KKE: The danger of the imperialist war and the stance of the Communists

Theses of the Communist Party of Greece (KKE) at the 12th International Conference "V.I.Lenin and the Contemporary World".


The inter-imperialist contradictions, which in the past led to dozens of local, regional wars and to two World Wars, continue to lead to tough economic, political and military confrontations, irrespective of the composition or recomposition, the changes in the structure and the framework of goals of the international imperialist unions, their so-called new "architecture". In any case, "war is the continuation of politics by other means", especially in the conditions of a deep crisis of capital's over-accumulation and important changes in the correlation of forces of the international imperialist system, in which the re-division of the markets rarely occurs without bloodshed.

The very sharp inter-imperialist antagonisms and the major contradictions of powerful capitalist states and interests are today leading to continuous upheavals in the alliances, to the constant phenomena of the creation of axes and anti-axes internationally.

The intensity of the inter-imperialist antagonisms has led not only to an increase in military spending, but also to changes in position amongst the capitalist states in terms of military strength. According to the Stockholm International Peace Research Institute (SIPRI), global military spending in 2015 reached 1.7 trillion dollars, with an increase of 1% in relation to 2014.

The USA remains the strongest military power on the planet, spending more than 600 billion dollars a year, i.e. what the next ten strongest military powers spend combined.

Russia is the second strongest military power. With the modernization and reinforcement of its military strength, it seeks to safeguard the economic interests of its monopolies. So, in 2015 it spent 66.4 billion dollars, a 7.5% increase in relation to 2014 and a 91% increase in relation to 2006.

The "race" in this period of China and India (the 3rd and 4th military powers in the world) to cover deficiencies and upgrade their military power in order to correspond to the economic strength and reach of their business groups is also noteworthy.

Other states that are allies of the USA have also concentrated significant military strength, either in the framework of NATO, such as France (5th), G. Britain (6th), Turkey (8th), Germany (9th), Italy (10th) or outside NATO, like Japan (7th), S. Korea (11th) and Israel (16th).

Of course, military strength is not determined just by calculating military spending, the arms potential and control of the global production of weapons and arms trade, but also by a more complex issue that is related to the overall ability of each bourgeois class to defend its interests, both inside the country and also at an international level, using military means, when economic and political-diplomatic means are not sufficient.

So, apart from annual military spending, military power is also related to the size of military forces acquired over time, technological superiority, the existence of bases outside borders in combination with the control of territories of strategic importance, the superiority in collecting information, the ability to conduct unorthodox warfare. Military power depends on economic power, although a strong economic presence of a state does not necessarily mean it is militarily strong. The latter presupposes a strong military industry, the ability to train and retrain forces in the art of war and the relevant new technologies, the continuous modernization of the military means and a high level of expertise that as regards some types of weapons, such as nuclear weapons, requires many years of research and a great deal of spending.

Nuclear weapons are of great importance in today's era. The states that possess nuclear weapons are the USA, Russia, China, India, Britain, France, Israel, Pakistan and N. Korea.

Nevertheless, there are also enormous differences amongst these nuclear powers, as the USA and Russia stand out amongst them in terms of their nuclear potential. Apart from these two countries, which have thousands of nuclear warheads ready for launch, only Britain and France possess nuclear weapons ready for use, and possibly Israel.

Russia is potentially the only military power that can respond to the USA, if it is on the receiving end a nuclear strike, causing enormous destruction. It is thought that this danger acts in a way to prevent the use of nuclear weapons. However, it has been demonstrated historically that in the instance of a sharpening of the inter-imperialist competition and its escalation into a military conflict, the capitalist states do not hesitate even to utilize such weapons.

Based on the above, it is understood the reason why one of the crucial issues related to the current confrontation between the USA and Russia is the installation of the US anti-missile "shield" in Europe and the Pacific region. These moves serve the aim of impeding a possible Russian response, if the USA and the NATO alliance attempt a "first nuclear strike".

The potential for military rapid response is also of great importance. NATO pays a great deal of attention to forming military rapid response units, which of course need modern infrastructure, like aircraft carriers or strategic bomber aircraft in order to be able to carry out their tasks, as well as new territories as a form of geopolitical support, something that is served by political-military alliances and bases in foreign countries.

In the next period, the military correlation of forces will be decisively influenced by the utilization of new technology, 5th and 6th generation aircraft, laser weapons etc.

Every bourgeois class seeks to increase its strength through political-military alliances. NATO continues to constitute the strongest political-military alliance, despite the sharpening of the contradictions inside it and the apparent trend for the formation of an independent EU military apparatus. The decisions taken by NATO in Warsaw "set the tone" regarding the determination of the US and European imperialists to defend their interests against the bourgeois class of Russia, utilizing the military means they possess along the entire perimeter of the Russia-NATO borders.

NATO and the USA are developing similar plans to strengthen their presence in the Pacific region (with the "pivot to Asia" strategy), as well as in other regions.

As regards the arenas of existing or potential military confrontations, the SE Mediterranean, SE Asia, N. Africa and the Arctic Circle stand out, without ruling out other possible flashpoints or volatile regions, like the Caucasus, the Persian Gulf, the Aden region and the Balkans.

