están preparando una mayor generalización de la guerra.
Por supuesto camaradas, todo esto no está ocurriendo porque la dirección política griega o incluso la UE sean "serviles" a los EEUU, como afirman algunos, intentando de forma muy simplista, pero completamente equivocada, interpretar la alineación con los EE.UU. en una guerra que se está librando en territorio europeo y de la que una parte de los capitalistas europeos se ven afectados. Quienes afirman esto ignoran cuidadosamente los enormes beneficios que obtienen otros sectores del capital europeo, como los armadores griegos, que hoy poseen la flota mercante más poderosa del planeta, que sacan enormes ganancias durante la guerra, al igual que los monopolios europeos del "desarrollo verde". Pero lo principal que estos análisis simplistas no ven son los estrechos lazos económicos y políticos entre EEUU y la UE, los países capitalistas más poderosos de la UE. Relaciones que coexisten con sus antagonismos intra-burgueses, pero que hasta ahora no niegan la opción estratégica de la burguesía de entrar en la OTAN.
Y todo esto ocurre en un mundo donde los estados capitalistas forjan sus relaciones en un sistema global de interdependencia desigual, en un mundo imperialista, que según el concepto leninista es el capitalismo monopolista. La participación de todos los países capitalistas en el sistema imperialista no significa, ni el KKE ha estimado nunca, como afirman algunos de nuestros oponentes políticos, que todos los países capitalistas sean iguales, que EEUU, Grecia y Burkina Faso, por ejemplo, sean iguales. Siempre subrayamos que esta integración en el sistema imperialista mundial se hace sobre la base del poder económico, político y militar de cada país y, evidentemente, todos los países capitalistas no cumplen el mismo papel en el sistema imperialista. Algunos están en los niveles superiores de esta "pirámide" imperialista, como EEUU, China y más abajo Alemania, Japón, Gran Bretaña, Rusia, India etc., otros, como Grecia, están en una posición intermedia, y otros aún más abajo. Pero en todas partes la clase obrera y otras capas populares sufren la explotación de clase, la injusticia y tienen un interés común en tener un frente común contra las burguesías de sus países y sus alianzas, así como en no someterse a las diversas aspiraciones nacionalistas, a las diversas "narrativas" y pretextos que la burguesía utiliza a veces para arrastrar a los pueblos a guerras imperialistas y a veces a "diálogos sociales", con el objetivo de reducir los derechos de los trabajadores y el valor de la fuerza de trabajo. Tanto en el caso de la guerra imperialista como en el caso de la paz imperialista, el objetivo de la burguesía, de los monopolios, es cómo aumentar sus beneficios, cómo reforzar su posición en el sistema imperialista mundial.
El KKE en nuestro país encabeza la lucha contra la guerra imperialista, contra la participación de nuestro país en ella y en otras misiones imperialistas. Cada año el KKE y la KNE organizan cientos de manifestaciones contra la OTAN, la UE, los acuerdos de la burguesía con EEUU, Francia e Israel. El KKE, tanto en las calles como dentro del parlamento griego y europeo, ¡exige que se detenga toda implicación! Que vuelvan al país las unidades de las fuerzas armadas griegas que están fuera de las fronteras, que Grecia se desvincule de las alianzas imperialistas de la OTAN y de la UE y que, para que tal desvinculación sea en interés del pueblo, tenga elementos de decisión definitiva, algo que sólo puede garantizar el poder obrero.
Nosotros, camaradas, cuando los partidos burgueses venden al pueblo griego “avenidas de paz y prosperidad”, a través de las alianzas de la OTAN, la UE, los EE.UU., Israel, etc., revelamos a nuestro pueblo los peligros, las trampas que esconde este sistema capitalista, que genera crisis económicas y guerras imperialistas. Explicamos al pueblo que no se debe hacer ilusiones sobre un "mundo multipolar" pacífico, que supuestamente se creará mediante el fortalecimiento de la influencia en los asuntos mundiales de China y de los demás países que han formado los BRICS, mediante la reforma del derecho internacional y su democratización, como pretenden los socialdemócratas y los oportunistas.
Todas estas nociones pasan por alto la realidad de que dentro del capitalismo existen los antagonismos intra-burgueses y los antagonismos de los monopolios, que, en última istancia, conducen a guerras injustas.
