“Drawing strength from the workers’–people’s struggles, we fight against the EU of imperialist wars and capitalist exploitation - for a Europe of peace, people’s prosperity and socialism”
The Communist and Workers’ Parties of the EU member states, the associated states and other European countries, which co-sign this Declaration ahead of the European elections of June 2024, address the workers, the self-employed, the toiling farmers, the women and the youth of the popular strata, the pensioners, the migrants.
Today, the peoples of Europe have accumulated negative, painful experience of the EU, its strategy and the anti-popular policies of the governments and the parties that serve it. They are under constant attack by capital and are called upon to give their own response, to strengthen the struggle for their rights, against the exploitative capitalist system and its linchpins.
What is the EU and whom does it serve?
The EU is a transnational imperialist economic, political and military union of the monopolies, aimed against the interests of the working class and the other popular strata.
100 years after Lenin’s death, his timeless analysis that “the United States of Europe, under capitalism, is either impossible or reactionary” has been repeatedly confirmed.
The EU was not formed by the peoples nor does it serve their interests. On the contrary, the bourgeois classes of the EU countries have allied themselves against the working class and the people in each country. The EU is not and can never be pro-people. Its aims are the concentration and centralization of capital, the promotion of its strategy to maximize the degree of exploitation of the working class, and imperialist wars and interventions. All the above lead to poverty, destitution, high prices, refugees, brutal repression, profiling and anti-communism.
The scandals of corrupt lobbyism in the European Parliament confirm its reactionary character as a union of capital against the people. The resolutions - war ultimatums, the anti-popular regulations and the anti-labour directives are aimed at serving the profitability of the monopolies and crushing the lives and rights of the workers.
The EU is at the frontline of anti-popular policies and unjust wars
Imperialist interventions and wars are also a consequence of the intensification of the competition between the monopolies for their profits. Such is the case with the conflict that broke out in 2022 between capitalist Ukraine and its allies (the USA, NATO and the EU) on the one hand and capitalist Russia and its allies on the other hand, for the control of markets, natural resources and transport routes for energy and commodities.
We denounce the EU as one of the orchestrators, financiers, and actors of the imperialist war in Ukraine. We oppose this war and any kind of involvement of our countries, which turns them into launching pads for wars and interventions as well as into targets of retaliation. The risk of a generalization of the war increases under the threat of the use of nuclear weapons.
Within this framework of competition, the criminal plans and inhuman imperialist intervention of the occupying state of Israel, with the support of the USA, the EU and NATO, which are attempting to exonerate it of the genocide and the inhuman displacement of the Palestinian people from their territories, are accelerating. They aim at controlling strategic trade and energy corridors in the South-Eastern Mediterranean axis, which is geopolitically crucial for imperialist interests, and the Red Sea straits. All the above create a nightmarish situation for the peoples.
We express our full solidarity with the Palestinian people. We join our voice with the mass and impressive workers’-people’s demonstrations all over the world in defence of their just struggle to throw off the Israeli occupation.
We expose and oppose the increasing militarization of the EU through the promotion of its so-called Global Strategy, which poses great dangers to the peoples, the creation of military formations like PESCO and the Euro-army, and missions like “Aspides” in the Red Sea.
Apart from the slaughter of peoples, the dismemberment of countries, the economic burdens on the peoples’ shoulders, and the armies of the uprooted, the imperialist wars and interventions by the EU and the bourgeois governments cause the greatest destruction of the environment, for which they hypocritically pretend to care with their so-called green and digital declarations. Our parties oppose the “green” and digital exploitation of workers. Under the pretext of protecting the environment and through the utilization of new digital technologies to the detriment of workers, the EU and the bourgeois governments lead to a further sharpening of their exploitation; the intensification of flexible, exhausting work with inhuman hours, causing accidents at work; the expansion of teleworking; the abolition of rights and collective agreements; the escalation of employer intimidation.
The so-called liberalization of energy, the energy exchange and the “green” transition strategy of the EU and the bourgeois governments have further deepened energy poverty and skyrocketed prices and inflation, at a time when the energy giants are getting richer.
The Common Agricultural Policy (CAP) and the “green” transition are threatening the survival of farmers and livestock farmers and have led to the increase of production costs to ensure the profits of agri-food business groups, traders and industrialists, energy monopolies, etc.
