“In all the social systems that have succeeded one another —the primitive communal, the slave-owning, the feudal, the capitalist and the socialist that we experienced in the 20th century— the decisive factor has been and remains the productive process, the relations between people within it, the division of labour, and the ownership of the means of production. The state and political power systems are fundamentally determined by the economy. Therefore, under capitalism, the participation of the Communist Party in government is incompatible with its stance that the struggle of the people and the youth, based on the experience they gain, must be directed towards overthrowing the political power of the bourgeoisie, destroying its state, abolishing capitalist property in favour of workers’ power and the exploitation of man by man.
The KKE is fighting for a new form of power in which the working class rules —or, to use the more common term, governs— and not the KKE. The KKE is its organized vanguard and guiding force. Therefore, the arguments put forward by our enemies and so-called ‘friends’ that we always want to be in opposition are false, as are the claims of those who are dying to get into government positions. We will be in opposition for as long as the people are in opposition and no longer. We understand that many young people may wonder whether the KKE has given up on trying to win some gains and alleviate the working class and the popular strata today.
Firstly, the history of the KKE, from its founding to the present day, and the broader history of the International Communist Movement, demonstrate that no achievement or armed struggle for liberation has been won without the decisive contribution of the Communist Party and its youth. However, the Communist Party can only contribute when it remains independent of the bourgeois state and government shackles, acting as a vanguard guiding force in the development of the driving force of history: the class struggle.
The name of a party does not define it, nor does its slogan. Rather, it is defined by its programme and its actions. It has been proven that, in times of economic crisis and imperialist war, the capitalist system was not only supported by liberal and social democratic parties, but also by parties that identify themselves as left-wing, renewal, anti-systemic etc. No government with the participation of a Communist Party has ever served as a springboard for an attack on capital and imperialism. Much less has it been the key to the transition to socialism, as they claimed. We also have our own negative experience to draw on.
Regardless of their differences, all other parties consider national elections, referendums, and generally the ballot box every three, four or five years, to be the highest form of struggle and democracy. They mainly view the people as voters and call on them to support the incumbent government.
On the other hand, we have proclaimed class struggle to be the driving force. Based on our theory and ideology, we are the only party that believes that only the people can save the people, with the support of the KKE and by joining forces with it. We are not liars, hypocrites or dreamers who make empty promises to the people, telling them that voting for the KKE every four years will solve all their problems. (...)

A. Papariga underscored the above at an event marking 10 years since the referendum called by the SYRIZA-ANEL government led by Prime Minister Al. Tsipras, which resulted in new anti-people and anti-labour measures. She called on all those who turned their backs on the KKE in 2012, when the party declared that it would neither support nor participate in a coalition government with SYRIZA, or in any coalition government in the framework of capitalism, to reconsider their position. Referring to the experience of SYRIZA’s coalition government, she noted, among other things, that:
“The worst and most dangerous service that SYRIZA has offered, comparable to the PASOK period, is the manipulation of the people according to the ‘kowtow’ logic due to the negative correlation of forces.
Invoking the balance of power is a political call for the people to compromise and reinforce the decayed system and imperialist war. While it is important to objectively assess the negative correlation of forces from a class perspective, it is quite another to use this assessment as an excuse to abandon the struggle for positive change and overthrow.
Under capitalism, the KKE fights to secure at least some gains for the people, while warning them that the enemy is waiting to take them back. At the same time, it seeks to raise the people's consciousness of their rights and their strength; to unite, help mature and educate the working class and popular forces so that, in a revolutionary situation, they will have the courage to choose the only option: overthrow and transition to workers’ power”.
Позиция КПГ в отношении буржуазных правительств является опорой в нашей борьбе сегодня
«При капитализме ни одно правительство не имеет автономную власть, власть принадлежит буржуазии, а органом ее власти является буржуазное государство, которому подчинены все институты. Решения ЕС и НАТО являются обязательными и имеют верховенство над национальной конституцией и национальным законодательством. Буржуазные правительства не могут и не хотят упразднить закон всех законов - капиталистическую прибыль. Для них неизбежным и обязательным является защита всеми средствами диктатуры буржуазии. Законы упраздняются путем революционного свержения самого строя, путем установления новой рабочей власти в социалистическом коммунистическом обществе», - подчеркнула Алека Папарига, член ЦК Компартии Греции (прим. Генсек ЦК КПГ в период с 1991 по 2013 гг.), выступая на мероприятии, в котором приняли участие тысячи молодых людей, съехавшихся на слет КМГ, и добавила:
«Во всех сменявших друг друга общественных системах — первобытнообщинной, рабовладельческой, феодальной, капиталистической и социалистической, с которой мы познакомились в 20-м веке, решающим фактором были и остаются производственный процесс, отношения между людьми в нем, место в разделении труда и отношение к собственности на средства производства». Государство, система политической власти определяются фундаментальным образом экономикой. Поэтому участие Коммунистической партии в буржуазных правительствах в условиях капитализма вступает в полное противоречие с ее позицией о том, что борьба народа и молодежи на основе приобретённого ими опыта должна быть направлена на свержение политической власти буржуазии, уничтожение буржуазного государства, упразднение капиталистической собственности в пользу рабочей власти, уничтожение эксплуатации человека человеком.
