On the war in Ukraine and China’s “proposals for peace”"

“Peace processes” and related initiatives —in essence settlements through the intervention of powerful imperialist powers— have been taking place in many parts of the world since the very first days of spring.

A French-German “peace plan” is being promoted in Serbia, calling the Serbian government to accept the implicit recognition of the NATO protectorate of Kosovo in exchange for “facilitating” the accession of Serbia and Kosovo to the ranks of Euro-Atlanticism.

A five-party “security conference” between the USA, Israel, Egypt, Jordan and the Palestinian Authority was held in Aqaba, Jordan, with the aim of “de-escalating and preventing further violence” between the perpetrator (Israel) and the victim (the people of Palestine).

In India, first the finance ministers and then the foreign ministers of the G20, i.e. the 20 most powerful capitalist states, discussed global security issues; however, they failed to reach an agreement.

In addition, China put forward its own “12-point plan” for resolving the war in Ukraine, which in the body of the text is not called by its name but is referred to as the “Ukrainian crisis”.

To paraphrase the poet Brecht, we must say that in all the above “peace plans”, “peace” resembles imperialist war and bears its repulsive characteristics. For example, the profits of the monopolies, i.e. the causes that have led to imperialist interventions and wars, continue being the cornerstone of all the above plans.

In this article, we will deal exclusively with the Chinese “peace plan” 1 in regard to the imperialist war in Ukraine.

A strange kind of war...

The truth is that the Russian invasion of Ukraine in February 2022 was only the formal declaration of a war that had been going on for years between the US-NATO-EU powers, which are using Ukraine as their spearhead, and capitalist Russia, which is being utilized as China’s cushion in the latter's acute conflict with the USA over supremacy in the imperialist system.

For sure, we are talking about a strange kind of war. At the same time when thousands of people are being slaughtered in the battles, the capitalists on both sides of the war and their governments still maintain —albeit limited compared to before February 2022— a solid partnership, including trade cooperation.

Thus, for example, Russia continues selling the USA and France uranium for their nuclear facilities. In fact, it covers 20% of the needs of the 92 US nuclear reactors 2, while in 2022 France received 153 tonnes of Russian uranium, covering 15% of its needs 3. Another example: On 2 March, a spacecraft with a four-member crew (including two Americans, one United Arab Emirates astronaut and one Russian cosmonaut), was launched from NASA’s Kennedy Space Center in Cape Canaveral, Florida, heading for the International Space Station. On the same day, the Russian “Gazprom” announced that it had sent 42.4 million cubic metres of natural gas to the EU through the pipelines of war-torn Ukraine, to the delight of its capitalist shareholders. Moreover, the US “Chevron” continues to load the oil it extracts from Kazakhstan at the Russian port of Novorossiysk on the Black Sea, which arrives there via a 1,500-kilometre pipeline passing through the territory of Kazakhstan and Russia. It is through this pipeline that two-thirds of the oil extracted in Kazakhstan are put on the world market.

Moreover, Russian raw materials and other commodities continue to be channelled through “third parties” to the so-called “collective West” —in the words used by Russia to describe the countries enforcing the trade embargo against it— even including Japan or Australia, which are not geographically part of the West.

And, on the other hand, products made in the “Collective West” are sold to Russia through the so-called “Global South”, which is now the name given to countries that do not enforce the anti-Russia embargo, including China, India, Turkey and other countries that are not, of course, in the southern hemisphere of the Earth.

Moreover, new trade corridors are opened up, such as the International North–South Transport Corridor (INSTC), e.g. from Russia to the ports of Iran via the Caspian Sea.

There is something really odd about this “new geography” and similarly about this imperialist war, which, while claiming thousands of lives, mainly of young people in Ukraine and Russia, at the same time continues to proliferate the profits of the few on both sides of the war, who are getting richer...

... and the corresponding Minsk “peace agreements”

The recent Chinese “peace plan is not the first one concerning this war. It was preceded by the so-called Minsk agreements.

Once again, Brecht’s words are perfectly valid for these agreements:

“When the leaders speak of peace

The common folk know

That war is coming.

When the leaders curse war

The mobilization order is already written out.”

It is characteristic that the KKE, from the very first moment, stressed the so-called “diplomatic ambiguity” of the specific Minsk agreements, which suggested that they were only a ceasefire agreement until bloodshed began again.

It is known today from the admissions of Zelenskiy and Merkel that the EU-NATO side did not intend to implement any of those. Furthermore, from a statement by V. Surkov, a former adviser to the Russian President and one of the authors of the Minsk Agreement 2, it is clear that neither the Russian side believed in the implementation of those agreements when it was preparing and signing them 4.

Then why were they prepared and signed, giving false hope to millions of people, first and foremost those in the war zone?

Let us recall that the Minsk Agreements 1 and 2 were signed in 2014 and 2015 respectively, under the auspices of the Organization for Security and Cooperation in Europe (OSCE). Such was their ambiguity about how the notorious independence of the Donbas regions would be implemented while simultaneously preserving the territorial integrity of Ukraine, that the question arose: Why were they signed in the first place? Why had both sides been beating about the bush for 8 years while the carnage continued?