The EU and bourgeois governments are promoting the revised Stability Pact, the so-called European Semesters and strict budgetary discipline, which mean harsh measures against the workers and further attack on labour and social security rights, while promoting the profitability of business groups. In this context, unemployment is being maintained at a high level (16 million) and the already heavy burden of taxation, which falls on the shoulders of the working class and the popular strata while exempting big capital, is further increased. The interest rates of the European Central Bank (ECB) are soaring. All of this leads to wages and pensions been eaten away long before the month ends, to 95 million people living in poverty, to millions more drowning in debt, facing foreclosures and countless deadlocks.
We raise a militantbulwark against the anti-popular EU
Our Parties wage a daily fight, at the forefront of the struggle in the great workers’ strikes and demonstrations taking place in several countries across Europe against the anti-popular measures imposed by the bourgeois governments and the European Union; the reduction of wages and pensions; the abolition of labour and social-security rights; the recycling of poverty and unemployment; the commercialization of health, education and welfare; the dramatic shortcomings in civil protection as regards flood, earthquake and fire protection measures. The experience of the pandemic has also shown that the strategy pursued by the EU is aimed at strengthening the capitalist market by weighting cost versus benefit, ignoring people’s needs and sacrificing human lives.
We take the lead in the struggle against the abolition of democratic rights, the intensification of employer intimidation, the curtailment of trade union action and the systematic attempt to abolish the right to strike, the violation of personal data and the expansion of the EU framework of wiretapping and surveillance of the main “enemy”, i.e. the people.
Our Parties struggle with all their might and demand:
- Satisfactory collective labour agreements, providing for substantial increases in wages and pensions.
- Free public health, education and welfare, free from any business involvement.
- Permanent and stable work with full rights.
- Free trade union action and safeguarding of the right to strike.
- Replacement of lost income, reduction of production costs for small and medium-sized farmers against the interests of big business groups.
- Protection from the heavy taxation and operation of the monopolies to the detriment of the self-employed.
- Solidarity with and rights for refugees and immigrants.
We struggle:
- Against imperialist wars and competition that force the uprooting of refugees and immigrants. Against the new Pact on Immigration and Asylum that intensifies repression by the EU and governments and condemns them to become cheap workforce.
- For the effective protection of the environment against the profits of big capital and the so-called green strategy of the EU and the bourgeois governments.
- For the development of class struggle and solidarity, against social partnership promoted by the EU and the governments to ensure the profitability of capital.
- For the regroupment and strengthening of the labour–trade union movement and the other popular movements, in a direction of struggle against the monopolies and capitalism.
- Against both the cosmopolitanism of capital and the misleading Euroscepticism, which serves the aspirations and aggression of the bourgeois classes at the expense of the peoples.
- Against fascism and all forms of racism and discrimination based on religion, colour, sex or sexual orientation. We reject the fake “anti-fascism” and the various “anti-fascist fronts” used by bourgeois and opportunist political forces to entrap the working class and popular forces into bourgeois management, detaching fascism from the capitalist system that gives rise to it and uses it when needed.
- Against anti-communism, the bans on the activity of communist parties, the persecution of their members and cadres, the despicable witch-hunt launched by the EU and bourgeois governments.
We express our internationalist solidarity with all peoples that struggle. With Cuba and the Cuban people, against the inhuman blockade and the imperialist plans of the USA and the EU.
We oppose the imperialist war and we struggle for the disengagement of our countries from imperialist alliances and their plans. We reject the illusions spread by bourgeois and opportunist forces that there could be “another, better European security architecture”, a NATO “without military plans and offensive weapons systems on its territories”, or a “pro-peace EU”.
Yes to a Europe of people’s prosperity, peace and socialism
Through the class struggles of the working people emerges the perspective of another Europe, of the prosperity of the peoples, social progress, democratic rights, equal cooperation, peace, socialism.
That is why we struggle for disengagement from the EU, NATO and all other imperialist alliances, with the people in power, building the new world, i.e. socialism.
The current negative correlation of forces is neither eternal nor unchanging. We call upon the peoples to decisively strengthen their struggle against the European Union, the union of capital, which attacks’ peoples’ rights, in order to:
- Powerfully repel the fierce offensive by the monopolies, the governments and all the bourgeois parties that serve their interests.
