PCTE: No to imperialist war! No a la guerra imperialista

Statement of the Political Bureau of the Communist Party of the Workers of Spain (PCTE): NO TO IMPERIALIST WAR!

The conflict between imperialist powers and blocs has entered a new stage with the start of direct military actions by the Russian Federation against military targets on Ukrainian territory. In these difficult times, when there is a serious risk of the outbreak of a widespread imperialist war, the Political Bureau of the PCTE sends the following reflections to workers and to the ensemble of our people:

1. - This is an imperialist war. The real cause of war lies in the very nature of the imperialist system, in which different countries and capitalist inter-State alliances face each other in a new division of the world. Markets, natural resources, transport routes, and spheres of influence are in dispute.

2. - War is the continuation of politics by military means. The defence of world peace can only be achieved by the workers of all countries and peoples, objectively interested in putting an end to exploitation and plunder. Imperialism is the capitalism of our days, not the international politics of one or another power. Only by confronting the system as a whole can we guarantee world peace. Peace, as long as imperialism survives, will always be relative. It will always be an armed peace, a peace with a gun to the heads of the peoples.

3. - These are the consequences of the counter-revolution in the USSR. The conflictive situation created in Ukraine and throughout Eastern Europe is a direct consequence of the triumph of the capitalist counter-revolution and the dissolution of the Soviet Union, which for decades allowed the peaceful living of the peoples that comprised it and achieved very important conquests for the working class.

The disintegration of the USSR, thirty years ago now, opened new fields of dispute between the monopolies of the different powers. It began a new division of the world, in which capitalist Russia disputes the influence and geostrategic control of the old socialist camp with other imperialist powers, very significantly with the United States and the European Union.

4. - The decisive responsibility of USA-EU -NATO in the conflict. The coup d’état that took place in Ukraine, popularly known as Euromaidan or Maidan, which was masterminded by sections of the Ukrainian bourgeoisie, would not have been possible without the support of the European Union, the US and NATO. It was a violent coup d'état, involving fascist forces, which murdered with impunity dozens of trade unionists and launched repression against Ukrainian communists —who opposed and oppose the reactionary turn— and the Russian-speaking population, giving rise to the conflict in the Crimean peninsula and the republics proclaimed in the Donbas region, the Donetsk People's Republic and the Luhansk People's Republic.

The Minsk Agreements, signed between the intervening imperialist powers in September 2014, were never respected. The peoples of Donetsk and Luhansk were subjected at all times and to this day to war conditions.

5. - Let no one fight under alien flag. The peoples of the world have been subjected to heavy war propaganda for months, which seeks to align the workers of each country —a vast social majority—, behind the interests of their respective bourgeoisies. They all state their reasons to justify their position and, from the point of view of the interests of capitalists, they all have reasons. They are imperialist reasons, which have nothing to do with the interests of the working class and the peoples.

The "imperialist order" —represented by the communists as a pyramid or a chain— is essentially a multipolar one. All the links are related to each other by relationships of unequal interdependence, depending on the step that each country occupies in the pyramid. The emerging powers are fighting to occupy the position of the powers that are in the first positions in the imperialist chain. They are struggling to climb positions, not in defence of world peace. Their interests have nothing to do with the interests of the people. Their wars are not our wars.

In these difficult times, just as it happened in the times of World War I, the bourgeoisie of the different countries is proposing us to choose sides. Today, like then, the working class has no side to choose in the dispute between our exploiters. We must oppose to become cannon fodder in a new overall imperialist war. Today, like the Russian working class did in 1917, the working class of all countries must struggle resolutely for the overthrow and overcoming of the exploitation system that produces war. We must firmly defend the ideological, political, and organizational independence of the working class. We must point at the main enemies of our people, who are not on the eastern front but in the main power centers of our country.

6. - Again the false bourgeois pacifism. The sections of the new social democracy are participating in a NATO government, will host the Summit of that criminal organization next June in Madrid, and are negotiating with the USA the renewal of military agreements that allow the continuity and expansion of foreign military bases on our land. Those same sections are calling us to defend peace, while they are sending Spanish soldiers, planes and frigates to the conflict zone, located thousands of kilometers away from our borders. The peace they defend is the imperialist peace, the peace with the gun to the people's head.

