Madrid regional election 2021— Comunismo es libertad: The Communist Party of the Workers of Spain will be present!

The 2021 Madrid regional election will be held on Tuesday, 4 May 2021, to elect the 12th Assembly of the Community of Madrid. All 136 seats in the Assembly will be up for election. 

On this occasion the Communist Party of the Workers of Spain (PCTE), which participates in the upcoming election under the slogan "Communism is Freedom", issued the following statement. Read it in English and Spanish:

The PCTE will stand for the elections in the Community of Madrid on next May 4, under the slogan “Communism Is Freedom” with which it can deploy an ideological offensive in defense of the necessary revolutionary overcome of the capitalist barbarism and the building of the workers’ power and Socialism in Spain. Against their false polarization of the parliamentary parties between the different options to manage Capitalism —the liberal or social democratic trends—, we communists are posing the true choice, the power in the hands of the bourgeoisie or power to the workers.

There is no freedom in a system built over the waged exploitation, in a system cleaved from start to finish by class antagonisms, in which a few concentrate the wealth produced by the social majority. Their freedom must therefore end with the conquest of ours, with the emancipation of the working class, the seizure of power in the hands of the working class and the building of Socialism-Communism.

The election call is taking place in a moment when the pandemic has evidenced the dire limits of this system to assure life against business needs, when production and distribution of commodities for the accumulation of capital have been imposed over the measures for health protection. Upon these policies, all the parliamentary forces have agreed.

The 17,380 deaths that mean the excess of mortality in our Community are an outcome of putting the needs of capital before the health of the working-class majority. It is not a fortuitous or unavoidable fact. There are people to blame. Working-class neighborhoods have been confined but there is a free reign for the arrival of tourists, the increase of work schedules and space in bar terraces and the reconversion of uses and licenses for commercial establishments. Demonstrations have been banned while the working class is overcrowding every day the underground and suburban train to go to their work centers.

The years of cuts and privatizations in the public health system shrank a lot the response capability of our health system and the pandemic dramatically evidenced this reality. The current period has sped up and increased the process of deterioration and privatization of public services, justified by the lack of public resources and/or by the urgency of action, thus assuring new niches for business to the employers at the expense of our needs.

The Primary Attention, which was already carrying serious shortages, has been essentially dismantled and the public hospitals accumulate thousands of beds lost in the last years, the lack of personnel and wards completely closed. The Community has created the Isabel Zendal hospital as an operation of political marketing based on the overruns of building it. This has not meant any improvement in care quality, but it has been a blatant business for a bunch of companies.

The pandemic has acted as a catalyst element of an economic crisis that had already been defined in all the economic indexes and that was characterized by the high degree of its world synchronization and its depth. The policies adopted by the Spanish Government answer to the main statements of the IMF and the EU —State intervention to assure the inner demand with grants like the Minimum Vital Income (IMV) or the prolongation of Dossiers for the Temporary Regulation of Employment (ERTE), injection of thousands of millions of euros in direct aids for companies, rescues and nationalizations—. At the same time, there are advances in the inner flexibility of companies and the work at demand, increasing the precariousness and reducing salaries in a process of Uberization of labor relations. The high indebtedness of the State will become the forerunner of new cuts and privatizations to assure the collection of the debt by private creditors.

In spite of the official speech in the Community of Madrid, unemployment affects to 450,000 workers and there are 115,000 more affected by ERTE’s. Poverty and the “hunger queues” are growing up in our region. The Minimum Vital Income, which substitutes the Minimum Insertion Income in this Community, reaches only 20% of the families that have been acknowledged to receive it and there have been 2,872 evictions in 2020, even though they were allegedly banned during the states of alarm.

The recipe implemented by the Central Government has been the injection of public funds to save companies, the Community has started up some measures in the same vein with its own direct grants, bonuses and tax exemptions, while it has also reformed the Law of Land to reduce the control of the administration on works and promote property speculation in a Community with 263,279 empty houses.

The decades of historical distortion and manipulation have pretended to erase the collective remembrance of the gains made by the experiences of socialist building and the struggles and the conquests achieved in the capitalist countries by the struggle of millions of workers. The role of communists in these advances cannot be erased, as they acted in the forefront and struggled under any circumstance, leaving for history the commitment towards our class in the National-Revolutionary War, the clandestine struggle against the fascist dictatorship, organizing mobilizations in the countryside, the neighborhoods, the faculties and the factories to conquer the rights being now taken away.

Our revolutionary proposal is not a museum piece and this is why the bourgeoisie is endeavoring in its historic revision, even consigning anti-communism as the official policy of the EU under the umbrella of struggling against totalitarianisms, aiming to equate our emancipating project with the most ruthless form of exerting the bourgeois power —Nazi-Fascism.

Because of all of it, we will be on the May 4 elections with an independent, class-oriented position. We do not have any hope in managing Capitalism for the sake of the majority, but we intend to strengthen the struggle and mobilization of the working class in our region, the only path to reach our claims. Our ballot paper on May 4 is one step further in the process of accumulation of forces towards our liberation, aiming to take the voice of the working class to the Assembly of Madrid to clash with those who on behalf of freedom condemn us to a life of exploitation.

El Partido Comunista de los Trabajadores de España estará presente en las elecciones el 4M

El PCTE se presentará a las elecciones en la Comunidad de Madrid del próximo 4 de mayo, con el lema de campaña Comunismo es libertad con el cual poder desplegar toda una ofensiva ideológica en defensa de la necesaria superación revolucionaria de la barbarie capitalista y la construcción del poder obrero y el socialismo en España. Frente a su falsa polarización de los partidos parlamentarios entre diferentes opciones de gestión del capitalismo, de tendencia liberal o socialdemócrata, los comunistas planteamos la verdadera elección, el poder en mano de la burguesía o el poder para los trabajadores.