- Strengthen their struggle against all the problems that people face.
- Support in every possible and appropriate way the Communist and Workers’ Parties that condemn the EU in the battle of the European elections, to be waged on 6–9 June 2024.
- Weaken the parties that support the EU and its policies, that support the war and defend the interests and the EU one-way street of capital, the alleged democratization of the EU.
The support for the Communist and Workers’ Parties is the only true mainstay of the people, which will be put to good use the day after the elections.
The communists are not bound by the EU, precisely because they consistently oppose it. That is why they responsibly inform the people in good time and are at the forefront of organizing the class struggle, which is the only way to put obstacles in the way of the anti-popular attack of the strategy of the capital, to provide some relief to the people. The communists’ reinforcement is above all a guarantee that the workers’–people’s struggles will continue, will grow stronger, will acquire a prospect and content that targets the real opponent, i.e. the capitalist system, the monopolies, the power and their unions, such as the EU, for their overthrow, for socialism.

Мы, коммунистические и рабочие партии стран-членов ЕС, государств, ассоциированных с ним, и других европейских стран, подписываясь под настоящей Декларацией накануне выборов в Европейский парламент, которые состоятся в июне 2024 года, обращаемся к трудящимся, самозанятым, крестьянам, женщинам и молодежи из народных слоев, пенсионерам, мигрантам.
Сегодня народы Европы накопили негативный, горький опыт нахождения в ЕС и ощутили на себе последствия его стратегии, антинародной политики правительств и партий, обслуживающих его интересы. Они испытывают постоянные нападки капитала и должны дать свой ответ, усилить борьбу за свои права, против эксплуататорской капиталистической системы и ее опор.
Что такое ЕС и кому он служит?
ЕС представляет собой межгосударственный империалистический экономический, военно-политический союз монополий, противостоящий интересам рабочего класса и других народных слоев.
Спустя 100 лет после смерти Ленина была неоднократно подтверждена непреходящая ценность его анализа о том, что «Соединенные Штаты Европы, при капитализме, либо невозможны, либо реакционны». ЕС не создан народами, он не служит их интересам. Напротив, буржуазия стран ЕС объединилась против рабочего класса и народа в каждой стране.
ЕС не является и никогда не сможет стать пронародным. Его цель — концентрация и централизация капитала, империалистические войны и интервенции, продвижение своей стратегии по максимально возможному усилению степени эксплуатации рабочего класса, которые ведут к бедности, обнищанию, дороговизне, потоку беженцев, жестким репрессиям, заведению досье, слежке за гражданами и антикоммунизму.
Возникающие коррупционные скандалы в Европарламенте, в которых замещены лоббисты, подтверждают его реакционный характер как союза капитала, действующего в ущерб народам.
Резолюции–военные ультиматумы, антинародные постановления и антирабочие директивы направлены на обеспечение прибыльности монополий и ухудшение жизни и прав трудящихся.
ЕС – авангард антинародной политики и несправедливых войн
Следствием обострения конкуренции между монополиями за свою прибыль являются также империалистические интервенции и войны, такие как на Украине, которая разразилась в 2022 году в результате столкновения между капиталистической Украиной и ее союзниками (США, НАТО и ЕС), с одной стороны, и капиталистической Россией (и ее союзниками) – с другой, за контроль над рынками и природными ресурсами, а также путями транспортировки энергии и товаров.
Мы осуждаем ЕС как одного из организаторов, финансистов и участников империалистической войны на Украине и выступаем против нее и любого рода вовлечения в нее наших стран, превращающихся в плацдармы для войн и интервенций и в мишени для ответных ударов. Возрастает риск расширения войны с применением даже ядерного оружия.
В этих же рамках конкуренции набирают обороты преступные планы и бесчеловечная империалистическая интервенция оккупационного государства Израиль при поддержке США, ЕС, НАТО, которые пытаются обелить Израиль, осуществляющий геноцид палестинского народа и безжалостное выселение его со своих территорий, чтобы взять под контроль стратегически важные торговые и энергетические коридоры на критической геополитической оси Юго-Восточного Средиземноморья, проливах Красного моря, создавая кошмарную ситуацию для народов.