КПГ борется за новую власть, где править будет рабочий класс, а не КПГ. КПГ - это его организованный авангард, его руководящая сила. Поэтому огульными являются обвинения в наш адрес со стороны врагов и так называемых «друзей», тех, кто живет ради того, чтобы занять государственные должности, в том, что мы всегда хотим находиться в оппозиции. Мы будем оппозицией до тех пор, пока народ будет находиться в оппозиции. Мы понимаем, что многие молодые люди зададутся вопросом: не отказывается ли КПГ от попыток добиться каких-нибудь успехов, чтобы облегчить положение рабочего класса, народных слоев сегодня.
Прежде всего, история КПГ с момента ее создания до наших дней, как и общая история международного коммунистического движения, подтверждает, что нет ни одного завоевания, ни одной вооружённой освободительной борьбы, которая не была бы выиграна при решающем вкладе компартии и ее молодежи. Компартия может вносить свой вклад только тогда, когда она остается свободной от оков буржуазного государства и правительства в качестве передовой, руководящей силы в развитии классовой борьбы - движущей силы истории.
Отличительной чертой партий является не их названия, даже если они называются коммунистическими партиями, и тем более не лозунги, а их программа и деятельность. Показательно то, что в условиях экономического кризиса, империалистической войны капиталистическая система была поддержана не только либеральными и социал-демократическими партиями, но и партиями, которые идентифицируют себя как левые, обновленческие, антисистемные или как-то иначе. В истории ещё не было такого буржуазного правительства, в которое входила компартия, которое явилось бы плацдармом для наступления на капитал, на империализм. Тем более, оно не служило, как говорится, ключом к переходу к социализму. И у нас есть негативный опыт на этот счет.
Все остальные партии, независимо от различий между ними, считают проведение общенациональных выборов, иногда референдумов и в целом участие в выборах каждые 3, 4 года или 5 лет, в зависимости от ситуации, высшей формой борьбы и демократии. В основном они рассматривают людей как электорат и призывают их поддержать соответствующее правительство.
Мы, провозгласившие движущей силой классовую борьбу, являемся единственной партией, которая благодаря теории и идеологии считает, что спасти народ может только народ, укрепляя КПГ и идя вместе с ней. Мы не лгуны, не лицемеры и не мечтатели, которые обещают народу, что голосование на выборах за КПГ каждые 4 года решит все проблемы.(…)»
Об этом рассказала А. Папарига на соответствующем мероприятии, приуроченном к 10-летию референдума, инициированного правительством СИРИЗА-АНЭЛ во главе с премьер-министром А. Ципрасом и приведшего к принятию новых антинародных, антирабочих мер. Она призвала переосмыслить произошедшее всех, кто в 2012 году отвернулся от КПГ, когда та заявила, что не поддержит и не будет участвовать ни в правительстве вместе с СИРИЗА, ни в любом другом правительстве в рамках капитализма. Ссылаясь на опыт правления партии СИРИЗА, она среди прочего отметила:
«Худшая и опасная услуга, которую оказала СИРИЗА, как и до нее другая социал-демократическая партия ПАСОК, — это манипулирование сознанием народа в русле логики «зарыть голову в песок» из-за отрицательного соотношения сил.
Отсылка на неблагоприятный расклад сил — это политический призыв к народу идти на компромисс и поддерживать прогнившую систему и империалистическую войну.
Одно дело — объективно рассматривать неблагоприятное соотношение сил с классовой точки зрения, и другое — во имя отрицательного расклада сил заявлять об отказе от борьбы за его изменение.
В условиях капитализма КПГ борется за то, чтобы народ мог добиться определённых завоеваний, предупреждая, что враг ждёт возможности вернуть их обратно. Борется за то, чтобы народ осознал свою правоту и силу. В то же время она стремится собрать, вырастить и воспитать рабочие, народные массы, чтобы в условиях революционной ситуации они осмелились сделать единственный выбор — свергнуть систему и перейти к рабочей власти».
La postura del KKE frente a los gobiernos burgueses es un recurso en las luchas de hoy
“En las condiciones del capitalismo, ningún gobierno puede ser un poder autónomo; el poder lo ejerce la burguesía y el órgano de su poder es el Estado burgués, al que están sometidas todas las instituciones. Las resoluciones de la UE y la OTAN son obligatorias y tienen prioridad sobre la constitución nacional y la legislación nacional. Los gobiernos de gestión burguesa no pueden ni quieren abolir la ley de las leyes que es el beneficio capitalista; la defensa de la dictadura de la burguesía con todos los medios es inevitable y obligatoria. Las leyes se abrogan a través del derrocamiento revolucionario del propio sistema, con el nuevo poder obrero en la sociedad socialista comunista”.