The answer is because they served all sections of the bourgeoisie and expressed a temporary compromise considering the existing correlation of forces!

They served the Ukrainian bourgeoisie, which in the meantime amended the constitution by adopting the orientation towards EU and NATO membership and took new anti-communist and overall anti-democratic measures against those who questioned its geopolitical choices. It also resupplied the army with US and generally Western weapons, rebuilt it and co-opted Azov Battalion-type fascist armed groups into it. Therefore, it needed to win time.

They served the Russian bourgeoisie and the corresponding section of capitalists that had the upper hand in the so-called “People’s Republics” of Donbas, because they mopped up any element within the armed self-defence groups of Donbas that was not under their control. During this time, as if by magic, all the commanders of the armed self-defence groups in Donbas who declared themselves communists and leftists were exterminated. The Russian bourgeoisie took a whole series of measures to control the situation in Donbas, through financing and reorganizing the bourgeois administrative apparatus of the so-called “People’s Republics”, undertaking the equipping of their forces and even promoting extreme right-wing, nationalist armed paramilitary organizations, following the example of the Ukrainian bourgeoisie.

When the various forces involved in the conflict considered that the objectives they had set were achieved and that the balance of power was now in their favour, the Minsk agreements were formally terminated.

That is pretty much how things stand with the Minsk agreements.

The new Chinese plan...

China’s peace plan consists of 12 points, which are more similar to a formulation of “rules” that will allegedly lead to peace, as their initiators claim.

In summary, it is as follows:

Point Ι: Respecting the sovereignty of all countries. Universally recognized international law, including the purposes and principles of the United Nations Charter, must be strictly observed. The sovereignty, independence and territorial integrity of all countries must be effectively upheld. (…)

Point ΙΙ: Abandoning the Cold War mentality. The security of a country should not be pursued at the expense of others. The security of a region should not be achieved by strengthening or expanding military blocs. The legitimate security interests and concerns of all countries must be taken seriously and addressed properly. (...)

Point ΙΙΙ: Ceasing hostilities (...)

Point ΙV: Resuming peace talks (...)

Point V: Resolving the humanitarian crisis (...)

Point VI: Protecting civilians and prisoners of war (POWs) (...)

Point VII: Keeping nuclear power plants safe (...)

Point VIII: Nuclear weapons must not be used and nuclear wars must not be fought (...)

Point IX: Facilitating grain exports (...)

Point X: Stopping unilateral sanctions (...)

Point XI: Keeping industrial and supply chains stable (...)

Point XII: Promoting post-conflict reconstruction. The international community needs to take measures to support post-conflict reconstruction in conflict zones. China stands ready to provide assistance and play a constructive role in this endeavor.

...and its “diplomatic ambiguity”

The first impression that this proposal may give the unsuspecting reader is that it is indeed a good and coherent proposal to finally reach a peaceful solution. There were CPs from other countries who welcomed it, such as the Eurocommunist CP of Spain, which is full of praise for peace, while participating in a government of a NATO member country that is actively involved in the war, sending large quantities of weapons to the reactionary Zelenskiy government. Such is their hypocrisy!

On a second reading, however, any reader of this sentence will understand that we are dealing with yet another “diplomatic ambiguity”.

Thus, the Chinese plan speaks in general terms of “respecting the sovereignty of all countries”, of “the independence and territorial integrity of all countries”. It is noteworthy that the Ukrainian President V. Zelenskiy found these passages of the Chinese proposal positive, assuming that China is referring to the sovereignty and territorial integrity of Ukraine that were abolished by the Russian military invasion in 2022. However, the Russian side also has no objection to these phrases of China’s proposal, as it considers both Crimea, which was annexed to Russia in 2014, and the new regions annexed to the Russian Federation in 2022 to be part of Russia’s sovereignty and territorial integrity. Crimea, Donetsk, Luhansk, Kherson, Zaporizhzhia are considered Russian regions, which are now mentioned by name in Chapter 3, Article 65 of the revised Constitution of the Russian Federation 5.

Therefore we can all understand that China’s proposal, which generally refers to the “territorial integrity” of all countries, contains a lot of “diplomatic ambiguity” and clearly has a double reading, at the same time that China is calling for an end to the use of “double standards” in international relations.

Moreover, all the references about the “security of a country” that “should not be pursued at the expense of others” are already included in the documents of the OSCE, which, in addition to the EU countries, comprises Russia and the USA. Yet all these proclaimed principles and so many other pro-peace declarations that all the bourgeois states have signed up to were unable to prevent the war. Why would the recognition of these same, oft-repeated principles stop it now?

To understand what exactly is going on with this Chinese plan, we need to look at the overall picture, which has two main aspects:

a) The escalation of the conflict and the reinforcement and upgrading of the weapons systems that both sides are using in the military conflict.

b) The so-called reconstruction of Ukraine, including the “new regions”, as Russia describes the territories it has annexed.

