Communist Party of the Workers of Spain: Assessment of the three years of PSOE-UP coalition government

Statement of the Central Committee of the Communist Party of the Workers of Spain (PCTE): Adopted by the 6th Plenary Session of the Central Committee

Assessment on the Three Years of the Government of Social Democratic Coalition

On December 30th, 2019 Pedro Sánchez and Pablo Iglesias signed the “progressive coalition” agreement that led, in January 2020, to the inauguration of the first Spanish Government of coalition after the Transition with Pedro Sánchez as Prime Minister.

Today, when the PSOE-UP Government has existed for three years, the Central Committee of the Communist Party of the Workers of Spain considers it is necessary to make an assessment of these 36 months of Government and expose its viewpoints on the effect it has had and is currently having on life and labor conditions of the working-class and people's majority in our country.

1) The Government of coalition has not changed in any way the foundations on which the exploitation in Spain is laid.

The context in which the Government of coalition was set in was an economic deceleration pointing to a new crisis, which would serve to capitalist agencies like the EU or the IMF, according to the governments in each country, to launch a new campaign of demands for “structural reforms”, a larger inner flexibility in companies for employers, and a larger “opening” of the labor market.

The crisis catalyzed by the pandemic, which outbroke in March 2020, being so hard and after having caused dozens of thousands of deceases in our country, enabled the newly inaugurated government to quickly carry out an ensemble of measures addressed to update the mechanisms of exploitation in Spain.

The various proposals enshrined in the Government agreement and the policies exerted all over these years have caused no significant change in the conditions under which the capitalist exploitation is carried out in Spain. On the contrary, most of them have meant a boost, a new turn of the screw, for capitalist exploitation. They have further settled and legitimated it for the working-class majority.

Globally, the policies of the Government of social democratic coalition have essentially benefited capitalists. The figures in public expense devoted to soothe the effects of the crisis for the working-class and people's sections pale against the thousands of millions devoted to safeguard the activity of companies, to safeguard the profits of employers, especially the biggest ones.

The development of temporary collective layoffs, the new laws on teleworking, or the labor reform are some of the measures the Government is bragging about. They are however nothing but evidences of a clear trend being carried out for decades: the extension of a social-labor model in which the social class that creates the wealth is increasingly more subdued to the requirements the social class that grabs the wealth has in each moment.

The measures adopted in the last months against the ruthless increase of costs of living do not tackle any of the root problems that cause the increase of prices. They consist essentially in the State paying for the discounts of sale prices, but the mechanisms of price formation and profits of capitalists are not changed.

The current Government has underpinned such trend —which is not exclusive of our country— by taking advantage of several circumstances in its favor, but especially of the fear of the population to repeat the experiences lived in previous periods of crisis. Thanks to a skillful propaganda campaign, the Government of social democratic coalition is managing to use the fear to the outcomes of capitalism to underpin capitalism. The Government aims to convince broad sections of the working-class majority that its decisions are conceived and carried out for their sake. Meanwhile, the ultimate goal of such decisions —not always easy to see— is to create better conditions for the exercise of capitalist exploitation in Spain.

2) The Government of coalition is fulfilling the historic role of social democracy.

The historic role of social democracy is to stabilize and ensure the continuity of capitalist exploitation when its own dynamics create larger contradictions or when these are more easily conspicuous for the majority of the population. The historic role of social democracy is to conceal the exploitative essence of capitalism and to stop the questioning of capitalism by the working-class majority suffering its outcomes.

The subsequent capitalist crisis we have witnessed have created and deepened serious social problems still unresolved. The forces composing the current Government coalition presented themselves to the population as those capable of solving those problems, concealing that such problems are impossible to solve as long as Spain continues to be a capitalist country, as long as Spain continues to be a member of the European Union, as long as Spain continues to be bound to NATO.

PSOE and Unidas Podemos used the fears and prospects of broad sections of the population to reach the Government, being fully aware that it would be impossible to fulfill the promises made, but fostering the trust —once again— in the parliamentary and institutional solution of social problems. This has always been a trap for the working-class majority.

The broad social mobilizations in the 2008-2014 period were channeled into the institutional path. Trust in government management was requested. Now, it is demanded that no mobilizations against the serious situation we are living in are made because it would ease the work of opposing forces.

