Communist Party of Mexico: Obrador's "nueva normalidad" protects the monopolies' interests

Statement by the Political Bureau of the Central Committee of the Communist Party of Mexico (PCM) on the political developments in the country and AMLO government's policies:

The “new normal” has meant more risks and greater exploitation for the working class

One month after the start of the “new normal” was announced, amid a high degree of virus spread;  without having contained the pandemic or reduced its spread, it is necessary to take stock of what it has meant for the working class.

Such a measure could be expected to be based on a public health policy that would attack the underlying problem to control the pandemic.  However, the concern of the Federal Government and the Ministry of Health has only been to manage the disease based on the weakened hospital structure;  which has resulted in the continued alarming growth in the number of infected and deceased.  Proof of this is the definition of the "epidemiological traffic light" and its modifications, which report the level of hospital saturation, but not the level of infections and deaths.  The messages of the state and federal governments regarding the "orange" traffic light have meant the flag for the opening of more companies and the carelessness of various sectors of the population, due to the confusion and discrediting of government messages.  In its eagerness to justify the total reincorporation of the working class to productive work and the synchronization of the "new normal" to the times of the TMEC, the health of workers is sacrificed with lousy communicational measures such as the "new normal" and the  "epidemiological traffic light".

This confirms that the government's objective (at all three levels) is to protect the interests of the monopolies, who were urged to reactivate the production cycle;  and not protect the health and life of the population.  The new normal involves the return of workers to their workplaces, regardless of the risk of getting Covid-19. The New Normal is the integration of the risk of the Covid-19 to other work risks, since capital does not matter at all if a proletarian dies from an industrial accident, be it a collapse in a mine, a fire, an electrocution, or by contagion  of coronavirus, as long as it is available to be exploited and to extract the surplus value.

The government argues that the applied policy was the best possible, presenting it as a "lesser evil" compared to other possible scenarios;  but in these 30 days the number of deaths has tripled, going from 10,000 on June 1 to more than 30,000 on July 4 and almost tripling the number of infections from more than 90,000 to more than 252,000, increasing the average  from daily contagions of 400 to more than 700. All the affirmations that our Party made a month ago when this “new normal” began, which in fact has meant more risks and greater exploitation for the working class.

However, we are among the 10 countries with the highest number of contagion, for the simple reason that the working class cannot “stay at home” when their subsistence is not guaranteed and they must go out to work in order not to suffer from hunger.

The return to work at a time of high contagion is a sign of the irrationality of the capitalist economic system, since the wealth generated would allow the protection of workers in their homes with the right to the consumer goods necessary for their subsistence;  notwithstanding the private appropriation of wealth in the hands of monopolies which in itself condemns large masses of workers to hunger and unemployment, today it condemns workers to sacrifice their health to the goal of maximum profit.

Among the sectors of workers most affected are those corresponding to the health sector, whose situation is aggravated by the precarious situation in which they work, as a result of the routes of privatization of public health.  Another sector widely affected is the industrial workers without possibilities of keeping the required sanitary measures;  Such is the example of the outbreaks of contagion that arose among workers in the maquilas in northern Mexico City or in border cities such as Tijuana, Mexicali and Ciudad Juárez.

The PCM condemns the actions of the current Mexican governor, who as manager of the interests of the monopolies decrees the "new normal" at the cost of the health and life of the workers.  In the face of the actions of this barbaric system, it is reaffirmed that the only route that guarantees the human existence of the workers is a society where the interest of the maximum profit of the monopolies does not reign, but the well-being of the workers: socialism-communism.

We call for the reactivation of labor activities to reactivate the worker-employer struggle, not to accept re-employment with lower working conditions or cut wages; to group the thousands of unemployed and precarious workers;  not to accept the cuts proposed by the government in the midst of the health emergency;  to ensure basic security conditions in the face of the pandemic.

La “nueva normalidad” ha significado más riesgos  y mayor explotación para la clase obrera

A un mes de que se anunciara el inicio de la “nueva normalidad”, en medio de un alto grado de propagación del virus; sin haber contenido la pandemia o menguado su propagación, es necesario hacer un balance de lo que ésta ha significado para la clase obrera.