The military aspect of China’s involvement in the war

According to Xiang Lanxin, a Chinese professor of World History and Politics, “the Chinese military had overestimated the capabilities of the Russian army. In fact, they should know their Russian counterparts better than anyone else —we have taken part in many joint exercises, we have interacted and held dialogues at many different levels. We have come to believe that, despite its economic problems, Russia remains the world’s second power in the military field. But to be honest, China expected much more from Russian military capabilities. And this is a lesson being taken very seriously into account” 6.

The specific difficulties of the Russian army are clearly being studied by the NATO side as well, particularly in view of the military objectives set by each side. If the Ukrainian side, which is obtaining new weapons from NATO, sets as its military objective the “liberation” of all Ukrainian territories, including Crimea, the Russian side sets as its primary military objective the “liberation” of all the administrative boundaries of the regions it has annexed. Moreover, we cannot overlook the fact that Odesa is the only major city, located in the centre of a strip of territory less than 150 km long, which Russia could seek to occupy in order to complete the total separation of Ukraine from the Black Sea, thus allowing the formation of a land channel with the important “enclave” of Transnistria, the region that has been detached from Moldova and whose leadership has been seeking to be a part of Russia for years.

New weapons are being launched in the battlefields. Their effectiveness is a litmus test not only for their sale in the big arms market, where the USA, Russia, France, China and Germany have a clear lead, but also for the territorial “gains” of each side in the imperialist conflict.

In recent days, the US has been spreading rumours that China is preparing to send new weapons to Russia. In fact, the US has imposed sanctions on the Chinese “Spacety” company, which it accuses of providing aerial photographs to the Russian “Wagner” private army that has emerged as the “spearhead” of Russian military operations on Ukrainian territory. The head of the “Wagner Group”, trying to refute those accusations, claimed that for the past year and a half the private Russian army has had about 20 satellites at its disposal and, thus, it can see any place on Earth and does not need aerial photographs from Chinese satellites 7. At the same time, the confrontation between Wagner and the Russian Ministry of Defence regarding its ammunition supply became known, which, apart from various intrigues within the Russian leadership, confirms the importance of further uninterrupted supply of Russian operations with ammunition and new weapons, to which China can indeed contribute.

China’s proposal for “peace” is therefore intended to maintain China’s status of “formal neutrality” in the conflict. At the same time, in the event that China’s proposal is met with rejection, as in the case of the USA, China will be provided with an additional pretext for selling arms and ammunition to Russia. No one can underestimate that China is currently the 4th largest arms dealer in the world and that it can directly supply Russia with both ammunition and modern weapons.

The “feast” of reconstruction is already being prepared before the war is over

China’s proposal comes at a time when there are no significant changes on the battlefields. While the war rages on and blood is being spilled on both sides, the “feast” of reconstruction of destroyed infrastructures and cities has already started.

Werner Hoyer, President of the European Investment Bank (EIB), said that this bank in 2022 alone “financed projects worth €2.2 billion in Ukraine, mainly in transport infrastructure, energy, water supply, power transmission, schools, hospitals, with its current exposure amounting to €7.3 billion”. He noted that the bill for the “reconstruction” of Ukraine will be huge and that “guarantees” will be needed, and called for “support by the EU and mobilization of the private sector before the war is over” 8.

Similarly, in the regions occupied by Russia, which are by no means negligible since 11 million people live on them (2.2 in Luhansk, 4 in Donetsk, 1.5 in Zaporizhzhya, 1 in Kherson, 2.5 in Crimea), there are an abundance of industrial plants, mineral wealth and fertile lands. While the war continues, 50,000–60,000 construction workers are already working 24 hours a day in 3 shifts for the reconstruction of these regions (except for Crimea, which has been annexed to Russia since 2014). According to the data of the new sub-directorate of the Russian Ministry of Infrastructure, 4,700 buildings and infrastructure had been restored as of 1 March 2023 in the “new regions” —as they are called— of Russia 9.

China’s proposal, which emphasizes “post-conflict reconstruction”, is in fact its expression of interest in the race of all those construction monopolies and “reconstruction banks” that expect to gain a share of the “reconstruction” pie of the war-damaged infrastructure and houses, which once again will be paid for by the people.

The Chinese dragon with its economic and political resources is claiming what it believes to be its rightful place, including at the heart of Europe.

О войне на Украине и китайских «мирных» предложениях

Их «мир» строится на руинах и в пламени империалистической войны

С первых дней весны во многих уголках нашей планеты начались «мирные процессы» и связанные с ними инициативы, по сути, инициативы по урегулированию конфликтов, предпринимаемые могущественными империалистическими державами. Так, в Сербии продвигается франко-германский «мирный» план, призывающий сербское правительство пойти на косвенное признание натовского протектората Косово в обмен на облегчение процесса евроатлантической интеграции Сербии и Косово.

В иорданской Акабе была проведена пятисторонная «конференция по безопасности» с участием США, Израиля, Египта, Иордании и Палестинской автономии с целью «деэскалации и предотвращения дальнейшего насилия» между преступником (см. Израиль) и жертвой (см. палестинским народом).