The current Government is one of the outstanding disciples of the International Monetary Fund, whose guidance is blindly followed. The current Government is fully committed to safeguard capitalism in Spain and the world, to ensure its continuity, to promote the idea that a “different” management of capitalism is going to solve the problems created by capitalism.

3) The Government of coalition has strengthened the stances favorable to social pact within the trade-union movement, hegemonized by social democracy.

Dog does not eat dog. The influence of the different forces composing the governmental coalition within the trade-union movement in our country is evident. This has enabled the easy incorporation of the boards of the main trade-union organizations to the campaign of support and promotion of the Spanish process of capitalist updating.

The Government and the boards of the most representative trade-union organizations of the country share the analysis and proposals of solving the problems the development of capitalism is facing in Spain. Thus, in spite of some occasional disagreements, the measures favoring capitalists are being adopted in a generalized atmosphere of social peace.

Social democrats no longer make any effort in proposing a different capitalist model, they just work to restrain and manage the worst existing outcomes of capitalism. The assumption of political and economic theories unable to propose alternatives to capitalist development is leading them to a dead end, against which they have to present the confirmation of the most absolute failure in their initial lines as a success. They are accepting and promoting any measure focused on ensuring the interests, investments, and profits of capitalists as long as it comes along with something they can sell as an advance to the working-class majority they claim to be their representatives.

Otherwise, it is not possible to understand the enthusiasm for initiatives like the RED mechanism —which is actually a mechanism to safeguard business investments—, the promotion of teleworking —meaning an individualization of labor relations, which always favors employers—, or the labor reform —which aims to change the statistics on temporariness and precariousness while precarious labor without effective rights is spreading—. Not to mention cosmetic measures against the increase of costs of living or bad jokes like the so-called “Riders Law” —which does nothing but repeat what was already clear in the Statute of Workers—, or the banning of layoffs and evictions, which has not ended with neither layoffs nor evictions.

The last General Strike called in Spain was in 2012, more than 10 years ago. Since then, the rates of poverty risk and the index of material lack have increased. Spain is already the second country in the EU as of number of poor workers. In this situation, accepting the limits imposed by the parliamentary game, accepting the frameworks for action imposed by the State and the EU, and pretending to legitimize them is a dishonest attitude towards the toiling people that should be fought.

4) The Government of coalition means the subordination of the new social democracy to the old social democracy.

The Government pact was worked out based on the PSOE electoral program, which Unidas Podemos fully subordinated itself to, losing on the way some of their top proposals like the demand to repeal the two labor reforms in the decade, which finally became the repeal only “the most harmful features” of the 2012 reform.

All over 2022 we have witnessed how what we were exposing in 2020 was becoming true, as it was confirmed that the pact meant the acceptance of the foreign and international policies of the subsequent Spanish Governments, based on reinforcing the presence in the EU and NATO in order to protect the interests of Spanish monopolies abroad.

We think it is convenient to ask whether the way to struggle from the Government for a new kind of international relations is by organizing the last NATO Summit and the recent NATO Parliamentary Assembly in Madrid. Whether the interests of workers are defended by keeping military agreements with the USA and enlarging the presence of their military forces in the bases located in Spain. Whether world peace is defended by sending weapons to Ukraine and deploying troops abroad. Whether stability, peace, and development in Northern Africa and the Mediterranean is ensured by agreeing with Morocco the giving up of Western Sahara. Whether the migration issue created by imperialism is solved by killing with impunity migrant workers in the Melilla border fence.

The claims on the parliamentary correlation of forces and the maneuvers to attempt to detach from certain kinds of measures adopted in the Council of Ministers do not conceal the fact that all the forces of the coalition are responsible for all the policies adopted by the Government.

5) The Government of coalition resorts to “anti-fascism” in order to legitimate itself and divert attention from the true class nature of the measures it adopts.

The “anti-fascist alert” —with which Pablo Iglesias started his press conference after the 2018 Andalusian elections, when VOX entered the institutions for the first time— has become one of the main and most used slogans of the Government and its supporters.

Official or informal spokespeople periodically justify government actions, decisions, and measures —including the most clearly aggressive ones towards the interests of the working-class and people's majority— by claiming that there is a greater evil represented by PP and VOX. With such slogan, they pretend to drag behind them all the workers' and people's forces and conceal the fact that their governmental and parliamentary activity is moving in increasingly narrower margins. They pretend as well to conceal that the different proposals of capitalist management in Spain silently share a same strategic goal —ensuring the continuity of capitalist exploitation— and resoundingly disagree in the most suitable way to achieve it.