Podría esperarse que tal medida se sustentara en una política de salud pública que atacara el problema de fondo para controlar la pandemia. Sin embargo, la preocupación del Gobierno Federal y la Secretaría de Salud ha sido únicamente administrar la enfermedad en función de la debilitada estructura hospitalaria; lo que ha resultado en la continuación del crecimiento alarmante en el número de contagiados y fallecidos. Muestra de ello es la definición del "semáforo epidemiológico" y sus modificaciones, que reportan el nivel de saturación hospitalaria, más no el nivel de contagios y muertes. Los mensajes de los gobiernos estatales y federal respecto al semáforo "naranja" han significado el banderazo para la apertura de más empresas y la despreocupación de diversos sectores de la población, a causa de la confusión y el descredito de los mensajes gubernamentales. En su afán de justificar la reincorporación total de la clase obrera a las labores productivas y la sincronización de la "nueva normalidad" a los tiempos del TMEC, se sacrifica la salud de los trabajadores con pésimas medidas comunicacionales como la "nueva normalidad" y el "semáforo epidemiológico".

Esto confirma que el objetivo del gobierno (en sus tres niveles) es resguardar los intereses de los monopolios, a quienes les urgía la reactivación del ciclo productivo; y no proteger la salud y la vida de la población. La nueva normalidad implica el regreso de los trabajadores a sus centros de trabajo, sin importar el riesgo que existe de contagiarse de Covid-19. La Nueva Normalidad es la integración del riesgo del Covid-19 a otros riesgos de trabajo, pues al capital no interesa en absoluto si un proletario muere por un accidente industrial, sea un derrumbe en una mina, un incendio, una electrocución, o por contagio de coronavirus, siempre y cuando esté disponible para que se le explote y se le extraiga la plusvalía.

El gobierno argumenta que la política aplicada fue la mejor posible, presentándola como un “mal menor” respecto a otros posibles escenarios; pero en estos 30 días se ha triplicado la cantidad de muertos pasando de 10 mil el 1 de junio a más de 30 mil el 4 de julio y casi triplicando la cantidad de contagios de más de 90 mil a más de 252 mil, aumentando el promedio de contagios diarios de 400 a más de 700. Confirmándose todas las afirmaciones que nuestro Partido hizo hace un mes cuando se iniciaba esta “nueva normalidad”, lo que en los hechos ha significado más riesgos y mayor explotación para la clase obrera.
No obstante, que estamos entre los 10 países con mayor número de contagio, por la simple razón de que la clase obrera no puede “quedarse en su casa” cuando no tiene garantizada su subsistencia y debe salir a trabajar para no padecer hambre.

El regreso a las labores en un momento de alto contagio es la muestra de la irracionalidad del sistema económica capitalista, pues la riqueza generada permitiría el resguardo de los trabajadores en sus casas con derecho a los bienes de consumo necesarios para su subsistencia; no obstante la apropiación privada de la riqueza en las manos de los monopolios que de por sí condena a grandes masas de trabajadores al hambre y el desempleo, hoy condena a los trabajadores a sacrificar su salud al objetivo de la máxima ganancia.

Entre los sectores de trabajadores más afectados están los correspondientes al sector salud, cuya situación se agrava por la situación precaria en que laboran, producto de las rutas de privatización de la salud pública. Otro sector ampliamente afectado son los obreros industriales sin posibilidades de guardar las medidas sanitarias requeridas; tal es el ejemplo de los brotes de contagio surgidos entre los obreros de las maquilas del norte de la ciudad de México o en ciudades fronterizas como Tijuana, Mexicali y Ciudad Juárez.

El PCM condena la actuación del actual gobernó mexicano, que como gestor de los intereses de los monopolios decreta la “nueva normalidad” a costa de la salud y la vida de los trabajadores. Ante las acciones de este sistema de barbarie se reafirma que la única ruta que garantiza la existencia humana de los trabajadores es una sociedad donde no reine el interés de la máxima ganancia de los monopolios, sino el bienestar de los trabajadores: el socialismo-comunismo.

Llamamos a que ante la reactivación de las actividades laborales, se reactive también la lucha obrera-patronal, a no aceptar la recontratación con condiciones de trabajo inferiores ni salarios recortados; a agrupar a los miles de desempleados y trabajadores precarios; a no aceptar los recortes propuestos por el gobierno en medio de la emergencia sanitaria; a asegurar condiciones básicas de seguridad ante la pandemia.