Мы выражаем нашу безраздельную солидарность с палестинским народом, присоединяем свой голос к массовым и впечатляющим по масштабам демонстрациям трудящихся по всему миру в защиту его справедливой борьбы за избавление от израильской оккупации.
Мы разоблачаем и выступаем против усиливающейся милитаризации ЕС через продвижение так называемой «Глобальной стратегии», несущей большие риски для народов, а также против создания военных формирований, например, в рамках PESCO (Постоянное структурированное сотрудничество по вопросам безопасности и обороны), и Евроармии, отправки миссий, таких как «Aspides» в Красном море.
Империалистические войны и интервенции, в которых участвуют ЕС и буржуазные правительства, помимо резни народов, расчленения стран, взваливания экономического бремени на плечи народов и пополнения армии беженцев, наносят огромный вред окружающей среде, о которой они лицемерно пекутся в своих так называемых «зеленых» и цифровых декларациях. Наши партии выступают против так называемой «зеленой» эксплуатации и цифрового ограбления трудящихся. Под предлогом защиты окружающей среды и использования новых цифровых технологий в ущерб трудящимся усиливается эксплуатация, интенсифицируются гибкие формы изнурительного труда с бесчеловечным графиком работы, приводящие к преступлениям со стороны работодателей, расширению практики удалённой работы без прав и подписания коллективных трудовых договоров, усилению работодательского террора.
А либерализация энергетики, так называемая энергетическая биржа и стратегия «зеленого» перехода ЕС и буржуазных правительств — это то, что ведет к усилению энергетической бедности, росту дороговизны и инфляции, в то время как энергетические гиганты обогащаются.
Единая сельскохозяйственная политика (CommonAgriculturalPolicy-CAP) и «зеленый» переход угрожают выживанию фермеров и животноводов, они привели к росту затрат на производство, чтобы агропродовольственные компании, коммерсанты, энергетические монополи и др. пожинали прибыль.
ЕС и буржуазные правительства продвигают обновленный Пакт стабильности, так называемые Европейские семестры, предусматривающие соблюдение строгой финансовой дисциплины, означающие принятие жестких мер в отношении трудящихся и нападки на трудовые права и право на социальное обеспечение, и одновременно стимулируют прибыльность предпринимательских групп. При этом высоким остается уровень безработицы (16 миллионов человек), усиливается жесткое налогообложение рабочего класса и народных слоев, а крупный капитал освобождается от уплаты налогов. Процентные ставки Европейского центрального банка (ЕЦБ) растут. Все вышеперечисленное приводит к тому, что зарплаты и пенсии испаряются задолго до конца месяца, 95 миллионов человек живут за чертой бедности, миллионы людей тонут в долгах, сталкиваются с аукционами по продаже домов и бесчисленными тупиками.
Возводим крепость против антинародного ЕС
Наши партии ежедневно находятся на переднем крае борьбы, участвуя в крупных забастовках и демонстрациях трудящихся, проходящих в ряде стран Европы, против принятия буржуазными правительствами и Европейским союзом антинародных мер, против урезания зарплат и пенсий, ликвидации трудовых прав и прав на социальное обеспечение, против бедности и безработицы, коммерциализации здравоохранения, образования, системы социального обеспечения, огромных недостатков в системе гражданской защиты населения от наводнений, землетрясений и пожаров. Опыт пандемии также показал, что стратегия ЕС заключается в укреплении капиталистического рынка и продвижении принципа «затрат-выгод», в результате которого подавляются народные потребности, в жертву приносятся человеческие жизни.
Мы идем в первых рядах борьбы против ликвидации демократических прав, усиления работодательского террора, ограничения деятельности профсоюзов и систематических действий по отмене права на забастовку, против нарушений в сфере персональных данных и расширения рамок ЕС по прослушиванию телефонных разговоров, слежке и надзору за народом, который считают врагом.
Наши партии всеми силами выступают за:
- подписание удовлетворительных коллективных трудовых договоров, существенное повышение заработной платы и пенсий на основании коллективных договоров;
- государственное бесплатное здравоохранение, образование, социальное обеспечение без какого-либо проникновения бизнеса;
- постоянную и стабильную работу с полным соблюдением прав;
- свободную профсоюзную деятельность и защиту права на забастовку;
- компенсацию утраченных доходов, снижение производственных затрат для мелких и средних фермеров вразрез интересам крупных компаний;
- защиту от жесткого налогообложения и деятельности монополий в ущерб самозанятым;
- права беженцев и мигрантов и солидарность с ними.