The growth of reactionary and more openly pro-capitalist stances is a reality coming from several factors, among them the existence of increasingly more sections of the bourgeoisie encouraged by the harmlessness of social democratic policies. The fact that increasingly more sections of the working class are convinced that the improvement in their life and labor conditions goes along with the program of maximum goals of the bourgeoisie and the adoption of speeches seeking to set workers against other workers, because of the continuous frustration of social democratic promises and the disconnection between its speeches and objective reality, should be emphasized too.

Only those who have renounced to any scenario overcoming capitalism can allow themselves to be trapped in the false dilemma between the different options of capitalist management presented to us as the only possible alternatives.

The true dilemma the working-class majority in our country is facing is not between the different possibilities of managing exploitation, but between the forces supporting capitalist management —no matter of what kind— and those who advocate a different model of development, not based on the exploitation of wage labor.

The management of the Government of coalition, beyond noise and clashes in media, has successfully crystallized a basic consensus between the different bourgeois forces and their political representatives, including the peripheral nationalist forces lending their parliamentary support.

The goals of this consensus are:

  1. Updating the Spanish capitalist economy, incorporating the flexicurity model in labor relations, promoting “green” and “digital” economy, and devoting all the State resources at the service of the bourgeoisie, thus hoping to create a more favorable environment for the attraction of investments.
  2. Improving the relative position of the Spanish bourgeoisie through a greater commitment to the strengthening of the EU and NATO, a more thorough integration in the US plans, and a larger presence in Latin America.
  3. Stabilizing the bourgeois political system in the territorial sphere, recovering the involvement of all the peripheral nationalist forces in the management of the State.

Some key manifestations of this consensus are:

  • The enlargement of agreements with the USA as of the use of Spanish military bases.
  • The increase of contributions to NATO and overall increase in GDP percentage devoted to Defense.
  • The increasing contribution to war effort in Ukraine.
  • The European agreements for the creation of NextGenerationEU
  • The adoption of subsequent labor laws consolidating the model of work at demand and State support to companies in order to ensure their assets and investments via RED mechanism, and also introducing teleworking.
  • The strengthening of the bourgeois State apparatus with new measures addressed to repress the workers' and people's movement.

Propaganda and rhetoric cannot conceal the role being played by the Government of coalition and the forces supporting it. Histrionics and weighty words cannot conceal the consensus between the bourgeois forces on the direction the Spanish capitalism should follow.

In the next months, the different election processes will place to working-class majority in our country against new false dilemmas. In them, the choice between different capitalist managers will be presented as the only possible choice, exaggerating the odd differences between these managers and attempting to conceal that all of them agree in the will to maintain the current exploitative system.

The Central Committee of the PCTE calls on the working-class majority not to resign, not to trust in capitalist managers, not to trust in any capitalist Government to solve their economic, social, and labor problems, not to accept that restraining capitalist is the only possibility.

We do not accept the conditions they want to impose to our lives.

We do not accept keeping on the suffering of wondering whether we will be able to heat our houses or fill our pantry.

We do not accept that our wages are increasingly worth less.

We do not accept that it is increasingly more difficult to get a medical appointment, nor we are left without a health center.

We do not accept to be considered as normal that a company calls us to work whenever it wants to and sends us to unemployment when it does not need us.

We do not accept that our stability depends on the profits of employers.

We do not accept that the interests of our employers are the same than our interests.

We do not accept that millions of people are condemned to poverty so a few people can be scandalously rich.

We do not accept to be told this is the only possible thing.

We do not accept any Government asking us to trust in its management in order to solve our problems.

We do not accept that only different options of capitalist management can be chosen.

We do not accept capitalism, as its survival is our condemnation.


The Central Committee of the PCTE calls on reinforcing the class-oriented stances in trade-union organizations; on developing workers' and people's organizations struggling for the improvement to life conditions in all the neighborhoods, villages, and cities; on strengthening the combative students' movement; and on displaying all the activities of resistance and contest to measures favoring capitalists promoted by their governments, on the prospect of overthrowing it, under the certainty that economic and social problems of the working-class and people's majority will be definitely overcome by putting an end to capitalism in Spain.