Esto destacó Aleka Papariga, miembro del Comité Central del KKE (nota: Secretaria General del CC del KKE en el período 1991-2013) en su discurso en un evento en el campamento de la KNE al que asistieron miles de jóvenes, y añadió:
“En todos los sistemas sociales que se han sucedido, el sistema comunal primitivo, el esclavista, el feudal, el capitalista y el socialista que conocimos en el siglo XX, lo determinante era y sigue siendo el proceso productivo, las relaciones entre la gente en este, su posición en la división del trabajo y la propiedad en los medios de producción. El Estado, los sistemas de poder político están determinados en sus líneas fundamentales por la economía. Por lo tanto, en el capitalismo la participación del Partido Comunista en el gobierno está en plena contradicción con su posición de que la lucha del pueblo y de la juventud, en base a la experiencia adquirida, debe dirigirse al derrocamiento del poder político de la burguesía, a la destrucción de su Estado, a la abolición de la propiedad capitalista en favor del poder obrero, a la abolición de la explotación del hombre por el hombre.
El KKE lucha por el nuevo poder, en el que administra o, si lo prefieren utilicemos la palabra más habitual, gobierna la clase obrera y no el KKE. El KKE es su vanguardia organizada, su fuerza de orientación. Por lo tanto, son falsos los argumentos que utilizan enemigos y supuestos “amigos” de que siempre queremos estar en la oposición, como afirman quienes aspiran ocupar cargos gubernamentales. Seremos oposición mientras el pueblo esté en la oposición, solo hasta entonces. Entendemos que muchas personas jóvenes se preguntan si el KKE renuncia al esfuerzo de conseguir algunas conquistas, aunque sea solo para aliviar a la clase obrera y a la capas populares hoy.
En primer lugar, la historia del KKE desde su fundación hasta la fecha y la historia general del Movimiento Comunista Internacional, reafirma que no hay conquista, no hay lucha armada de liberación que se haya ganado sin la contribución decisiva del partido comunista y de su juventud. El KKE solo entonces puede contribuir, cuando permanece independiente del Estado burgués y de las ataduras gubernamentales, como fuerza dirigente de vanguardia en el desarrollo de la fuerza motriz de la historia, es decir la lucha de clases.
Los partidos no se caracterizan por su nombre, ni siquiera cuando llevan el título del Partido Comunista, ni por sus consignas, sino por su programa y acción. De hecho, se ha demostrado que el sistema capitalista se basó en las condiciones de la crisis económica, en condiciones de implicación en la guerra imperialista no solo por los partidos liberales y social-demócratas, sino además por partidos que se autodenominan de izquierda, renovadores, anti-sistémicos u otro. No ha habido en la historia ningún gobierno con la participación de un partido comunista que haya servido como cabeza de puente para el ataque contra el capital, el imperialismo. Ni tampoco ha sido la clave, como decían, para el paso al socialismo. Sin embargo, tenemos nuestra propia experiencia negativa.
Todos los demás partidos independientemente de las diferencias entre si, consideran como forma más elevada de lucha y democracia las elecciones nacionales, los referendos en ocasiones y, en general, las urnas cada 3 o 4 o 5 años. Consideran a los pueblos principalmente como votantes o al menos les llaman a apoyar al gobierno respectivo.
Nosotros, señalábamos como fuerza motriz a la lucha de clases; somos el único partido que por nuestra teoría e ideología consideramos que solo el pueblo puede salvar al pueblo, fortaleciendo el KKE y uniendo fuerzas con ello. No somos mentirosos ni hipócritas ni soñadores que prometen al pueblo que un voto al KKE cada 4 años resolverá todos los problemas.(…)
Aleka Papariga destacó lo anterior en un evento sobre los diez años del referéndum convocado por el gobierno de SYRIZA-ANEL, con Alexis Tsipras como primer ministro, que condujo a nuevas medidas antiobreras-antipopulares. Llamó a todos aquellos que en 2012 dieron la espalda al KKE cuando el último declaró que no apoyaría ni participaría en un gobierno de coalición con SYRIZA ni tampoco en un gobierno en el terreno del capitalismo, para que reconsideraran los hechos. Refiriéndose a la experiencia del gobierno de SYRIZA destacó entre otras cosas:
“El peor y más peligroso servicio que ha prestado SYRIZA, similar y equivalente a la del PASOK, es la manipulación del pueblo con la lógica de “las cabezas abajo” a causa de la correlación de fuerzas adversa.
Invocar a la correlación de fuerzas es una política que llama al pueblo a conciliarse y reforzar el sistema podrido y la guerra imperialista. Para nosotros una cosa es evaluar la correlación de fuerzas negativa desde el punto de vista de clase y otra cosa es en el nombre de la correlación a renunciar la lucha por cambios positivos, por su derrocamiento.
En condiciones del capitalismo, el KKE lucha para que el pueblo consiga al menos algunas conquistas, advirtiendo que el adversario está al acecho para anularlas, para que tome conciencia de la causa justa y de su fuerza. Al mismo tiempo, busca la agrupación, la maduración y la formación de fuerzas obreras y populares para que en condiciones de situación revolucionaria se atrevan a tomar la única opción: el derrocamiento del capitalismo y el paso al poder obrero.”