7. - The tasks of the moment. The PCTE —which clearly expresses its analysis of the conflict, points to, and denounces the responsibles to it— is clear about its internationalist duty in the current war scenario. We propose to the working class, to the popular sectors and to all the people who do not want war, to start the working and popular mobilization with the following objectives:

  • No involvement of Spain in the imperialist war. It is necessary to forcefully demand that the Government withdraw all the military presence in the conflict zone. No Spanish soldier should fight in that war, no Spanish military weapon or equipment should be present in the area. The return of Spanish troops to home should be immediate.
  • Rupture with the imperialist alliances. NATO and the European Union are inter-State alliances that assure the exploitation of workers and the plunder of peoples. Its dissolution will not come from generic calls to defend peace while preparing for war, but from the determined struggle of our people to break with NATO and the EU, within the framework of the general struggle to overcome the capitalist system.
  • Bases out. The presence of foreign bases and troops on our land, integrated into the so-called Anti-Missile Shield and other mechanisms of military collaboration, makes our country a military target in case of a widespread war. The disappearance of these bases and the breaking of the military agreements with the US are absolutely topical demands.

8. - The Political Bureau of the Party calls on all communist members, all our organizations, to organize the immediate mobilization and organization of the working class and the people in these difficult times. We risk our lives, we risk the future.

No to imperialist war!

Return of troops home!

No to NATO, bases out!

No land, no sea, no air for the imperialists!

Declaración del Buró Político del PCTE: ¡NO A LA GUERRA IMPERIALISTA!

El conflicto entre potencias y bloques imperialistas ha entrado en una nueva fase con el inicio de acciones militares directas por parte de la Federación Rusa contra objetivos militares en suelo ucraniano. En estos momentos difíciles, en que existe un serio riesgo de estallido de una guerra imperialista generalizada, el Buró Político del PCTE traslada a los trabajadores y al conjunto de nuestro pueblo las siguientes reflexiones:

1.- Se trata de una guerra imperialista. La causa real de la guerra se encuentra en la propia naturaleza del sistema imperialista, en el que distintos países y alianzas interestatales capitalistas se enfrentan en un nuevo reparto del mundo. Se disputan los mercados, los recursos naturales, las rutas de transporte y las áreas de influencia.

2.- La guerra es la continuación de la política por medios militares. La defensa de la paz mundial solo puede ser obra de los trabajadores de todos los países y de los pueblos, interesados objetivamente en poner fin a la explotación y al saqueo. El imperialismo es el capitalismo de nuestros días, no la política internacional de una u otra potencia. Sólo enfrentando al sistema en su conjunto podremos garantizar la paz mundial. La paz, mientras pervivía el imperialismo, siempre será relativa, siempre será una paz armada, una paz con la pistola en la cabeza de los pueblos.

3.- Estas son las consecuencias de la contrarrevolución en la URSS. La conflictiva situación creada en Ucrania y en todo el Este europeo es consecuencia directa del triunfo de la contrarrevolución capitalista y de la disolución de la Unión Soviética, que durante décadas permitió la convivencia pacífica de los pueblos que la integraban y alcanzó importantísimas conquistas para la clase obrera.

La desintegración de la URSS, hace ahora treinta años, abrió nuevos campos de disputa entre los monopolios de las distintas potencias. Dio comienzo a un nuevo reparto del mundo, en el que la Rusia capitalista se disputa la influencia y el control geoestratégico del antiguo campo socialista con otras potencias imperialistas, muy significadamente con los Estados Unidos y la Unión Europea.

4.- La responsabilidad determinante de la EEUU, la UE y la OTAN en el conflicto. El golpe de Estado que tuvo lugar en Ucrania, conocido popularmente como Euromaidán o Maidán, del que fueron artífices sectores de la burguesía ucraniana, no hubiera sido posible sin el concurso de la Unión Europea, los EEUU y la OTAN. Se trató de un golpe de Estado violento, en el que participaron fuerzas fascistas, que asesinó impunemente a decenas de sindicalistas y emprendió la represión contra los comunistas ucranianos, que se oponían y oponen al giro reaccionario, y a la población de habla rusa, dando lugar al conflicto en la península de Crimea y a las repúblicas proclamadas en la región de Donbas, la República Popular de Donetsk y la República Popular de Luhansk.

Los Acuerdos de Minsk, suscritos entre las potencias imperialistas intervinientes en septiembre de 2014, nunca fueron respetados. Los pueblos de Donetsk y Luhansk estuvieron sometidos en todo momento y hasta el día de hoy a condiciones de guerra.