Боремся:
- Против империалистических войн и противоречий, вынуждающих людей покидать свои дома, делая их беженцами и мигрантами. Против нового Пакта о миграции и убежище, который ведет к усилению репрессий со стороны ЕС и правительств и использованию беженцев и мигрантов в качестве дешевой рабочей силы.
- За реальную защиту окружающей среды наперекор прибыли крупного капитала и так называемой «зеленой» стратегии ЕС и буржуазных правительств.
- За развитие классовой борьбы и солидарности, против социального партнерства ЕС, правительств с целью обеспечения прибыльности капитала.
- За реорганизацию и укрепление рабочего и профсоюзного движения, других народных движений, в направлении борьбы с монополиями и капитализмом.
- Как против космополитизма капитала, так и против вводящего в заблуждение евроскептицизма, обслуживающего интересы и агрессию буржуазии всегда в ущерб народам.
- Против фашизма и любого вида расизма, дискриминации по признаку вероисповедания, цвета кожи, пола или сексуальной ориентации. Отвергаем фальшивый «антифашизм» и различные «антифашистские фронты», используемые буржуазными и оппортунистическими политическими силами для дезориентации трудящихся, народных масс и приспособления их к буржуазному управлению, отрывающими фашизм от капиталистической системы, порождающей и использующей его в своих целях, когда нуждается в нем.
- Против антикоммунизма, запретов на деятельность коммунистических партий, преследований их членов и руководящих деятелей, жалкой «охоты на ведьм», развязанной ЕС и буржуазными правительствами.
Мы выражаем нашу международную солидарность со всеми борющимися народами, с Кубой и кубинским народом, выступаем против бесчеловечного эмбарго и империалистических планов США и ЕС.
Мы выступаем против империалистической войны и за выход наших стран из империалистических планов и организаций. Отвергаем иллюзии, распространяемые буржуазными и оппортунистическими силами о том, что могла бы быть другая «лучшая европейская архитектура безопасности» или мог бы быть НАТО «без военных планов и наступательных систем вооружений на территории его стран-членов», либо «миролюбивый ЕС».
«Да» Европе народного процветания, мира, социализма
Через классовую борьбу трудящихся появляется перспектива иной Европы, Европы благосостояния народов, социального прогресса, демократических прав, равноправного сотрудничества, мира и социализма.
Вот почему мы боремся за выход из ЕС, НАТО и любого другого империалистического союза вместе с народом, который встанет у власти и построит новый мир, социализм.
Сегодняшнее соотношение сил не вечно и не постоянно. Мы призываем народы решительно усилить борьбу против Европейского союза, союза капитала, который посягает на права народов, и:
- активно отражать яростные нападки монополий, правительств и всех буржуазных партий, обслуживающих их интересы;
- бороться за решение каждой народной проблемы;
- на выборах в Европейский парламент 6-9 июня 2024 года поддержать всеми возможными и уместными способами борьбу коммунистических и рабочих партий, осуждающих ЕС;
- ослабить партии, поддерживающие ЕС и его политику, а также войну и защищающие интересы и т.н. «безальтернативный европейский путь» капитала, ратующие за так называемую «демократизацию» ЕС.
Поддержка коммунистических и рабочих партий - это единственная настоящая опора для народа, который почувствует это на следующий день.
Коммунисты последовательно выступают против ЕС именно потому, что у них нет никаких обязательств перед ним. Поэтому они ответственно и своевременно информируют народ и идут в первых рядах организации классовой борьбы, и это единственный путь, который может сдержать антинародные нападки стратегии капитала и, идя по которому, народ может добиться каких-то побед. Усиление позиций коммунистов является прежде всего гарантией того, что рабочая народная борьба продолжится, станет сильнее, приобретет перспективу и содержание, она будет нацелена на реального противника, капиталистическую систему, монополии, власть и их союзы, такие как ЕС, на их свержение, на построение социализма.