В Индии сначала министры финансов, а затем министры иностранных дел стран «Большой двадцатки», то есть 20-ти самых могущественных капиталистических государств, обсуждали вопросы глобальной безопасности, но так и не пришли к консенсусу.

Кроме того, Китай выдвинул свой 12-пунктный план по урегулированию войны на Украине, именуемой в тексте «украинским кризисом».

Перефразируя поэта Брехта, можно сказать, что во всех перечисленных выше «мирных планах» «мир» напоминает империалистическую войну и имеет те же отвратительные черты. Так, краеугольным камнем всех вышеприведённых планов по-прежнему остается прибыль монополий, т.е. та прибыль, которая и привела к империалистическим интервенциям и войнам.

Ниже речь пойдёт исключительно о китайском «мирном плане»(1), касающемся империалистической войны на Украине.

Странная война...  

Российское вторжение в Украину в феврале 2022 года фактически было лишь формальным объявлением войны, которая началась уже давно между силами США-НАТО-ЕС, использующими Украину как своё «копьё», и капиталистической Россией, служащей в качестве «подушки безопасности» для Китая в ее крупном противоборстве с США за первенство в империалистической системе.

Безусловно, речь идёт о «странной» войне. В то время, когда в боях гибнут тысячи людей, капиталисты двух сторон войны и их правительства все еще сохраняют, пусть и ограниченное по сравнению с периодом до февраля 2022 года, но стабильное сотрудничество, в том числе торговое. Так, например, Россия до сих пор продаёт США и Франции уран для ядерных объектов. Фактически он покрывает 20% потребностей 92 ядерных реакторов США (2), тогда как Франция закупила в 2022 году 153 тонны российского урана, покрывая 15% своих потребностей (3). Возьмем другой пример. 2 марта с площадки Космического центра имени Кеннеди (НАСА) на мысе Канаверал (штат Флорида) стартовал к Международной космической станции космический корабль с экипажем из четырех астронавтов: двух американцев, российского космонавта и астронавта из Объединённых Арабских Эмиратов. А российский «Газпром» в тот же день объявил, что отправил в ЕС 42,4 млн кубометров природного газа по трубопроводам через раздираемую войной Украину на радость своим акционерам-капиталистам. А американская компания Chevron продолжает отгрузку из российского порта Новороссийск на Черном море нефть, добываемую в Казахстане и поступающую в порт по трубопроводу протяжённостью 1500 км, проходящему по территории Казахстана и России.

Кроме того, российское сырье и другие товары по-прежнему направляются через «третьи страны» в страны так называемого «коллективного Запада» - термин, используемый Россией для обозначения стран, вводящих против нее торговые эмбарго, даже Японии или Австралии, которые географически не относятся к Западу.

А, с другой стороны, продукция, произведённая в странах «коллективного Запада», отправляется в Россию через так называемый «Глобальный Юг», так сегодня называются страны, не соблюдающие антироссийское эмбарго, к ним также причисляются Китай, Индия, Турция и другие страны, которые, разумеется, не расположены в южном полушарии Земли.

Вместе с тем открываются новые торговые «коридоры», такие как «Север-Юг», т.е. из России в порты Ирана через Каспийское море.

Действительно, парадоксальной является эта «новая география», как и эта империалистическая война, которая, унося тысячи жизней, в основном молодых парней из Украины и России, продолжает приносить прибыль тем немногим, кто обогащается по обе стороны войны...

...и аналогичные "мирные Минские соглашения"

Недавно предложенный Китаем «мирный план» является не первым, касающимся конкретной войны. Ему предшествовали так называемые Минские соглашения. Данные строки Брехта абсолютно применимы к этим соглашениям:

«Когда высокие господа говорят о мире

простые люди знают

что пришла война.

Когда те высокие господа  проклинают войну

приказы о призыве подписаны».

          Характерно, что Компартия Греции с самого начала отметила так называемую «конструктивную неопределённость» Минских соглашений, которая свидетельствовала о том, что до начала нового кровопролития мы имели дело просто с соглашением о «прекращении огня».

Сегодня из признаний Зеленского или Меркель известно, что евроатлантическая сторона не собиралась выполнять ни одно из них. Также из заявления бывшего советника Президента РФ и одного из авторов Минских соглашений 2 - В. Суркова следует, что российская сторона не верила в выполнение этих соглашений, когда готовила и поддерживала их (4).

Но почему же тогда их подготавливали и подписывали, давая ложные надежды миллионам людей, в первую очередь тем, кто находился в зоне боевых действий?

Напомним, что Минские соглашения были подписаны в 2014 и 2015 годах соответственно под эгидой ОБСЕ. Имела место такая двусмысленность в отношении того, как будет осуществляться пресловутая автономия регионов Донбасса и как при этом будет сохранена территориальная целостность Украины, что с самого начала возникал вопрос: зачем они подписывались? Почему 8 лет  обе стороны ссылались на эти соглашения, в то время как схватка продолжалась?

Ответ в том, что они устраивали все части буржуазии и отражали временный компромисс на фоне существующего соотношения сил!