In addition, the military confrontations in Europe (SE Ukraine, Crimea) as well as the reinforcement of NATO in the Baltic, Black Sea and also in the Balkans and Aegean, are factors that militate in favour of a possible outbreak of military conflicts on European soil.

Besides NATO, however, other political-military alliances have now emerged (Shanghai Cooperation Organization, Collective Security Treaty Organization etc.), which despite the fact that they are still "looser" and less developed than NATO have the same class character, i.e. they are alliances of capitalist states.

At the same time, in a number of regions, like Latin America and Africa, political-economic alliances are being formed that are connected, amongst other things, to specific political choices and collaborations, for example, with the EU. In addition, separate states in Latin America (such as Colombia, Peru, Chile, Mexico) and also elsewhere (such as Australia) are integrated into the more general promotion of NATO's "partnership" relations.

In recent years, there has been a significant growth of mercenary armies, i.e. private military businesses which under various pretexts (e.g. piracy, the drugs trade, military training, "terrorism") undertake missions in dozens of war zones as the envoys of capitalist states. These armies are integrated into the imperialist plans, the so-called unorthodox warfare, provide the bourgeois governments with the potential to better manage the human losses that they undergo in the interventions in which they participate.

The military confrontations are being conducted over the following issues:

The control of the energy deposits and the transport routes of the energy resources (e.g. oil, natural gas, pipelines etc.)

The control of land and maritime transport routes for commodities (e.g. the Silk Road, the sea passages in the Mediterranean, the Bosporus, the Horn of Africa etc.)

Control of the subterranean wealth in the Arctic region, the mineral wealth, rare earth elements, as well as water reserves.

The utilization of space for military goals.

The struggle over the market shares, over the course of which military means are used not only to acquire new market shares, but also to reduce the share of their competitors.

In these conditions, the activity of the so-called "Islamic terrorist" groups is a substantial feature of imperialist war in the 21st century. And this is true, regardless of the extent to which the activity of such organizations is formed with the support or toleration of imperialist centres or manifests itself as an element asserting the independence of these forces from those powerful centres that reinforced them in the past.

The activity of these organizations is being objectively utilized either as an element of the "unorthodox warfare" of a state or certain sections of it against the interests of another capitalist state or as a pretext for imperialist intervention. Of course, in parallel with these goals, the activity of these organizations is also utilized to reinforce the repressive mechanisms of a number of bourgeois states, as well as for the ideological preparation of the workers in the face of the possible involvement of their countries in new imperialist interventions, in the name of combating "terrorism".

Of course, along with the fierce competition for the profits of the monopolies, efforts are under way for compromises, agreements, the temporary suspension of any generalization of the confrontation, even the rearrangement of alliances, as the developments inside the Euro-Atlantic "camp" itself demonstrate.

The developments in Turkey and Syria are characterized by fluidity and mobility in terms of the formation of alliances between different capitalist states and by the possible realignment of alliances. However, neither the trend towards maintaining old alliances nor the trend towards differentiations in the alliances should be treated as absolutes. It is important to continuously monitor such processes because they are related to upheavals in the correlation of forces in alliances and imperialist centres as regards Europe as well, and can trigger more general developments.

In this phase, despite the fact that NATO is developing and expanding even further, always maintaining the Euro-Atlantic states at its hard core, we cannot say that it has totally safeguarded a permanent, stable and undisturbed trajectory, as the alliances are formed in the context of sharpening contradictions.

THE TASKS OF THE PARTY IN THE STRUGGLE AGAINST IMPERIALIST WAR

The 20th Congress of the KKE assessed that the local and regional conflicts will continue as an expression and result of the sharpening of inter-imperialist antagonisms and contradictions, with possible military flash-points in the Middle East, Aegean, the Balkans, North Africa, the Black Sea, Ukraine, the Baltic, the Arctic and the South and East China Sea.

Particularly in our region, the sharpening of the situation between Greece and Turkey with the involvement of other countries as well is possible. The questioning of the borders and sovereign rights of Greece on the part of the Turkish bourgeois class is integrated in the framework of its competitive relations with the Greek bourgeois class in the region.

The Greek bourgeois class actively participates in the imperialist plans, interventions, competition and wars, guided by its aim to strategically enhance its position in the wider region. It bears responsibilities for the possible entanglement of the country in a war.

The Programme of the Party has determined our position concerning the imperialist war and the line of our activity, where it is notes that: “The struggle for the defence of the borders, the sovereign rights of Greece, from the standpoint of the working class and the popular strata is integral to the struggle for the overthrow of the power of capital. It does not have any relation with the defence of the plans of one or the other imperialist pole and the profitability of one or the other monopoly group. In the instance of Greece's involvement in an imperialist war, either in a defensive or aggressive war, the Party must lead the independent organization of the workers'-people's struggle in all its forms, so as to lead to the complete defeat of the bourgeois class, both the domestic one and the foreign invader, and link it in practice with the conquest of power. A workers' and people's front, using all forms of struggle, must be formed on the basis of the initiative and the guidance of the party. This front will have the following slogan: the people will bring the liberation and the way-out from the capitalist system, which as long as it prevails brings war and "peace" with the gun to the people's head.”