Sacando fuerza de las luchas obreras y populares, luchamos contra la UE de las guerras imperialistas, la explotación capitalista, por la Europa de paz, prosperidad popular, socialismo
Los Partidos Comunistas y Obreros de los países miembros de la Unión Europea, de los Estados vinculados a ella y de otros países europeos, que suscribimos esta Declaración de cara a las elecciones europeas del junio de 2024, nos dirigimos a los trabajadores, los autónomos, los campesinos pobres, las mujeres y los jóvenes de capas populares, a los pensionistas y los inmigrantes.
Hoy, los pueblos de Europa han acumulado experiencia negativa y dolorosa de la Unión Europea y su estrategia, la política antipopular de los gobiernos y los partidos que la sirven, experimentan el ataque constante del capital y son llamados a dar su propia respuesta, fortalecer la lucha por sus derechos, contra el sistema de explotación capitalista y sus apoyos.
¿Qué es y a quién sirve la Unión Europea?
La Unión Europea es una unión económica, política y militar interestatal imperialista de los monopolios, contraria a los intereses de la clase obrera y las demás capas populares.
100 años después del fallecimiento de Lenin, el análisis de validez intemporal de que “los Estados Unidos de Europa bajo el capitalismo son imposibles o reaccionarios”, se ha confirmado en repetidas ocasiones.
La Unión Europea no fue fundada por los pueblos ni sirve a sus intereses. Al contrario! Las burguesías de los países de la Unión Europea se han aliado contra la clase obrera y el pueblo en cada país. La Unión Europea no está ni puede estar nunca a favor del pueblo. Su objetivo es la concentración y centralización del capital, las guerras e intervenciones imperialistas, la promoción de su estrategia para el máximo fortalecimiento del grado de explotación de la clase obrera, lo que conduce a la pobreza, la miseria, la carestía, los refugiados, la represión brutal, el fichaje y el anticomunismo.
Los escándalos desatados en el Parlamento Europeo en el que dominan los lobbies de corrupción, confirman el carácter reaccionario de la UE como asociación del capital a costa de los pueblos. Las resoluciones - ultimátums de guerra, los reglamentos antipopulares y las directivas antilaborales - tienen como objetivo servir a la rentabilidad de los monopolios y aplastar la vida y los derechos de los trabajadores.
La UE a la vanguardia de las políticas antipopulares y las guerras injustas
Una consecuencia de la intensificación de los antagonismos entre los monopolios por sus ganancias son las intervenciones y las guerras imperialistas, como la que estalló en 2022 con el conflicto entre la Ucrania capitalista y sus aliados (EE.UU, OTAN y UE) y la Rusia capitalista (y sus aliados), por el control de los mercados, los recursos naturales y las rutas de transporte de energía y mercancías.
Denunciamos a la Unión Europea como uno de los orquestadores, financiadores y parte de la guerra imperialista en Ucrania; nos oponemos a la guerra y a cualquier tipo de implicación de nuestros países, que los convierte en bases de guerras e intervenciones y objetivo de represalias. El riesgo de generalización de la guerra aumenta, incluso con el peligro del uso de armas nucleares.
En el mismo contexto de antagonismos, se están acelerando los planes criminales y la inhumana intervención imperialista del Estado ocupante de Israel con el apoyo de EE.UU, UE, OTAN, que pretenden blanquearlopor el genocidio y el desplazamiento inhumano del pueblo palestino de sus tierras. Su objetivo es controlar las rutas comerciales y energéticas estratégicas en el eje geopolíticamente crítico para los intereses imperialistas del Mediterráneo Sur-oriental, los estrechos del Mar Rojo, llevando a los pueblos al infierno.
Expresamos nuestra plena solidaridad con el pueblo palestino, unimos nuestra voz a las masivas e impactantes manifestaciones obreras y populares en todo el mundo en defensa de su justa lucha por deshacerse de la ocupación israelí.
Al mismo tiempo, revelamos y luchamos contra la creciente militarización de la Unión Europea a través de la promoción de su llamada "Estrategia Global" que supone grandes peligros para los pueblos, la creación de formaciones militares, como la PESCO (Cooperación Estructurada Permanente), y el Euroejército, misiones como "Aspides" en el Mar Rojo.