Они устраивали украинскую буржуазию, которая тем временем изменила Конституцию, закрепила курс на вступление в ЕС и НАТО, приняла новые антикоммунистические и в целом антидемократические меры против тех, кто ставил под сомнение ее геополитический выбор, перевооружила армию американским и в целом западным оружием, провела ее перегруппировку и интегрировала в нее же фашистские вооружённые формирования, такие как батальон Азов. Безусловно, ей просто нужно было время.

Они устраивали российскую буржуазию и соответствующую часть капиталистов, взявших верх в так называемых «народных республиках» Донбасса, зачищая ряды вооружённых отрядов самообороны Донбасса от любого неподконтрольного им элемента. За этот период, как по волшебству, были уничтожены (убиты) командиры вооружённых отрядов самообороны Донбасса, считавшие себя коммунистами и левыми. Российская буржуазия предприняла немало мер по контролю над ситуацией на Донбассе, финансируя и реорганизуя буржуазный административный аппарат так называемых «народных республик», переоснащая их вооруженные силы, укомплектовывая их ряды, по примеру украинской буржуазии, даже лицами, состоящими в ультраправых, националистических военизированных организациях.

Когда обе стороны конфликта посчитали, что поставленные ими задачи выполнены и соотношение сил сложилось в их пользу, Минские соглашения были формально отменены.

 Примерно так обстоят дела с Минскими соглашениями.

Новый китайский план…

Мирный план Китая состоит из 12 пунктов, больше похожих на формулировку «правил», которые, по утверждению его разработчиков, приведут к миру.

Вкратце он выглядит следующим образом:

    Уважать суверенитет всех государств. Общепризнанное международное право, включая цели и принципы Устава ООН должны строго соблюдаться, суверенитет, независимость и территориальная целостность любого государства должны быть гарантированы (...)
    Отбросить мышления холодной войны. Безопасность одного государства не может обеспечиваться за счет безопасности другого, а региональная безопасность не может быть достигнута путем усиления тем более расширения военных блоков. Резонные интересы и легитимные озабоченности в сфере безопасности всех стран должны восприниматься всерьез и урегулироваться надлежащим образом (...)
    Прекратить военные конфликты(...)
    Запустить мирные переговоры. (...)
    Ликвидировать гуманитарный кризис (...).
    Защитить мирное население и пленных.(...)
    Обеспечить безопасность атомных электростанций.(...)
    Снизить стратегический риск. Применение ядерного оружия не допускается, ядерную войну развязывать нельзя(...)
    Обеспечить вывоз зерна. (...)
    Отменить односторонние санкции. (...)
    Обеспечить устойчивость цепочек производства и поставок. (...)
    Содействовать восстановлению после конфликта. Международное сообщество должно предпринимать меры для поддержки мирного восстановления в зоне конфликта. Китайская сторона готова оказывать помощь и играть свою конструктивную роль.

...и его новая «конструктивная неопределённость»

Неискушенному читателю этот план сначала может показаться действительно хорошим и последовательным, позволяющим наконец-то найти мирное решение. Даже некоторые компартии приветствовали его. Примером тому является еврокоммунистическая Компартия Испании, которая взывает к миру, одновременно входя в состав правительства страны-члена НАТО, активно участвующей в войне, посылающей большое количество оружия реакционному правительству Зеленского. Вот такое вот лицемерие!

Но при втором прочтении плана читатель начинает понимать, что имеет дело с очередной «конструктивной неопределённостью».

Так, в китайском мирном плане в целом говорится об «уважении национального суверенитета всех стран», о «независимости и территориальной целостности всех государств». Характерно, что даже президент Украины В. Зеленский положительно оценил некоторые пункты китайского плана, считая, что в них говорится о суверенитете и территориальной целостности Украины, которые были нарушены российским военным вторжением в 2022 году.  Да и российская сторона не возражает против таких формулировок китайского плана, поскольку считает, что Крым, включённый в состав России в 2014 году, и новые территории, присоединённые в 2022 году к РФ, являются частью суверенитета и территориальной целостности России. Крым, Донецк, Луганск, Херсон, Запорожье считаются регионами России, они внесены в перечень в статье 65 третьей главы  отредактированной Конституции Российской Федерации.  (5).

 Поэтому всем становится очевидно, что в китайском плане, в котором в общих чертах говорится о «территориальной целостности» всех государств, содержится множество «конструктивных неопределённостей», а формулировки имеют явно двоякое прочтение, в то время как сам Китай призывает прекратить использовать в международных отношениях "двойные стандарты".

Кроме того, все пункты о «безопасности страны», которая «не может обеспечиваться за счет других», уже были включены в документы Организации по безопасности и сотрудничеству в Европе (ОБСЕ), членами которой, помимо стран ЕС, являются Россия и США. Однако все эти провозглашённые принципы и множество других красивых мирных деклараций, под которыми поставили свои подписи все буржуазные государства, не смогли предотвратить войну. Почему же теперь признание тех же самых многократно повторенных принципов остановит ее?