It is the task of the vanguard of the working class, the KKE, to constantly adjust, specialize, escalate its struggle slogans, without losing sight of the basic aspect which is the character of the war that is imperialist on both sides, regardless of who attacked first. We are projecting this position in the working class and popular strata and on this basis we are struggling today in the following directions:

The education of the people about the imperialist character of the war, about the dangers, about who is responsible, about the need for their political denunciation and the struggle to overturn any attempt to change the borders.

Highlighting that the political line of the bourgeois government in the case of its involvement in a war is a continuation of its more general policies against the working class and popular strata whether in conditions of capitalist recovery or in conditions of the outbreak of an economic crisis. Highlighting the necessity for the people have no trust in the bourgeois government, that there cannot be-and never could be- "national unity" between the bourgeois class and the working class in any state.

The need to oppose every imperialist alliance, to struggle for the closure of all the foreign bases of death in Greece, for disengagement from NATO and the EU, for all the NATO military forces to be removed from the Aegean.

Highlighting the need to organize the struggle, the resistance and counterattack of the other popular strata, their Social Alliance, in order to put an end to the changes of borders, against the possible invasion-occupation and also against the participation in wars outside our borders. To intensify the struggle against the governments of the bourgeois class, which prepared the terrain with the bourgeois classes of other states in the framework of NATO and led the children of the people to the slaughter. To coordinate the struggle with the labour-people's movements of other countries, linked with the goal of overthrowing capitalist power in Greece and neighbouring countries, so that their peoples can live peacefully with workers' power.

The developments require the intensification of activity against the imperialist wars and interventions, with broad political work of the party and KNE organizations, as well as of the trade unions, the labour-people's movement more generally, the development of the activity of EEDYE (Greek Committee for International Detente and Peace), especially in areas with military bases and command centres in the service of NATO and the "Common Security and Defense Policy" of the EU.