Las guerras e intervenciones imperialistas de la UE y los gobiernos burgueses, además de la masacre de pueblos, la disolución de países, las cargas económicas sobre las espaldas de los pueblos, y los millones de desarraigados, además provocan la mayor destrucción del medio ambiente, de la que hipócritamente se preocupanemitiendo las llamadas declaraciones "verdes" y digitales. Nuestros partidos se oponen a la llamada explotación "verde"y saqueodigital de los trabajadores. Con el pretexto de proteger el medio ambiente y utilizar las nuevas tecnologías digitales en detrimento de los trabajadores, exacerbando su explotación, provocando la intensificación del trabajo flexible y extenuante, con jornadas laborales inhumanas que conducen a crímenes patronales, a la expansión del teletrabajo, sin derechos ni convenios colectivos, con una escalada de la intimidación patronal.
La liberalización de la energía, la llamada bolsa de la energía y la estrategia de la transición "verde" de la Unión Europea y de los gobiernos burgueses han agravado aún más la pobreza energética, la escalada de la carestía y la inflación mientras los gigantes de la energía se enriquecen.
La Política Agrícola Común (PAC) y la transición "verde" amenazan la supervivencia de los agricultores y ganaderos y han provocado un aumento de los costes de producción para garantizar los beneficios de los grupos agro-alimentarios, los comerciantes e industriales, los monopolios de energía, etc.
La Unión Europea y los gobiernos burgueses impulsan el Pacto de Estabilidad actualizado, los llamados Semestres Europeos de estricta disciplina presupuestaria, que suponen duras medidas contra los trabajadores y un ataque a los derechos laborales y de seguridad social, mientras priman la rentabilidad de los grupos empresariales. En este contexto, se mantiene el desempleo en un nivel elevado (16 millones), se intensifica la fiscalidad salvaje, que grava a la clase trabajadora y a las capas populares y exime de impuestos al gran capital. Los tipos de interés del Banco Central Europeo (BCE) se disparan. Todo ello está llevando a que los salarios y las pensiones desaparezcan mucho antes de fin de mes, a que 95 millones de personas vivan en condiciones de pobreza, a que millones más se ahoguen en deudas, se enfrenten a subastas y a innumerables impasses.
Levantamos un muro combativo contra la UE antipopular
Nuestros partidos están librando la batalla cada día, situándose a la vanguardia de la lucha en las grandes huelgas y manifestaciones de los trabajadores que tienen lugar en varios países de Europa. Luchamos contra las medidas antipopulares impuestas por los gobiernos burgueses y la Unión Europea, contra la reducción de salarios y pensiones, la abolición de los derechos laborales y de seguridad social, el reciclaje de la pobreza y el desempleo, la comercialización de la salud, la educación, la asistencia social, las dramáticas deficiencias en la protección civil contra inundaciones, terremotos e incendios. La experiencia de la pandemia también ha demostrado que la estrategia de la Unión Europea es fortalecer el mercado capitalista y promover el criterio de la relación de costo-beneficio, que ignora las necesidades populares sacrificando vidas humanas.
Encabezamos la lucha contra la abolición de los derechos democráticos, la intensificación de la intimidación patronal, la restricción de la actividad sindical y el esfuerzo sistemático de abolición del derecho de huelga, la violación de los datos personales y la ampliación del marco de interceptación y vigilancia de la Unión Europea con el pueblo "enemigo" como objetivo principal.
Nuestros Partidos con todas sus fuerzas exigen:
- Convenios Colectivos de Trabajo satisfactorios, aumentos sustanciales de salarios y pensiones.
- Salud, educación y asistencia social, totalmente públicos y gratuitos sin injerencias empresariales.
- Trabajo fijo y estable con plenos derechos.
- Libre actividad sindical y defensa del derecho de huelga.
- Reposición de los ingresos perdidos y reducción de los costes de producción para los pequeños y medianos agricultores frente a los intereses de los grandes grupos empresariales.
- Protección de los autónomos de la fiscalidad salvaje y de la acción de los monopolios.
- Solidaridad y derechos para los refugiados e inmigrantes.
Luchamos:
- Contra las guerras y antagonismos imperialistas que obligan al desarraigo a refugiados y migrantes. Contra el nuevo Pacto de Inmigración y Asilo que intensifica la represión de la UE y de los gobiernos, y los destina como mano de obra barata.