Чтобы понять, что именно стоит за этим конкретным китайским планом, нам нужно взглянуть на общую картину, имеющую два основных нюанса:

а) дальнейшее обострение конфликта, развитие и модернизация систем вооружения, используемых обеими сторонами в военном конфликте.

б) так называемое восстановление Украины, включая «новые территории», т.е. территории, присоединенные к России.

Военная сторона втягивания Китая в войну

По словам Сян Ланьсиня, китайского профессора всемирной истории и политики, “китайские военные переоценивали возможности российских военных. Вообще-то, они должны были знать российских коллег лучше, чем кто-либо другой – у нас много совместных учений, взаимодействия, диалогов на разных уровнях. Мы привыкли считать, что, несмотря на экономические проблемы России, в военной области она остаётся второй державой мира. Но, честно сказать, Китай ожидал много большего от российских военных возможностей. И это урок, который очень серьёзно изучается”(6).

Конкретные трудности, испытываемые российской армией, явно изучаются и натовской стороной, особенно перед лицом военных задач, поставленных каждой из сторон. Если украинская сторона, оснащенная новым натовским оружием, ставит в качестве своей военной цели «освобождение» всех украинских территорий, включая Крым, то российская сторона ставит своей основной военной целью «освобождение» всех территорий, вошедших в состав России в своих административных границах. Также нельзя не учитывать того факта, что Одесса является единственным крупным городом, расположенным в центре полосы территории протяжённостью менее 150 километров, которую Россия может попытаться захватить, чтобы завершить полное отсечение Украины от Черного моря, создавая сухопутный коридор с важным «анклавом» - Приднестровьем, регионом, отделившимся от Молдовы, руководство которого уже много лет добивается его интеграции с Россией.

На поле сражений бросается новое оружие. Его эффективность является не только определяющим фактором для новых продаж на крупном рынке вооружений, где США, Россия, Франция, Китай и Германия имеют явное преимущество, но в конечном итоге она будет определять успех в территориальных приобретениях каждой из сторон империалистического конфликта.

В последние дни США распространяют слухи о том, что Китай готовится отправить новое оружие в Россию. Кроме того, США ввели санкции против китайской компании Spacety, обвинив ее в предоставлении спутниковых снимков российской частной армии «Вагнер», ставшей «острием копья» российских военных операций на территории Украины. Глава «Вагнера», пытаясь парировать эти обвинения, заявил, что уже полтора года ЧВК имеет в своем распоряжении около 20 спутников и может наблюдать за всеми точками мира, поэтому она не нуждается в спутниковых китайских снимках (7). В то же время стало известно о перепалке главы ЧВК «Вагнер» с Минобороны России по поводу проблем с поставками боеприпасов, что, помимо различных интриг внутри российского руководства, подтверждает важность дальнейшего бесперебойного снабжения российских военных операций боеприпасами и новым вооружением, и в это дело Китай действительно может внести свой вклад.

Поэтому выдвинутый Китаем «мирный» план позволит сохранить за этой страной статус «формального нейтралитета» в конфликте. При этом в случае непринятия китайского плана, что уже сделали США, Китаю предоставляется дополнительный предлог для продажи боеприпасов и оружия России. Никто не может недооценивать тот факт, что Китай в настоящее время является 4-м крупнейшим торговцем оружием в мире и может легко поставлять России как боеприпасы, так и современное оружие.

Пир вокруг восстановления экономики Украины в огне войны

Китайские мирные предложения выдвигаются в тот момент, когда основные линии фронта остаются относительно стабильными, война продолжается и льётся кровь с обеих сторон, а в то же время идет пир вокруг восстановления разрушенной инфраструктуры и городов.

Характерно, что Вернер Хойер, президент Европейского инвестиционного банка (ЕИБ), заявил, что именно этот банк только в 2022 году «профинансировал проекты на сумму 2,2 млрд евро в Украине в основном в транспортной инфраструктуре, энергетике, водоснабжении, передаче электроэнергии, школах, больницах, при текущем объеме инвестиции в стране в размере 7,3 млрд евро», отметив, что счет за «реконструкцию» Украины будет огромным и потребуются «гарантии», призвав при этом «поддержку со стороны ЕС и мобилизацию частного сектора до окончания войны»(8).

То же самое происходит и на оккупированных российской стороной территориях, вовсе не крохотных, так как на них проживает 11 млн человек (2,2 млн в Луганске, 4 млн в Донецке, 1,5 млн в Запорожье, 1млн в Херсоне, 2,5 млн в Крыму), имеются сотни промышленных предприятий, они богаты полезными ископаемыми и плодородными землями. В работе по восстановлению этих территорий (кроме Крыма, который с 2014 года находится в составе России), в то время как продолжаются боевые действия, уже задействованы 50-60 тысяч строителей, которые работают круглосуточно в 3 смены. По данным министерства строительства и жилищно-коммунального хозяйства России, на так называемых «новых территориях» России на 1 марта 2023 года восстановлено более 4700 зданий и построено 46 новых объектов(9).

Китайский план, делающий упор на «восстановление» экономики после войны, в действительности является «выражением заинтересованности» Китая в участие в гонке всех тех строительных монополий и «банков реконструкции», которые рассчитывают получить долю «пирога» восстановления разрушенной войной инфраструктуры и жилья, за которое снова будут платить народы.