Опасность империалистической войны и позиция коммунистов.
Межимпериалистические противоречия, приведшие в прошлом к десяткам локальных, региональных и к двум мировым войнам, продолжают приводить к жёстким экономическим, политическим и военным конфликтам, независимо от состава или переустройства, т.е. от изменений в структуре и изменения целей транснациональных империалистических союзов, от так называемой новой их «архитектуры». К тому же «война - это продолжение политики другими средствами», особенно в условиях глубокого кризиса перенакопления капитала и значительного изменения баланса сил в международной империалистической системе, где перераспределение рынков редко совершается бескровно.
Острейшие империалистические антагонизмы и большие противоречия мощных капиталистических государств и интересов ведут сегодня к постоянной перегруппировке союзов, постоянному созданию коалиций и антикоалиций в мире.
Обострение межимпериалистических антагонизмов привело не только к увеличению военных расходов, но и к перегруппировкам капиталистических государств, с точки зрения их военной мощи. Согласно данным Стокгольмского международного института исследований проблем мира (SIPRI), мировые военные расходы в 2015 году достигли 1,7 трлн. долларов, выросли на 1% по сравнению с 2014 годом.
США остаются самой мощной военной державой на планете, тратя ежегодно на военные нужды более $ 600 млрд., то есть столько, сколько тратят десять мощных военных держав, вместе взятых.
Россия является второй сильнейшей военной державой. Модернизируя и укрепляя свою военную мощь, она стремится защитить экономические интересы своих монополий. Так, в 2015 году она потратила на военные нужды $ 66,4 млрд., что  на 7,5% больше по сравнению с 2014 годом и на 91% больше по сравнению с 2006 годом.
Также в настоящее время примечательным является гонка вооружений Китая, Индии (3-я и 4-я военные державы в мире), чтобы заполнить пробелы и поднять свою военную мощь на уровень соответствующий их экономической мощи и размаху их предпринимательских групп.
Мощную военную силу сконцентрировали и другие страны, которые являются союзниками США, либо в рамках НАТО, такие как Франция (5-я), Великобритания (6-я), Турция (8-я), Германия (9-я), Италия (10-я), либо вне НАТО, такие как Япония (7-я), Южная Корея (11-я) и Израиль (16-я).
Безусловно, военная мощь определяется не только подсчетом военных расходов, возможностью оснащения, контролем мирового производства и рынка вооружений. Это более сложный вопрос, касающийся общей способности всякого буржуазного класса защищать свои интересы как в внутри страны, так и на международном уровне, военными средствами, когда недостаточно экономических и политико-дипломатических средств.
Так, помимо ежегодных военных расходов, военная мощь включает в себя достигнутый за многие годы размер вооруженных сил, технологическое превосходство, наличие военных баз за рубежом в сочетании с контролем территорий, имеющих стратегическое значение, преимуществом в сборе информации, способностью вести неортодоксальную войну. Военная мощь связана с экономической мощью, хотя сильное экономическое присутствие государства не обусловливает его военную силу. Военная мощь предполагает наличие сильной военной промышленности, возможность обучения военнослужащих военному искусству с использованием новых технологий и переподготовки военнослужащих, дальнейшую модернизацию военной техники и высокий уровень развития технологии, так как разработка некоторых видов оружия, например, ядерного, требует проведения многолетних исследований и больших затрат.
В сегодняшнюю эпоху большое значение имеет ядерное оружие. Ядерным оружием обладают США, Россия, Китай, Индия, Великобритания, Франция, Израиль, Пакистан и Северная Корея.
Однако даже между этими ядерными державами существуют огромные различия, так как среди них по размерам ядерного потенциала выделяются США и Россия. Помимо двух этих стран, имеющих тысячи ядерных боеголовок готовых к запуску, только Великобритания и Франция имеют ядерное оружие, готовое к использованию, возможно, и Израиль.
Россия является единственной потенциальной военной державой, которая может нанести ответный ядерный удар по США, который приведет к катастрофическим последствиям. Считается, что эта угроза применения ядерного оружия является сдерживающим фактором. Однако исторически доказано, что в случае обострения межимпериалистических антагонизмов и эскалации военного конфликта капиталистические государства не колеблются даже перед применением такого оружия.
На основании вышеизложенного становится понятно, почему одной из главных проблем современного противостояния США и России является размещение в Европе и в Азиатско-Тихоокеанском регионе противоракетного щита США. Эти шаги направлены на предотвращение возможного ответа России, в случае, если США и НАТОвский альянс предпримут "первый ядерный удар".
Большое значение также имеет возможность быстрого военного реагирования. НАТО большой упор делает на создание подразделений быстрого реагирования, которые, безусловно, для выполнения своей работы нуждаются в современных средствах поддержки -  в авианосцах или стратегических бомбардировщиках, но и в новых территориях в качестве геополитической поддержки, которая достигается политическими и военными союзами и военными базами за рубежом.
В последующий период на военное соотношение сил решающее влияние окажут развитие новых технологий, самолеты 5-го и 6-го поколения лазерное оружие и т.д.
Всякий буржуазный класс стремится нарастить свою мощь посредством военно-политических союзов. НАТО продолжает являться сильнейшим военно-политическим союзом, несмотря на обострение противоречий внутри самого блока и очевидную тенденцию к образованию самостоятельного военного механизма ЕС. Решения НАТО в Варшаве задают тон решительности американских и европейских империалистов в отстаивании своих интересов в ущерб интересам буржуазного класса России, которые используют имеющиеся военные средства по периметру российско-натовских границ.
Аналогичные планы усиления своего присутствия разработали НАТО и США  в Азиатско-Тихоакеанском регионе (стратегия «разворот к Азии»), а также в других регионах.
Что касается арены существующей или возможной военной конфронтации, выделяются Юго-Восточное Средиземноморье, Юго-Восточная Азия, Северная Африка и Северный полярный круг, не исключаются и другие очаги напряженности  или взрывоопасные регионы, такие как Кавказ, Персидский залив, Аден и Балканы.
Кроме того, военное противостояние в Европе (Юго-Восточная Украина, Крым), а также укрепление НАТО на Балтике, в Черном море, но и на Балканах и в Эгейском море, являются факторами в пользу возможного развязывания военных конфликтов и на европейской территории.
Однако помимо НАТО уже появились и другие военно-политические  союзы (Шанхайская организация сотрудничества, Организация Договора о коллективной безопасности и т.д.), которые, несмотря на то, что пока еще являются более "слабыми" и менее развитыми по сравнению с НАТО, носят тот же классовый характер, т.е. являются союзами капиталистических государств.
В то же время в ряде регионов, таких как Латинская Америка и Африка, формируются экономико-политические союзы, связанные друг с другом посредством конкретных политических и военных выборов и сотрудничества, например, с ЕС. Кроме того, отдельные государства в Латинской Америке (такие как Колумбия, Перу, Чили, Мексика), но и в других местах (например, в Австралии) включаются в общий план продвижения «партнерских отношений» НАТО.