Balance de los tres años de Gobierno de coalición socialdemócrata

El 30 de diciembre de 2019 Pedro Sánchez y Pablo Iglesias firmaban el acuerdo de “coalición progresista” que llevó, en enero de 2020, a la investidura del primero y a la conformación del primer Gobierno español de coalición tras la Transición.

Hoy, cuando se cumplen tres años de Gobierno PSOE-UP, el Comité Central del Partido Comunista de los Trabajadores de España considera necesario realizar una evaluación de estos 36 meses de gobierno y exponer sus puntos de vista sobre el efecto que ha tenido y está teniendo en las condiciones de vida y trabajo de la mayoría obrera y popular de nuestro país.

1) El Gobierno de coalición no ha alterado de ningún modo las bases sobre las que se sustenta la explotación en España.

El contexto en que se puso en marcha el Gobierno de coalición era el de una desaceleración económica que apuntaba a una nueva crisis, que serviría a los organismos capitalistas como la UE o el FMI, de acuerdo con los gobiernos de cada país, para lanzar una nueva campaña de exigencia de “reformas estructurales”, mayor flexibilidad interna en las empresas a favor de la patronal y más “apertura” del mercado laboral.

La crisis catalizada por la pandemia, que estalló en marzo de 2020, con toda su dureza y tras causar decenas de miles de fallecimientos en nuestro país, permitió al recién estrenado Gobierno desarrollar con rapidez todo un conjunto de medidas encaminadas a modernizar los mecanismos de explotación en España.

Las distintas propuestas recogidas en el acuerdo de Gobierno y las políticas que se han ejecutado a lo largo de estos años no han supuesto una alteración significativa de las condiciones en que se desarrolla la explotación capitalista en España. Al contrario, en su mayoría han supuesto un impulso, una nueva vuelta de tuerca, a la explotación capitalista, la han asentado y la han legitimado aún más ante la mayoría trabajadora.

En términos globales, las políticas del Gobierno de coalición socialdemócrata han beneficiado esencialmente a los capitalistas. Las cifras de gasto público destinado a paliar los efectos de la crisis en los sectores obreros y populares palidecen ante los miles de millones destinados a salvaguardar la actividad de las empresas, a salvaguardar las ganancias de los empresarios, especialmente de los más grandes.

El desarrollo de los ERTE, la nueva legislación sobre el teletrabajo o la reforma laboral son algunas medidas de las que presume el Gobierno, pero no son otra cosa que muestras de una tendencia clara, que lleva desarrollándose varias décadas: la extensión de un modelo socio-laboral en el que la clase social que crea la riqueza se ve cada vez más sometida a las necesidades que en cada momento tiene la clase social que acapara la riqueza.

Las medidas adoptadas en los últimos meses ante el brutal encarecimiento del coste de la vida no abordan ninguno de los problemas de fondo que generan las subidas de precios. Consisten esencialmente en que el Estado asuma el coste de lo que descuenta de los precios de venta, pero quedan inalterados los mecanismos de conformación de precios y los beneficios de los capitalistas.

El actual Gobierno ha apuntalado esa tendencia, que no es exclusiva de nuestro país, aprovechando varias circunstancias a su favor, pero sobre todo el temor de la población a repetir lo vivido en anteriores períodos de crisis. Con una hábil campaña de propaganda, el Gobierno de coalición socialdemócrata está logrando utilizar el miedo a las consecuencias del capitalismo para apuntalar el capitalismo. El Gobierno aspira a convencer a amplios sectores de la mayoría trabajadora de que sus decisiones se conciben y desarrollan para su beneficio, mientras el objetivo final de esas decisiones, no siempre fácil de ver, es el de generar unas mejores condiciones para el ejercicio de la explotación capitalista en España.

2) El Gobierno de coalición está cumpliendo el papel histórico de la socialdemocracia.

La función histórica de la socialdemocracia es la de estabilizar y garantizar la continuidad de la explotación capitalista en momentos en que su propia dinámica interna genera mayores contradicciones o cuando éstas son más fácilmente visibles por la mayoría de la población. El papel histórico de la socialdemocracia es encubrir la esencia explotadora del capitalismo y cerrar el paso a un cuestionamiento del mismo por parte de la mayoría trabajadora que sufre sus consecuencias.