- Por la protección efectiva del medio ambiente frente a los beneficios del gran capital y la llamada estrategia "verde" de la UE y los gobiernos burgueses.
- Por el desarrollo de la lucha de clases y la solidaridad, contra la colaboración social de la UE y los gobiernos para garantizar la rentabilidad del capital.
- Por el reagrupamiento y el fortalecimiento del movimiento sindical obrero, otros movimientos populares, en dirección de lucha contra los monopolios y el capitalismo.
- Contra el cosmopolitismo del capital y el euroescepticismo engañoso, que sirve a las aspiraciones y agresiones de la burguesía siempre a costa de los pueblos.
- Contra el fascismo y todas las formas de racismo, discriminación por religión, color, género u orientación sexual. Rechazamos el falso "antifascismo" y los diversos "frentes antifascistas" que las fuerzas políticas burguesas y oportunistas los utilizan para atrapar a las fuerzas obreras y populares en la gestión burguesa, desvinculando al fascismo del sistema capitalista que lo genera y lo utiliza cuando es necesario.
- Contra el anticomunismo, las prohibiciones de la actividad de los partidos comunistas, la persecución de sus miembros y cuadros, la miserable “caza de brujas” lanzada por la UE y los gobiernos burgueses.
Expresamos nuestra solidaridad internacionalista con todos los pueblos en lucha. Con Cuba y el pueblo cubano, contra el bloqueo inhumano y los planes imperialistas de EE.UU. y la Unión Europea.
Nos oponemos a la guerra imperialista y luchamos por la retirada de nuestros países de las alianzas imperialistas y sus planes y rechazamos las ilusiones difundidas por las fuerzas burguesas y oportunistas de que podría haber otra “mejor arquitectura de seguridad europea”, o una OTAN "sin planes de guerra ni sistemas de armas ofensivas en sus territorios", o una "Unión Europea pacífica".
Sí a la Europa de prosperidad de los pueblos, de paz, de socialismo.
A través de las luchas clasistas de los trabajadores, emerge la perspectiva de otra Europa, la de prosperidad de los pueblos, de progreso social, de derechos democráticos, de cooperación igualitaria, de paz, de socialismo.
Por eso luchamos por la salida de la Unión Europea, de la OTAN y de todas las demás alianzas imperialistas, con el pueblo en el poder, construyendo el nuevo mundo, el socialismo.
La actual correlación fuerzas negativa no es eterna ni está dada. Llamamos a los pueblos a fortalecer decididamente su lucha contra la Unión Europea, la unión del capital, que ataca los derechos de los pueblos, para:
- Repeler decisivamente el ataque feroz de los monopolios, de los gobiernos y de todos los partidos burgueses que sirven a sus intereses.
- Fortalecer su lucha por todos los problemas populares.
- Apoyar de todas las formas posibles y adecuadas en la batalla de las elecciones europeas, del 6 al 9 de junio de 2024, a los Partidos Comunistas y Obreros que condenan a la UE.
- Debilitar a los partidos que apoyan a la UE y sus políticas, que apoyan la guerra y defienden los intereses del capital, la supuesta "democratización" de la UE.
El apoyo a los Partidos Comunistas y Obreros es la única esperanza real del pueblo, que dará sus frutos el próximo día.
Los comunistas precisamente porque se oponen consecuentemente a la Unión Europea, no tienen ningún compromiso con ella. Por eso informan a tiempo al pueblo y se ponen a la cabeza de la organización de la lucha de clases, que es la única manera de poner obstáculos al ataque antipopular de la estrategia capitalista, de conseguir respiros de alivio. Pero su fortalecimiento es, sobre todo, una garantía de que las luchas de los trabajadores continuarán, se fortalecerán, adquirirán una perspectiva y un contenido que apunte al verdadero adversario, el sistema capitalista, los monopolios, el poder y sus alianzas, como la UE, por su derrocamiento, por el socialismo.
- ¡NO a la UE del capital, de los monopolios y de la guerra!
- ¡Fortalezcamos a los Partidos Comunistas, que son la garantía del fortalecimiento de las luchas populares!
- ¡Por una Europa de prosperidad de los pueblos, paz, justicia social, socialismo!