В последние годы отмечен значительный рост числа наемных армий, т.е. частных военных компаний, которые под разными предлогами (например, пиратство, незаконный оборот наркотиков, военная подготовка, "терроризм") осуществляют миссии в десятках зонах военных конфликтов в качестве посланцев капиталистических государств. Эти армии участвуют  в империалистических планах, в так называемых неортодоксальных войнах, дают буржуазным правительствам возможность лучше регулировать людские потери в военных операциях, в которых они участвуют.
Предметом военного противостояния является:
• Контроль над энергетическими ресурсами и путями их транспортировки (н-р, нефть, газ, нефте- и газопроводы и т.д).
• Контроль над сухопутными и морскими путями транспортировки товаров (н-р, Шелковый путь, морские проливы Средиземноморья, пролив Босфор, Африканский Рог и т.д.).
• Контроль над подземными ресурсами Арктической зоны, минеральными ресурсами, редкоземельными элементами и запасами воды.
• Использование космоса в военных целях.
• Борьба за доли рынка, в которой военные средства используются не только для завоевания новых долей рынка, но и для уменьшения доли конкурентов.
В этих условиях деятельность так называемых "исламских террористических групп" является составным элементом империалистической войны в 21-м веке. И это имеет силу независимо от того, в  какой степени деятельность подобных организаций осуществляется при поддержке или терпимости империалистических центров или проявляется как элемент обособления этих сил от всевозможных мощных центров, которые в прошлом их поддерживали.
Деятельность этих организаций объективно используется либо как элемент "неортодоксальной войны" одного государства или каких-то его частей против интересов какого-то другого капиталистического государства, либо как предлог империалистической интервенции. Само собой разумеется, что наряду с этими целями деятельность данных организаций используется для усиления репрессивных механизмов ряда буржуазных государств, но и для идеологической подготовки трудящихся к возможному участию своих стран в новых империалистических интервенциях во имя борьбы с "терроризмом".
Безусловно, одновременно с жесткой конкуренцией в борьбе за прибыль монополий, делаются попытки поиска компромисса,  достижения соглашения, временного приостановления всяческого противостояния, даже перегруппировки союзов, об этом свидетельствуют события, происходящие в самом евроатлантическом лагере.
События в Турции и Сирии характеризуются неустойчивостью и подвижностью в формировании союзов между различными капиталистическими государствами и возможной перегруппировкой союзов. Однако не стоит абсолютизировать ни тенденцию сохранения старых союзов, ни тенденцию их размежевания. Важным является постоянное наблюдение за процессами, касающимися изменений в соотношении сил между союзами и империалистическими центрами, которые касаются и Европы и могут подорвать общий ход событий.
На этом этапе, несмотря на то, что НАТО развивается и  расширяется дальше, всегда сохраняя в качестве своего сильного ядра евроатлантические государства, мы не можем утверждать, что он в целом сохраняет для себя постоянный, стабильный и без потрясений курс, так как союзы формируются на фоне обостряющихся противоречий.
ЗАДАЧИ ПАРТИИ В БОРЬБЕ ПРОТИВ ИМПЕРИАЛИСТИЧЕСКОЙ ВОЙНЫ
20-й съезд КПГ отметил, что будут продолжаться местные и региональные конфликты как выражение и результат обострения межимпериалистических противоречий в потенциальных районах военных действий: на Ближнем Востоке, в Эгейском море, на Балканах, в Северной Африке, в Черное море, на Украине, в Балтике, в Арктике, в Южно-Китайском и Восточно-Китайском морях.
Особенно в нашем регионе возможно ухудшение ситуации в отношениях между Грецией и Турцией с втягиванием и других стран. Оспаривание границ и суверенных прав Греции со стороны турецкой буржуазии является частью ее конкурентных отношений с греческой буржуазией в регионе.
Греческая буржуазия активно участвует в империалистических планах, интервенциях, конкуренции и войнах с целью улучшения своей позиции в широком регионе. Она несет ответственность за возможное втягивание страны в военный конфликт.
Программа партии определила нашу позицию по отношению к империалистической войне и направление нашей деятельности. В ней отмечается, что «Борьба в защиту границ и суверенных прав Греции, с точки зрения рабочего класса и народных слоев, является неотъемлемой частью борьбы за свержение власти капитала. Это не имеет никакого отношения к защите планов того или иного империалистического полюса, прибыльности той или иной монопольной группы (…)В случае империалистического военного втягивания Греции в оборонительную или наступательную войну партия должна руководить самостоятельной организацией рабочей, народной борьбы всеми формами, чтобы привести к полному поражению буржуазного класса, местного и иностранного (как агрессора), и связать это с завоеванием власти. По инициативе и при руководстве партии создать рабочий - народный фронт, использующий все формы борьбы и выдвигающий лозунг: «Народ даст свободу и выход из капиталистической системы. Пока она господствует, она ведёт к войнам и к «миру» с пистолетом у виска».
Задача авангарда рабочего класса – КПГ- постоянно адаптировать, специализировать, усиливать борьбу, чтобы она не упускала главное - империалистический характер войны с обеих сторон, независимо от того, кто является нападающей стороной. Эту позицию мы разъясняем рабочему классу и народным слоям, и на этой основе мы боремся сегодня в следующих направлениях:
  • Просвещение народа об империалистическом характере войны, об опасностях, виновниках войны, о необходимости их политического осуждения и борьбы за предотвращение любой попытки изменения границ.
  • Показ того, что в случае военного вмешательства политика буржуазного правительства является продолжением общей политики в ущерб интересам рабочего класса и народных слоев, будь то в условиях повышения темпов роста капиталистической экономики или в условиях выраженного экономического кризиса. Указание на необходимость не доверять буржуазному правительству, на то, что не может и никогда не могло быть «национального единства» между буржуазией и рабочим классом в каждой стране.
  • Необходимость противостояния любому империалистическому союзу, борьбы за закрытие всех иностранных военных баз смерти в Греции, за выход из НАТО и ЕС, за вывод всех натовских военных сил из Эгейского моря.
  • Подчеркивание необходимости организации борьбы, сопротивления и контрнаступления рабочего класса, других народных слоев, их социального союза, чтобы положить конец изменению границ, потенциальному вторжению и оккупации, а также участию в войнах за пределами наших границ. Усиление борьбы против буржуазных правительств, которые подготовили почву для войны с буржуазией других стран в рамках НАТО и повели народ на убой. Координация борьбы с рабочим, народным движением других государств, соединение борьбы с целью свержения капиталистической власти в Греции и в соседних странах, чтобы народы жили там в мире при рабочей власти.
Ход событий требует усиления деятельности против империалистических войн и интервенций путем широкого развертывания партийных организаций и организаций КМГ, а также профсоюзов трудящихся, рабочего, народного движения в целом, развития деятельности Комитета за мир и разоружение (ЕЕДИЕ), в частности, в районах, где размещены военные базы и штаб-квартиры, стоящие на службе НАТО и Общей политики безопасности и обороны ЕС.