Las sucesivas crisis capitalistas que hemos vivido han generado y profundizado graves problemas sociales que siguen sin resolverse. Las fuerzas que componen la actual coalición de Gobierno se presentaron ante la población como capaces de dar solución a esos problemas, ocultando que tales problemas son realmente imposibles de solucionar en tanto España continúe siendo un país capitalista, en tanto España continúe siendo miembro de la Unión Europea, en tanto España continúe vinculada a la OTAN.

PSOE y Unidas Podemos utilizaron los temores y las expectativas de amplios sectores de la población para llegar al Gobierno siendo muy conscientes de que sería imposible cumplir las promesas realizadas, pero fomentando con ello la confianza, una vez más, en la solución parlamentaria e institucional a los problemas sociales, que siempre ha sido una trampa para la mayoría trabajadora.

Las amplias movilizaciones sociales del período entre 2008 y 2014 fueron canalizadas hacia la vía institucional, se solicitó confianza en la gestión gubernamental y ahora se exige que no haya movilizaciones ante la grave situación que vivimos porque sería facilitar el trabajo a las fuerzas de oposición.

El actual Gobierno es uno de los discípulos aventajados del Fondo Monetario Internacional, cuyas orientaciones sigue prácticamente al pie de la letra. El actual Gobierno está plenamente comprometido con salvaguardar el capitalismo en España y en el mundo, con garantizar su continuidad, con fomentar la idea de que una gestión “distinta” del capitalismo va a resolver los problemas que el mismo capitalismo genera.

3) El Gobierno de coalición ha fortalecido las posiciones favorables al pacto social en el movimiento sindical, hegemonizado por la socialdemocracia.

Perro no come perro. La influencia de las distintas fuerzas que componen la coalición gubernamental es evidente en el movimiento sindical de nuestro país. Esto ha servido para incorporar con facilidad a las cúpulas de las principales organizaciones sindicales a la campaña de apoyo y promoción del proceso de modernización capitalista español.

Gobierno y cúpulas de las organizaciones sindicales más representativas del país comparten análisis y propuestas de solución a los problemas a los que se enfrenta el desarrollo capitalista en España, de modo que, a pesar de algunos desacuerdos puntuales, las medidas que favorecen a los capitalistas se van adoptando en un ambiente generalizado de paz social.

La socialdemocracia ya no se esfuerza por plantear un modelo capitalista distinto, sino por contener y gestionar las peores consecuencias del capitalismo que hay. La asunción de teorías políticas y económicas incapaces de plantear alternativas al desarrollo capitalista les conduce a un callejón sin salida ante el que tienen que presentar como éxitos lo que no es sino la constatación del fracaso más absoluto de las que eran sus banderas iniciales. Aceptan y promueven cualquier medida destinada a garantizar los intereses, las inversiones y las ganancias de los capitalistas siempre que ésta venga acompañada de algo que puedan vender como un avance a la mayoría trabajadora a la que dicen representar.

De otra forma no es posible entender el entusiasmo hacia iniciativas como el mecanismo RED, que en realidad es un mecanismo de salvaguardia de las inversiones empresariales, hacia el fomento del teletrabajo, que supone una individualización de la relación laboral que siempre favorece a la patronal, o hacia la reforma laboral, que pretende alterar las estadísticas de temporalidad y precariedad mientras el trabajo precario y sin derechos efectivos se va extendiendo. Por no mencionar las cosméticas medidas ante el encarecimiento del coste de la vida o bromas de mal gusto como la llamada “ley rider” -que no hace más que reiterar lo que ya estaba claro en el Estatuto de los Trabajadores-, la prohibición de los despidos o de los desahucios, que no han acabado ni con unos ni con otros.

La última Huelga General convocada en España fue en 2012, hace más de diez años. Desde entonces, se han incrementado las tasas de riesgo de pobreza y los índices de carencia material, y España ya ocupa el segundo lugar en la UE en cuanto al número de trabajadores pobres. En esta situación, aceptar los límites que impone el juego parlamentario, aceptar los marcos de actuación que imponen el Estado y la UE y pretender legitimarlos es una actitud deshonesta hacia el pueblo trabajador, que debe ser combatida.