No existe libertad en un sistema que se construye sobre la explotación asalariada, en un sistema surcado de principio a fin por los antagonismos de clase, en el que unos pocos concentran la riqueza que la mayoría social produce. Su libertad, por tanto, debe terminar con la conquista de la nuestra, con la emancipación de la clase obrera, la toma del poder en manos de la clase obrera y la construcción del socialismo-comunismo.

La convocatoria electoral tiene lugar en un momento en el que la pandemia ha demostrado las graves limitaciones de este sistema para garantizar la vida frente a las necesidades empresariales, en el que la producción y distribución de mercancías para la acumulación de capital se han impuesto sobre las medidas de protección de la salud, políticas en las que han coincidido todas las fuerzas parlamentarias.

Los 17.380 fallecidos que suponen el exceso de mortalidad en nuestra Comunidad son consecuencia de anteponer las necesidades del capital a la salud de la mayoría trabajadora, no son un hecho fortuito o inevitable, hay culpables. Se han confinado los barrios obreros y se ha dado vía libre a la llegada de turistas, al aumento de horarios y espacios en terrazas y la reconversión de usos y licencias de establecimientos. Se han prohibido manifestaciones mientras la clase obrera se hacina cada día en el Metro y el Cercanías para acudir a su puesto de trabajo.

Años de recortes y privatizaciones en la Sanidad Pública dejaron la capacidad de respuesta de nuestro sistema sanitario muy mermada y la pandemia ha venido a demostrar dramáticamente esta realidad. El periodo actual ha acelerado e intensificado el proceso de deterioro y privatización de servicios públicos justificado por la falta de recursos públicos y/o por la urgencia de las actuaciones, garantizando nuevos nichos de negocio a la patronal a costa de nuestras necesidades.

Una Atención Primaria que ya arrastraba graves carencias ha sido prácticamente desmantelada y los hospitales públicos acumulan miles de camas perdidas en los últimos años, falta de personal y plantas enteras cerradas, la Comunidad ha puesto en marcha el Isabel Zendal, una operación de marketing político basada en los sobrecostes de construcción, que no suponen ninguna mejora de la calidad asistencial y sí un flagrante negocio para un puñado de empresas.

La pandemia ha actuado de elemento catalizador de una crisis económica que ya venía definiéndose en todos los indicadores económicos y esta se caracteriza por el alto grado de sincronización mundial y por la profundidad de la misma. Las políticas adoptadas por el Gobierno de España responden a los principales dictados del FMI y la UE, intervención estatal para asegurar la demanda interna mediante ayudas como el IMV o la extensión de los ERTE, inyección de miles de millones de euros en ayudas directas a las empresas, rescates y nacionalizaciones, a la par que avanza la flexibilidad interna en las empresas y el trabajo a demanda, aumentando la precariedad y reduciendo los salarios, en un proceso de uberización de las relaciones laborales. El intenso endeudamiento del Estado será el anticipo de nuevos recortes y privatizaciones para garantizar el cobro de la deuda a los acreedores privados.

A pesar del discurso oficial en la Comunidad de Madrid el paro afecta a 450.000 trabajadores y hay 115.000 más afectados por ERTEs, la pobreza y las colas del hambre crecen en nuestra región. El Ingreso Mínimo Vital, que en la Comunidad sustituye a la Renta Mínima de Inserción, tan solo llega al 20% de las familias que lo tienen reconocido y se han producido 2.872 desahucios en 2020, a pesar de haber estado supuestamente prohibidos durante los estados de alarma.

Si la receta aplicada por el Gobierno Central ha sido la de inyectar fondos públicos para salvar las empresas, la Comunidad ha puesto en marcha medidas en la misma línea mediante sus propias ayudas directas, bonificaciones y exenciones fiscales, al tiempo que ha reformado la Ley del Suelo para reducir el control administrativo sobre las obras y promover la especulación inmobiliaria en una Comunidad con 263.279 viviendas vacías.

Décadas de tergiversación y manipulación histórica han pretendido borrar de la memoria colectiva los logros de las experiencias de construcción socialista y de la lucha y las conquistas alcanzadas en los países capitalistas por la lucha de millones de trabajadores. El papel de los comunistas en estos avances es imborrable, actuando en primera línea y luchando en toda circunstancia, dejando para la historia el compromiso con nuestra clase en la Guerra Nacional Revolucionaria, en la lucha clandestina contra la dictadura fascista, organizando movilizaciones en el campo, en en los barrios, en las facultades y en las fábricas para conquistar los derechos que hoy nos están siendo arrebatados.

Nuestra propuesta revolucionaria no es una pieza de museo y por eso la burguesía se empeña su revisión histórica, llegando a consignarse como política oficial de la UE el anticomunimo, bajo el paraguas de la lucha contra los totalitarismos, en el que pretenden equiparar nuestro proyecto emancipador con la forma más brutal de ejercicio del poder de la burguesía, el nazifascismo.

Por todo ello, el 4 de mayo estaremos en las elecciones con una posición clasista independiente, no porque alberguemos esperanza alguna en gestionar el capitalismo a favor de la mayoría, sino con la intención de fortalecer la lucha y la movilización de la clase obrera en la región, único camino para alcanzar nuestras reivindicaciones. Nuestra papeleta el 4 de mayo es un paso más en el proceso de acumulación de fuerzas hacia nuestra liberación, con el objetivo de llevar la voz de la clase obrera a la Asamblea de Madrid para confrontar con quienes en nombre de la libertad nos condenan a una vida de explotación.