El peligro de la guerra imperialista y la postura de los comunistas
Las contradicciones interimperialistas que, en el pasado, dieron lugar a decenas de guerras locales, regionales y dos guerras mundiales, siguen conduciendo a duras confrontaciones económicas, políticas y militares, independientemente de la composición o recomposición, los cambios en la estructura y en el marco de objetivos de las uniones imperialistas internacionales, la llamada nueva “arquitectura”. “La guerra es la continuación de la política por otros medios”, sobre todo en condiciones de profunda crisis de sobreacumulación de capital y de cambios importantes en la correlación de fuerzas en el sistema imperialista internacional, donde la redistribución de los mercados rara vez ocurre sin derramamiento de sangre.
Los antagonismos interimperialistas agudos y las grandes contradicciones de fuertes Estados e intereses capitalistas llevan hoy a constantes reconfiguraciones de alianzas, a continuos fenómenos de formación de ejes y anti-ejes a nivel internacional.
La intensificación de los antagonismos interimperialistas ha llevado no sólo al aumento de los gastos militares, sino además a reordenamientos entre los Estados capitalistas, en términos de su poder militar. Según el Instituto Internacional de Investigación por la Paz de Estocolmo (SIPRI), los gastos militares mundiales para el 2015 llegaron a 1,7 billones de dólares, con un aumento de un 1% en relación con el 2014.
EE.UU. sigue siendo la mayor potencia militar del planeta, gastando más 600 mil millones de dólares al año, es decir tanto como gastan juntas las otras diez potencias militares más fuertes.
Rusia es la segunda potencia militar más fuerte. A través de la actualización y el fortalecimiento de su poder militar pretende asegurar los intereses económicos de sus monopolios. Así que en 2015 gastó 66,4 mil millones de dólares, una cantidad aumentada por 7,5% en relación con el 2014 y por 91% en relación con el 2006.
En este período también se destaca la carrera de armamentos de China y de la India (3a y 4a potencias militares en el mundo) para llenar los vacíos y aumentar su poder militar a niveles que correspondan al poder y al alcance económicos de sus grupos empresariales.
Otros Estados que son aliados de EE.UU. tanto en el marco de la OTAN, como Francia (5a), Gran Bretaña (6a), Turquía (8a), Alemania (9a), Italia (10), o fuera de la OTAN, como Japón (7a), Corea del Sur (11a) e Israel (16a) han concentrado también grandes fuerzas militares.
Por supuesto, el poder militar no se determina sólo tomando en cuenta los gastos militares, las capacidades de armamento y el control de la producción y del mercado mundial de armas; es un asunto más complejo que tiene que ver con la capacidad total de cada clase burguesa de defender sus intereses, tanto en el interior del país como a nivel internacional, con medios militares, cuando los medios económicos y político-diplomáticos no son suficientes.
Así que aparte del gasto militar anual, el poder militar tiene que ver además con el tamaño de las fuerzas militares adquirido con el tiempo, la superioridad tecnológica, la existencia de bases en el exterior en combinación con el control de territorios de importancia estratégica, la superioridad en reunir información, la capacidad de llevar a cabo guerras poco ortodoxas. El poder militar está relacionado con el poder económico, aunque la presencia económica fuerte de un Estado no determina necesariamente su poder militar. Este último requiere una industria militar fuerte, la capacidad de entrenamiento y reentrenamiento de las fuerzas en el arte de guerra y en las nuevas tecnologías, la modernización continua de los medios militares y un alto nivel de conocimientos técnicos que en ciertos tipos de armas como los nucleares requiere muchos años de investigación y gran cantidad de fondos.
En la época actual las armas nucleares son de suma importancia. Los Estados que disponen de armas nucleares son EE.UU., Rusia, China, la India, Gran Bretaña, Francia, Israel, Pakistán y Corea del Norte.
Sin embargo, incluso entre estas potencias nucleares hay grandes diferencias ya que entre ellas destacan el potencial de EE.UU. y de Rusia. Aparte de estos dos países que tienen miles de cabezas nucleares listas para ser lanzadas, sólo Bretaña y Francia disponen de armas nucleares listas para ser utilizadas, y posiblemente Israel.
Rusia es potencialmente la única potencia militar que puede responder a EE.UU. en caso de que reciba un ataque nuclear, causando daños devastadores. Se cree que este peligro es un factor que impide el uso de armas nucleares. Sin embargo, se ha demostrado históricamente que en el caso de intensificación del antagonismo interimperialista y de su transformación en conflicto militar, los Estados capitalistas no dudan a utilizar este tipo de armas.
En base a lo anterior se entiende porque uno de los temas principales de la confrontación actual entre EE.UU. y Rusia es la instalación en Europa y en la región del Pacífico del "escudo" antimisiles de EE.UU. Estas medidas pretenden impedir una posible respuesta de Rusia si EE.UU. y la alianza de la OTAN intentan dar un "primer ataque nuclear".
Además, es de gran importancia la capacidad de una respuesta militar rápida. La OTAN ha dado gran énfasis en la formación de cuerpos militares de intervención rápida, que, para poder llevar a cabo su tarea, necesitan medios contemporáneos de apoyo como son los portaaviones o los bombarderos estratégicos, así como nuevos territorios como apoyos geopolíticos, lo cual se consigue mediante las alianzas políticas y militares así como con bases en el extranjero.