Китайский дракон своим «мечом» и «оболом» стремится занять свое место в самом сердце Европы.

Sobre la guerra en Ucrania y la propuesta “de paz” de China

Su paz se edifica sobre los restos y en las llamas de la guerra imperialista

“Los de arriba dicen:
La paz y la guerra
son de naturaleza distinta.
Pero su paz y su guerra
son como viento y tormenta.
La guerra nace de su paz
como el hijo de la madre
Tiene sus mismos rasgos terribles.”

En muchos lugares del planeta, incluso desde los primeros días de la primavera, se manifestaron “procesos de paz” e iniciativas respectivas, que en esencia son arreglos con la intervención de potencias imperialistas fuertes.

Así:

Un plan franco-alemán de “paz” se promueve en Serbia, pidiendo al gobierno serbio a aceptar el reconocimiento inmediato de Kosovo, el protectorado de la OTAN, a cambio de “facilitar” la integración de Serbia y de Kosovo en el seno del euroatlanticismo.

Una conferencia pentalateral “sobre la seguridad” formada por EE.UU, Israel, Egipto, Jordania y la Autoridad Nacional Palestina se celebró en Aqaba, Jordania, con el fin de “rebajar y evitar una escalda de violencia” entre el agresor (véase Israel) y la víctima (véase el pueblo de Palestina).

En la India, los ministros de Finanzas y luego los ministros de Asuntos Exteriores del G20, es decir de los veinte estados capitalistas más poderosos, debatieron sobre temas de seguridad mundial, sin llegar a alguna conclusión.

Además, China planteó su propio plan de “12 puntos” para la solución de la guerra en Ucrania, en que no se menciona con su nombre sino como “crisis ucraniana”.

Parafraseando al poeta Brecht, cabe decir que todos los anteriores “planes por la paz”, la paz se parece a la guerra imperialista y tiene los mismos rasgos terribles, p.ej. en todo lo anterior la “piedra angular” sigue siendo las ganancias de los monopolios, es decir lo que ha llevado a las intervenciones y guerras imperialistas.

A continuación, abordaremos exclusivamente el “plan de paz” de China[1] con respecto a la guerra imperialista en Ucrania.

Una guerra extraña…

La verdad es que la invasión rusa en Ucrania, en febrero de 2022, no fue más que la declaración formal de la guerra que había empezado ya desde hace años, entre las potencias de EE.UU, la OTAN y la UE, que utilizan como punta de lanza a Ucrania, y por otra parte la Rusia capitalista que se utiliza como “bolsa de aire” de China en la gran confrontación de la última con EE.UU por la supremacía en el sistema imperialista.

Por supuesto, hablamos de una guerra “extraña”. Mientras en las batallas miles de personas pierden su vida, los capitalistas de ambos bandos de la guerra y sus gobiernos siguen manteniendo, por lo menos una limitada, en relación con el período antes de febrero de 2022, colaboración estable, también comercial entre otros.

Así, por ejemplo, Rusia sigue vendiendo uranio a EE.UU y Francia para sus instalaciones nucleares. De hecho, cubre el 20% de las necesidades de los 92 reactores nucleares estadounidenses[2], mientras que Francia en 2022 recibió 153 toneladas de uranio ruso, cubriendo el 15% de sus necesidades[3]. Otro ejemplo: El 2 de marzo, una nave espacial con una tripulación de cuatro personas, dos estadounidenses, un cosmonauta ruso y un astronauta de los Emiratos Árabes Unidos, fue lanzada desde el Centro Espacial estadounidense Kennedy de la NASA, en Cabo Cañaveral (Florida), rumbo a la Estación Espacial Internacional. Mientras tanto, ese mismo día, la empresa rusa "Gazprom" anunció que había enviado 42,4 millones de metros cúbicos de gas a la UE a través de los gasoductos de Ucrania que estaba en plena guerra, en beneficio de sus accionistas capitalistas. Mientras, la empresa estadounidense "Chevron" sigue cargando desde el puerto ruso de Novorossiysk, en el Mar Negro, el petróleo que extrae en Kazajstán y que llega allí a través de un oleoducto de 1.500 km que atraviesa los territorios de Kazajstán y Rusia. A través de este oleoducto se transportan al mercado mundial dos tercios del petróleo extraído en Kazajstán.

Además, las materias primas rusas y otros productos siguen transportándose a través de "terceros países" hacia el llamado "Occidente colectivo", como es el término que utiliza Rusia para describir a los países que implementan el bloqueo comercial en su contra, incluso Japón o Australia, que no forman parte geográficamente del Occidente.

Y, por otra parte, los productos fabricados en el "Occidente colectivo" se venden a Rusia a través del llamado "Sur global", como se denomina ahora a los países que no implementan el bloqueo antirruso, entre ellos China, India, Turquía y otros países que no se encuentran, por supuesto, en el hemisferio sur de la Tierra.