En el terreno del capitalismo, en el marco del sistema imperialista mundial, las relaciones internacionales justas y equitativas, que siempre se caracterizarán por la desigualdad, no pueden existir, ni tampoco el "mundo pacífico" que están preconizando varias personas, por ejemplo, con el G77, o mediante una nueva alianza internacional emergente de China, Rusia, etc.
Desafortunadamente, tales puntos de vista también son sostenidos por algunos PC, que creen que en China se está construyendo el "socialismo con características chinas", que allí hay una NEP, como la que existió en la trayectoria histórica de la Rusia soviética, del mismo modo que está muy extendida la idea errónea de que Rusia no es una potencia imperialista, sino un país capitalista de la "periferia" del sistema imperialista que, junto con la "China socialista", tiene una influencia "positiva" en la correlación de fuerzas internacional.
El planteamiento anterior está fuera de la realidad, es una distracción de la política de la economía, menosprecia el papel agresivo de los monopolios, de los grandes grupos económicos y va en contra del concepto leninista del imperialismo.
Lo cierto es que hoy en China, aunque gobierne un partido con el título de "comunista", predominan las relaciones de producción capitalistas. A partir de 2012 hasta la fecha, más del 60% del PIB de China se produce constantemente por el sector privado. El Estado chino ha configurado un completo “arsenal” de apoyo a los capitalistas chinos, que incluye medidas similares a las que existen en el resto del mundo capitalista. Por lo tanto, no es casualidad que en 2020, en condiciones de crisis capitalista en curso, cuando la pandemia tuvo un papel catalizador, cuenten por centenares los multimillonarios chinos, al igual que en EEUU. Los capitalistas chinos más poderosos tienen a su disposición colosales grupos de comercio electrónico, bancos, fábricas, hoteles, centros comerciales, cines, redes sociales, empresas de telefonía móvil, etc. Al mismo tiempo, decenas de millones de personas están excluidas de servicios sociales contemporáneos, como son la enseñanza técnica y superior o los servicios sanitarios, a causa de su comercialización y sus bajísimos ingresos.
Es falso decir que China, como lo fue la Rusia soviética, aplica una política de la NEP, cooperando con el capital privado para desarrollar sus fuerzas productivas. Hay enormes diferencias entre la NEP y la situación actual en China, como, por ejemplo, la duración o el hecho de que la NEP tenía el carácter de "retroceso", como subrayaba a menudo Lenin, y no fue ideologizada como un elemento de la construcción socialista, como es el caso del predominio de las relaciones capitalistas en China, con la fabricación ideológica del "socialismo con características chinas". Además, en el período de la NEP a los empresarios no sólo no se les permitía ser miembros del Partido Bolchevique, sino que, sobre la base de las dos Constituciones soviéticas (1918 y 1925) aprobadas en ese período, se les privaba de derechos políticos, a diferencia de lo que ocurre en la China actual, donde decenas de empresarios ocupan cargos en el parlamento y en el PC.
Así, la nueva "bipolaridad" nada tiene que ver con el enfrentamiento Estados Unidos-URSS, ya que hoy Estados Unidos y China chocan en el terreno del dominio de las relaciones capitalistas de producción en ambos, y conducen a la lucha por las materias primas, las rutas de transporte, las cuotas de los mercados, la influencia geopolítica, lo que demuestra que estamos ante una lucha intra-imperialista por la supremacía en el sistema imperialista.
Veamos ahora lo que algunos dicen de Rusia: dicen que es capitalista pero no imperialista, o algunos dicen que es un Estado imperialista, pero un "pequeño depredador", un Estado imperialista "débil", "dependiente", que los demás “países imperialistas más fuertes” niegan a tratar como un “socio igualitario”.Todo esto se dice como si las relaciones entre los demás países imperialistas no fueran distinguidas por desigualdad, interdependencia, y como si la Rusia capitalista fuera el único país no considerado como “socio igualitario”. Pero todo esto concierne Rusia que es la segunda mayor potencia militar en el mundo, el único país capitalista hoy que puede amenazar con destrucción nuclear a la mayor potencia imperialista del planeta, EE.UU. Es un país con monopolios muy poderosos, de alcance internacional, con exportación de capital; es el quinto país en multimillonarios en el mundo, ocupa la 11a posición en la participación nominal en el PIB mundial y la 6a posición en participación en el PIB mundial real, así como en la producción industrial en el mundo. Se trata además de un país que tiene la oportunidad de promover su política exterior ejerciendo su derecho de veto en el Consejo de Seguridad de la ONU.