En el período próximo, la correlación de fuerzas militares será decisivamente afectada por la utilización de la nueva tecnología, de aviones de 5a y 6a generación, de armas láser etc.
Cada clase burguesa pretende aumentar su poder a través de alianzas político-militares. La OTAN sigue siendo la alianza político-militar más fuerte a pesar de la intensificación de las contradicciones en su interior y la tendencia evidente de formación de un mecanismo militar independiente de la UE. Las resoluciones de la OTAN en Varsovia "dieron el tono" de la determinación de los imperialistas estadounidenses y europeos a defender sus intereses contra la burguesía de Rusia, utilizando todos los medios militares a su disposición en toda la línea fronteriza entre Rusia y la OTAN.
Similares planes de fortalecimiento de su presencia han desarrollado la OTAN y EE.UU. tanto en la región del Pacífico (con la estrategia "Pivote hacia Asia"), así como en otras regiones.
En cuanto a los campos de confrontación militar existentes o posibles, se destacan el Mediterráneo sureste, Asia sureste, África del Norte y el Ártico, sin excluir otros focos o regiones volátiles como son el Cáucaso, el Golfo Pérsico, la región de Adén y los Balcanes.
Además, tanto las confrontaciones militares en Europa (sureste de Ucrania, Crimea) como el fortalecimiento de la OTAN en el Mar Báltico, en el Mar Negro así como en los Balcanes y en el Egeo, son factores que abogan por la posibilidad de que se estallen conflictos militares incluso en terreno europeo.
Sin embargo, aparte de la OTAN, han surgido ya otras alianzas político-militares (Organización de Cooperación de Shanghái, Organización de Pacto Colectivo de Seguridad etc.), que a pesar del hecho de que todavía son más "frágiles" y menos desarrolladas que la OTAN, coinciden en el carácter clasista, es decir son alianzas de Estados capitalistas.
Al mismo tiempo, en algunas regiones, como en América Latina y África, se están formando alianzas político-económicas relacionadas además con opciones y cooperaciones político-militares concretas como por ejemplo con la UE. Además, Estados de América Latina (como Colombia, Perú, Chile, México) y otros (como Australia) están integrados en el plan general de promoción de "asociaciones" con la OTAN.
En los últimos años han ido desarrollándose los ejércitos mercenarios, es decir las empresas militares privadas que en base a varios pretextos (p.ej. la piratería, el narcotráfico, el entrenamiento militar, el "terrorismo") llevan a cabo misiones en decenas de regiones en guerra enviados por los Estados capitalistas. Estos ejércitos están integrados en los planes imperialistas, en las llamadas guerras poco ortodoxas, y dan a los gobiernos burgueses la posibilidad de gestionar mejor las pérdidas humanas en las operaciones militares en las que participan.
Las confrontaciones militares se llevan a cabo sobre las siguientes cuestiones:
  • El control de los depósitos de energía y de las rutas de transporte de los recursos energéticos (p.ej. petróleo, gas natural, tubos etc.).
  • El control de las rutas por tierra y por mar de transporte de mercancías (p.ej. la Ruta de la Seda, las rutas marítimas en el Mediterráneo, el Bósforo, el Cuerno de África etc.).
  • El control de la riqueza subterránea en el Ártico, de la riqueza mineral, de tierras raras, así como de las reservas de agua.
  • El uso del espacio con fines militares.
  • La lucha por la participación en los mercados, en la que los medios militares se utilizan no sólo para lograr mayor participación en los mercados, sino además para disminuir la participación de los antagonistas.
En estas condiciones, la actividad de los llamados grupos "islámicos terroristas" es parte integral de la guerra imperialista en el siglo 21. Esto ocurre independientemente del nivel en que la actividad de estas organizaciones se forma bajo el apoyo o la tolerancia de centros imperialistas o si se manifiesta como un elemento que afirme la independencia de estas fuerzas de los centros poderosos que las fortalecieron en el pasado.
La actividad de estas organizaciones se utiliza objetivamente como elemento de la "guerra poco ortodoxa" de un Estado o de algunos sectores de ello en contra de los intereses de otro Estado capitalista o como un pretexto para llevar a cabo una intervención imperialista. Por supuesto, la actividad de estas organizaciones no tiene sólo estos objetivos sino que se utiliza para fortalecer los mecanismos de represión de varios Estados burgueses, así como para la preparación ideológica de los trabajadores ante la posibilidad de implicación de sus países en nuevas intervenciones imperialistas en el nombre de la lucha contra el "terrorismo".
Por supuesto, junto con el antagonismo feroz por las ganancias de los monopolios, se están desarrollando esfuerzos de compromiso, de alcanzar un acuerdo, de suspensión temporal de cualquier generalización de la confrontación, incluso de reconfiguración de alianzas, como demuestran los acontecimientos en el "campo" euroatlántico.