4) El Gobierno de coalición supone la subordinación de la nueva socialdemocracia a la vieja socialdemocracia.

El pacto de Gobierno se elaboró sobre la base del programa electoral del PSOE, al que Unidas Podemos se sometió completamente, perdiendo por el camino algunas de sus propuestas estrella, como la exigencia de derogación de las dos reformas laborales de la década, que finalmente derivó en derogar únicamente “los aspectos más lesivos” de la reforma de 2012.

A lo largo de 2022 hemos comprobado cómo, aquello que denunciábamos en 2020, se hacía realidad, al confirmarse que el pacto suponía la aceptación de toda la política exterior e internacional de los sucesivos Gobiernos españoles, basada en un reforzamiento de la presencia en la UE y en la OTAN con el objetivo de proteger los intereses de los monopolios españoles en el extranjero.

Creemos conveniente preguntarse si es organizando la última Cumbre de la OTAN y la reciente Asamblea Parlamentaria de la OTAN en Madrid como se lucha desde el Gobierno por un nuevo tipo de relaciones internacionales. Si se defienden los intereses de los trabajadores y trabajadoras manteniendo los acuerdos militares con EEUU y ampliando la presencia de sus fuerzas militares en las bases existentes en España. Si es enviando armas a Ucrania y desplegando tropas fuera de nuestro país como se defiende la paz mundial. Si es pactando con Marruecos la entrega del Sahara como se garantiza la estabilidad, la paz y el desarrollo en el Norte de África y en el Mediterráneo. Si es asesinando impunemente a trabajadores migrantes en la valla de Melilla como se resuelve el problema migratorio generado por el imperialismo.

Los argumentos sobre la correlación de fuerzas parlamentaria y las maniobras para tratar de desmarcarse de cierto tipo de medidas adoptadas en el Consejo de Ministros no ocultan el hecho de que todas las fuerzas de la coalición son corresponsables de todas las políticas aprobadas por el Gobierno.

5)El Gobierno de coalición recurre al “antifascismo” para legitimarse y para distraer la atención sobre el verdadero carácter de clase de las medidas que adopta.

La “alerta antifascista” con la que Pablo Iglesias abrió su rueda de prensa posterior a las elecciones andaluzas de 2018, en las que por primera vez el partido VOX entró en las instituciones, se ha convertido en una de las principales y más recurrentes consignas utilizadas por el Gobierno y sus defensores.

Periódicamente, portavoces oficiales u oficiosos justifican acciones, decisiones y medidas gubernamentales, incluidas aquellas que más nítidamente suponen una agresión a los intereses de la mayoría obrera y popular, argumentando que existe un mal mayor que representan el PP y VOX. Con esta consigna pretenden arrastrar tras de sí a todas las fuerzas obreras y populares y ocultar el hecho de que su actividad gubernamental y parlamentaria se mueve cada vez en márgenes más estrechos, que las distintas propuestas de gestión capitalista en España comparten calladamente un mismo objetivo estratégico, que es garantizar la continuidad de la explotación capitalista, y que disienten sonoramente en la forma más adecuada para lograrlo.

El crecimiento de las posiciones reaccionarias y más abiertamente procapitalistas es una realidad que procede de múltiples factores, pero entre ellos hay que destacar que existen cada vez más sectores burgueses envalentonados ante lo inocuo de las políticas socialdemócratas, y cada vez más sectores obreros que, ante la continua frustración de las promesas de la socialdemocracia, ante la desconexión entre los discursos y la realidad objetiva, se dejan convencer de que la mejora de sus condiciones de vida y trabajo pasa por el programa de máximos de la burguesía y por adoptar discursos que buscan enfrentar a unos trabajadores con otros.

Solamente quien ha renunciado a cualquier escenario de superación del capitalismo puede dejarse atrapar en la falsa dicotomía entre las distintas opciones de gestión capitalista que se nos presentan como únicas alternativas posibles.

El verdadero dilema al que se enfrenta la mayoría trabajadora de nuestro país no es entre distintas posibilidades de gestión de la explotación, sino entre las fuerzas que defienden la gestión capitalista, del tipo que sea, y quienes defendemos un modelo de desarrollo distinto, que no esté basado en la explotación de trabajo asalariado.