Camaradas, se trata de cuestiones particularmente cruciales que los PC y las juventudes comunistas deben aclarar, ya que están apareciendo extrañas organizaciones internacionales, como la llamada "Plataforma Antiimperialista Mundial", que en realidad impulsa el apoyo a uno de los bandos de los antagonismos imperialistas y la guerra. Incluso afirma que China y Rusia "no viven de la superexplotación ni del saqueo del mundo."
Como si China y Rusia no participaran en las cumbres del G20, de los veinte Estados capitalistas más poderosos de mundo, junto con EE.UU, Alemania, Reino Unido, Francia, etc. Como si los monopolios chinos y rusos no exportaran capitales a otros países, como si no tuvieran como objetivo las ganancias que derivan de la explotación de la mano de obra y no solo de los trabajadores de su país, sino de muchos otros países de Europa, Asia, África, América, dondequiera se desarrollan sus monopolios. Como si el ejército ruso privado “Wagner” se desplegara en África por razones caritativas y no para defender los intereses de los monopolios rusos que operan allí. Como si China ya no se moviera en dirección de proteger la llamada “ruta de la seda” por medios militares. Cabe destacar por ejemplo que en dicha “ruta”, en el pequeño, pero geográficamente importante, Estado deYibuti, cuya deuda con China asciende al 43% de la RNB, se inauguró en 2017 la primera base militar de China al extranjero.
Los argumentos acerca de la “no participación en dependencia militar, tecnológica y financiera” se refieren a Estados que tienen un papel destacado en el comercio de armas, que actualmente son Estados-prestamistas como China, que está en las primeras posiciones.
Se refieren a Rusia donde monopolios gigantescos (Gazprom, Rosneft, Lukoil, Rosatom, Sberbank, Norilsk Nickel, Rosvooruzhenie, Rostec, Rusal, etc.) explotan a millones de trabajadores, no solo en Rusia sino también en las antiguas Repúblicas Soviéticas, la Comunidad de Estados Independientes, África, Sudamérica, Europa, Oriente Medio, Golfo Pérsico, etc. Y como es ya bien sabido, la exportación de capitales, a diferencia de la exportación de mercancías significa extracción de plusvalía que logra el país de origen del país de destino.
Estimados camaradas,
Al concluir esta presentación queremos aseguraros que el KKE seguirá manteniendo en alto la bandera del marxismo-leninismo y del internacionalismo proletario. Seguirá tratando de construir fuertes vínculos ideológico-políticos comunistas, la manifestación de solidaridad comunista, la ayuda mutua en la elaboración de posiciones, en acciones conjuntas. Seguiremos expresando activamente nuestra solidaridad con los comunistas, los militantes populares y los movimientos que están en el punto de mira de la represión estatal, ya sea en Ucrania y Rusia, o en Polonia, Irán o Venezuela, donde el PC y la juventud comunista son perseguidos con la responsabilidad del partido socialista gobernante, el gobierno, el Estado burgués.
Seguiremos esforzándonos por construir relaciones bilaterales y multilaterales, por desarrollar acciones conjuntas.
En nuestro último 21o Congreso, señalamos además que buscamos tener una colaboración más estrecha con partidos comunistas que pueden contribuir, en mayor o menor medida, al reagrupamiento revolucionario del MCI, en base a los siguientes criterios:
a) Defender el marxismo-leninismo y el internacionalismo proletario, la necesidad de formación de un polo comunista a nivel internacional.
b) Combatir el oportunismo, el reformismo, rechazar la gestión centro-izquierda y cualquier versión de la estrategia de etapas.
c) Defender las leyes científicas de la revolución socialista. En base a estas evalúan el curso de la construcción socialista, buscan investigar y sacar enseñanzas de problemas y errores.
d) Tener un frente ideológico contra las percepciones erróneas sobre el imperialismo, sobre todo aquellas que desvinculan su agresión bélica militar de su contenido económico, contra cualquier alianza imperialista.
e) Desarrollar lazos con la clase obrera, intentar actuar en el movimiento sindical, en el movimiento de sectores populares de las capas medidas, buscar integrar la lucha diaria por los derechos obreros populares en una estrategia revolucionaria contemporánea por el poder obrero.