Los acontecimientos en Turquía y Siria se caracterizan por la fluidez y la movilidad en la formación de alianzas entre los Estados capitalistas y de la posible reconfiguración de alianzas.  Sin embargo, no se debe absolutizar ni la tendencia de conservación de las viejas alianzas ni la tendencia de su diferenciación. Es importante seguir continuamente estos desarrollos porque están relacionados con el reordenamiento en la correlación de fuerzas entre alianzas y centros imperialistas, inclusive en Europa, y pueden desencadenar desarrollos más generales.
En esta fase, a pesar del hecho de que la OTAN se está desarrollando y expandiendo aún más, manteniendo siempre como núcleo duro los Estados euroatlánticos, no podemos decir que en general ha asegurado un curso permanente, estable e inalterable, ya que las alianzas se forman en el fondo de contradicciones intensas.
LAS TAREAS DEL PARTIDO EN LA LUCHA CONTRA LA GUERRA IMPERIALISTA
El 20o Congreso del KKE evaluó que se continuarán los conflictos locales y regionales como expresión y resultado de los antagonismos y las contradicciones interimperialistas agudizados, con posibles escenarios de operaciones militares el Oriente Medio, el mar Egeo, los Balcanes, África del Norte, el Mar Negro, Ucrania, los países bálticos, el Ártico y el mar de China oriental y meridional.
Respecto a nuestra región en particular es posible que se agudice la situación entre Grecia y Turquía con la implicación de otros países. El cuestionamiento de las fronteras y de los derechos soberanos de Grecia por la burguesía turca es parte de sus relaciones antagónicas con la burguesía griega en la región.
La burguesía griega participa enérgicamente en los planes, las intervenciones, los antagonismos y las guerras imperialistas con el fin de mejorar su posición en la región más amplia. Tiene responsabilidad de una posible implicación militar del país.
El Programa del Partido ha determinado nuestra posición respecto a la guerra imperialista y nuestra línea de actividad. Dice: “La lucha por la defensa de las fronteras, los derechos soberanos de Grecia, desde el punto de vista de la clase obrera y de los sectores populares es parte integral de la lucha por el derrocamiento del poder del capital. No tiene nada que ver con la defensa de los planes de uno u otro polo imperialista y la rentabilidad de uno u otro grupo monopolista.
En el caso de implicación de Grecia en una guerra imperialista, ya sea defensiva o agresiva, el Partido debe dirigir la organización independiente de la lucha obrera y popular en todas sus formas para que la lucha por la derrota completa de la burguesía -nacional y extranjera como invasor- se vincule con la conquista del poder en la práctica. El Partido tomará la iniciativa y dirigirá la construcción de un frente obrero y popular que va a utilizar todas las formas de lucha, bajo la consigna: El pueblo dará la libertad y el camino de salida del sistema capitalista que mientras prevalece trae la guerra y la “paz” con la pistola en la cabeza del pueblo.
La tarea de la vanguardia de la clase obrera, el KKE, es ajustar, especializar e intensificar gradual y constantemente sus consignas de lucha, sin perder lo principal que es el carácter de la guerra, que es imperialista por ambos bandos, independientemente de quien fue el primero en atacar. Esta es la posición que promovemos en la clase obrera y las capas populares y en esta base estamos luchando hoy en las siguientes direcciones:
Explicar al pueblo el carácter imperialista de la guerra, los peligros, quienes son los responsables, la necesidad de su condena política, la lucha para frenar cualquier intento de cambio de las fronteras.
Resaltar que la política del gobierno burgués en caso de implicación militar viene a continuación de la política general, a expensas de la clase obrera y de las capas populares, tanto en condiciones de recuperación capitalista, como en condiciones de plena crisis económica. Resaltar la necesidad de que el pueblo no tenga ninguna confianza en el gobierno burgués; que no puede -y nunca podría- existir "unidad nacional" entre la burguesía y la clase obrera en cualquier Estado.
Resaltar la necesidad de oponerse a cualquier alianza imperialista, de luchar para que se cierren todas las bases extranjeras de muerte, de desvincularse de la OTAN y de la UE, de que se retiren las fuerzas militares de la OTAN del Egeo.
Resaltar la necesidad de organizar la lucha, la resistencia y el contraataque de la clase obrera, de las demás capas populares, de su Alianza Social, para poner fin al cambio de fronteras, a una posible invasión-ocupación así como a la participación en guerras fuera de nuestras fronteras. Fortalecer la lucha contra los gobiernos de la burguesía que prepararon el terreno junto con las clases burguesas de otros Estados en el marco de la OTAN y llevaron a la masacre de los hijos del pueblo. Coordinar la lucha con el movimiento obrero y popular de otros Estados, vincularla con el objetivo del derrocamiento del poder capitalista en Grecia y en países vecinos, para que sus pueblos vivan pacíficamente bajo el poder obrero.
Los acontecimientos requieren que se intensifiquen las actividades contra las guerras y las intervenciones imperialistas, con un amplio trabajo político de las organizaciones del Partido y de la KNE, así como con el trabajo de los sindicatos obreros, del movimiento obrero-popular en general, con el aumento de la actividad de EEDYE, sobre todo en regiones con bases y cuarteles militares al servicio de la OTAN y de la "Política Común de Seguridad y Defensa" de la UE.