5.- Que nadie luche bajo bandera ajena. Los pueblos del mundo llevan meses sometidos a una intensa propaganda de guerra, que persigue alinear a los trabajadores de cada país, que constituyen una inmensa mayoría social, detrás de los intereses de las respetivas burguesías. Todos ellos exponen sus razones para justificar su posición y, desde el punto de vista de los intereses de los capitalistas, todos ellos tienen razones. Son razones imperialistas, que nada tienen que ver con los intereses de la clase obrera y de los pueblos.

El “orden imperialista”, representado por los comunistas como una pirámide o una cadena, es esencialmente multipolar. Todos los eslabones están relacionados entre sí por relaciones de interdependencia desigual, en función del escalón que cada país ocupa en la pirámide. Las potencias emergentes luchan por ocupar la posición de las potencias que ocupan los primeros puestos en la cadena imperialista. Luchan para escalar posiciones, no en defensa de la paz mundial. Sus intereses nada tienen que ver con los intereses de los pueblos. Sus guerras no son las nuestras.

En estos momentos difíciles, al igual que sucediera en los tiempos de la I Guerra Mundial, la burguesía de los distintos países nos propone elegir bando. Hoy, como entonces, la clase obrera no tiene bando que elegir en la disputa entre nuestros explotadores. Debemos oponernos a ser carne de cañón en una nueva guerra imperialista generalizada. Hoy, como hizo la clase obrera rusa en 1917, la clase obrera de todos los países debe luchar decididamente por el derrocamiento y superación del sistema explotador que engendra la guerra. Debemos defender con firmeza la independencia ideológica, política y organizativa de la clase obrera. Debemos apuntar a los principales enemigos de nuestro pueblo, que no están en el frente oriental sino en los grandes centros de poder de nuestro país.

6.- De nuevo el falso pacifismo burgués. Los sectores de la nueva socialdemocracia que forman parte de un Gobierno de la OTAN, que acogerá el próximo mes de junio la Cumbre de esa organización criminal en Madrid, y que negocia con los EEUU la renovación de los acuerdos militares que permiten la continuidad y ampliación de las bases militares extrajeras en nuestro suelo, nos llaman a defender la paz, al mismo tiempo que envían soldados españoles, aviones y fragatas a la zona de conflicto, situada a miles de kilómetros de nuestras frontera. La paz que defienden es la paz imperialista, la paz con la pistola en la cabeza del pueblo.

7.- Las tareas del momento. El PCTE, que expresa con toda claridad su análisis del conflicto y apunta y denuncia a sus responsables, tiene claro cuál es su deber internacionalista en el actual escenario de guerra. Proponemos a la clase obrera, a los sectores populares y a todas aquellas personas que no quieren la guerra, iniciar la movilización obrera y popular con los siguientes objetivos:

  • Ninguna implicación de España en la guerra imperialista. Es necesario exigir con contundencia que el Gobierno retire toda presencia militar en la zona de conflicto. Ni un solo soldado español debe luchar en esa guerra, ningún arma o equipo militar español debe estar presente en la zona. La vuelta a casa de las tropas españolas debe ser inmediata.
  • Ruptura con las alianzas imperialistas. La OTAN y la Unión Europea son alianzas interestatales para garantizar la explotación de los trabajadores y el saqueo de los pueblos. Su disolución no vendrá de los llamamientos genéricos a defender la paz mientras se prepara la guerra, sino de la lucha decidida de nuestro pueblo por romper con la OTAN y la UE, en el marco de la lucha general por superar el sistema capitalista.
  • Bases fuera. La presencia de bases y de tropas extranjeras en nuestro suelo, integradas en el llamado Escudo Antimisiles y en otros mecanismos de colaboración militar, convierten a nuestro país en objetivo militar en caso de guerra generalizada. La desaparición de esas bases y la ruptura de los acuerdos militares con los EEUU son reivindicaciones de absoluta actualidad.

8.- El Buró Político del Partido llama a toda la militancia comunista, a todas nuestras organizaciones, a organizar la inmediata movilización y organización de la clase obrera y del pueblo en estos momentos difíciles. Nos jugamos la vida, nos jugamos el futuro.

¡No a la guerra imperialista!

¡Vuelta a casa de las tropas!

¡OTAN no, bases fuera!

¡Ni tierra, ni mar, ni aire para los imperialistas!