La gestión del Gobierno de coalición, más allá del ruido y la confrontación mediática, ha logrado cristalizar un consenso básico entre las distintas fuerzas burguesas y sus representantes políticos, que incluye a las fuerzas nacionalistas periféricas que le prestan apoyo parlamentario.

Este consenso tiene como objetivos:

  1. Modernizar la economía capitalista española, incorporando el modelo de la flexiseguridad en las relaciones laborales, promoviendo la economía “verde” y “digital” y poniendo al servicio de la burguesía todos los recursos del Estado, esperando con ello crear un entorno más favorable para atraer inversiones.
  2. Mejorar la posición relativa de la burguesía española a través de un mayor compromiso con el fortalecimiento de la UE y la OTAN, la integración más profunda en los planes de EEUU y una mayor presencia en América Latina.
  3. La estabilización del sistema político burgués en el plano territorial, con la recuperación de la implicación de todas las fuerzas nacionalistas periféricas en la gestión del Estado.

Algunas manifestaciones claves de este consenso son:

  • La ampliación de los acuerdos con EEUU en materia de uso de las bases militares españolas.
  • El incremento de las aportaciones a la OTAN y el incremento general en el porcentaje del PIB destinado a Defensa.
  • La aportación creciente al esfuerzo bélico en Ucrania.
  • Los acuerdos europeos para la creación de los fondos NextGenerationEU.
  • La aprobación de sucesivas leyes laborales que han consolidado el modelo del trabajo a demanda y el apoyo estatal a las empresas para garantizar sus activos e inversiones, a través del mecanismo RED, así como introducido el teletrabajo.
  • El fortalecimiento del aparato estatal burgués con nuevas medidas dirigidas a reprimir al movimiento obrero y popular.

La propaganda y la retórica no pueden ocultar el papel que está cumpliendo el Gobierno de coalición y las fuerzas que lo apoyan. El histrionismo y las palabras gruesas no pueden ocultar el consenso entre las fuerzas burguesas sobre la orientación que debe seguir el capitalismo español.

En los próximos meses, los distintos procesos electorales colocarán a la mayoría trabajadora de nuestro país ante nuevos falsos dilemas en los que se presentará como única opción posible la elección entre distintos gestores capitalistas, exagerando las diferencias puntuales entre ellos y tratando de ocultar que todos coinciden en la voluntad de mantener el actual sistema de explotación.

El Comité Central del PCTE llama a la mayoría trabajadora a no resignarse, a no confiar en los gestores capitalistas, a no confiar en que sus problemas económicos, sociales y laborales los va a resolver ningún Gobierno capitalista, a no aceptar que solamente cabe contener a los capitalistas.

No aceptamos las condiciones que nos quieren imponer para nuestra vida.

No aceptamos seguir sufriendo por saber si podremos calentar la casa o llenar la despensa.

No aceptamos que nuestros salarios valgan cada vez menos.

No aceptamos que cada vez sea más difícil conseguir cita en el centro de salud, o que nos dejen sin centro de salud.

No aceptamos que se considere normal que la empresa nos llame a trabajar cuando le interese y nos mande al paro en los períodos en que no nos necesita.

No aceptamos que nuestra estabilidad dependa de los beneficios de los empresarios.

No aceptamos que se diga que los intereses de nuestros patrones son los mismos que los nuestros.

No aceptamos que se condene a la pobreza a millones de personas para que unas pocas puedan ser escandalosamente ricas.

No aceptamos que se nos diga que esto es lo único que hay.

No aceptamos a ninguno de los Gobiernos que nos piden que confiemos en su gestión para resolver nuestros problemas.

No aceptamos que solamente se pueda elegir entre distintas opciones de gestión del capitalismo.

No aceptamos el capitalismo, porque su supervivencia es nuestra condena.

El Comité Central del PCTE llama a reforzar las posiciones clasistas en las organizaciones sindicales, a desarrollar las organizaciones obreras y populares que luchan por mejorar las condiciones de vida en todos los barrios, pueblos y ciudades, a fortalecer el movimiento estudiantil combativo y a desplegar todas las actividades de resistencia y contestación a las medidas favorables a los capitalistas que impulsan sus gobiernos, en la perspectiva del derrocamiento, en el convencimiento de que los problemas económicos y sociales que la mayoría obrera y popular solamente serán superados definitivamente poniendo fin al capitalismo en España.