Además, se están abriendo nuevos "corredores" comerciales, como el corredor "Norte-Sur", por ejemplo, de Rusia a los puertos de Irán, pasando por el mar Caspio.

Es realmente extraña esta "nueva geografía", tal como esta guerra imperialista, que mientras les ha costado la vida a miles de personas, sobre todo de jóvenes en Ucrania y Rusia, al mismo tiempo sigue aumentando los beneficios de unos pocos, que en ambos bandos de la guerra se enriquecen...

... y los respectivos "acuerdos de paz" de Minsk


El reciente "plan de paz" chino no es el primero relativo a esta guerra. Fue precedido por los llamados acuerdos de Minsk.

Lo que Brecht escribió sobre estos acuerdos es perfectamente válido:

"Cuando los de arriba hablan de paz

el pueblo llano sabe

que habrá guerra.

Cuando los de arriba maldicen la guerra

ya están escritas las hojas de movilización".

Es significativo que el KKE señalara desde el primer momento la llamada "ambigüedad diplomática" de los acuerdos específicos de Minsk, que sugería que era simplemente un acuerdo de "alto el fuego" antes de que comenzara un nuevo derramamiento de sangre.

Hoy se sabe, por las confesiones de Zelenski, de Merkel, que el bando de la Unión Europa y la OTAN no tenía intención de cumplir con ninguno de ellos. Además, por una declaración de V. Surkov, antiguo asesor del presidente ruso y uno de los autores del Acuerdo de Minsk 2, queda claro que el bando ruso tampoco creía que estos acuerdos se iban a cumplir cuando los estuvo preparando y firmando[4].

Pero, ¿por qué se prepararon y se firmaron, fomentando falsas esperanzas a millones de personas, y en primer lugar a los que estaban en la zona de guerra?

Cabe recordar que los Acuerdos de Minsk 1 y 2 se firmaron en 2014 y 2015, respectivamente, bajo los auspicios de la OSCE. Tal era su ambigüedad sobre cómo se aplicaría la notoria autonomía de las regiones de Donbás y cómo se preservaría al mismo tiempo la integridad territorial de Ucrania, que desde el principio se planteó la pregunta: ¿Por qué se firmaron? ¿Por qué los invocaban ambos bandos durante 8 años mientras continuaba la matanza?

La respuesta es ¡porque les convenían a todos los sectores de la burguesía y expresaban un compromiso temporal sobre el equilibrio de fuerzas de entonces!

Le convenían a la burguesía ucraniana, que mientras tanto cambió la Constitución, añadió la orientación de adhesión a la UE y a la OTAN,  tomó nuevas medidas anticomunistas y en general antidemocráticas contra quienes cuestionaban sus opciones geopolíticas, rearmó al ejército con armas estadounidenses y en general occidentales, lo reconstituyó e integró en ello a los grupos armados fascistas del tipo del Batallón Azov. Así que necesitaba tiempo.

Le convenían a la burguesía rusa y al sector correspondiente de los capitalistas, que tenían el control en las llamadas "Repúblicas Populares" de Donbás, porque limpiaron las filas de los grupos armados de autodefensa de Donbás de cualquier elemento no controlado por ellos. Durante este tiempo, como por arte de magia..., todos los comandantes de los grupos armados de autodefensa del Donbás que se declaraban comunistas e izquierdistas fueron exterminados (asesinados). La burguesía rusa tomó toda una serie de medidas para controlar la situación en Donbás, financiando y reorganizando el aparato administrativo burgués de las llamadas "Repúblicas Populares", haciéndose cargo del armamento de sus fuerzas, e incluso promoviendo allí organizaciones paramilitares armadas nacionalistas de extrema derecha, siguiendo el ejemplo de la burguesía ucraniana.

Cuando las distintas partes en conflicto consideraron que se habían alcanzado los objetivos fijados y que el equilibrio de fuerzas estaba ahora a su favor, se puso fin formalmente a los acuerdos de Minsk.

Así son las cosas, en general, con los acuerdos de Minsk.

La nueva propuesta china...

La propuesta de paz de China consta de 12 puntos, que son más bien la formulación de "reglas" que conducirán a la paz, como afirman sus inspiradores.

En resumen, es la siguiente:

Punto I: Respetar la soberanía nacional de todos los países. Debe observarse estrictamente el derecho internacional universalmente reconocido, incluidos los propósitos y principios de la Carta de las Naciones Unidas. La soberanía nacional, la independencia y la integridad territorial de todos los Estados deben ser efectivamente defendidas (...)

Punto II: Abandonar la mentalidad de la Guerra Fría. La seguridad de un país no debe perseguirse a expensas de los demás. La seguridad de una región no debe lograrse reforzando o ampliando los acuerdos militares (bloques). Los intereses legítimos y las preocupaciones de seguridad de todos los países deben tomarse en serio y abordarse adecuadamente (...)

Punto III: Cese de las hostilidades (...)

Punto IV: Reanudar las conversaciones de paz (...)

Punto V: Resolver la crisis humanitaria (...)

Punto VI: Proteger a los civiles y a los prisioneros de guerra (...)

Punto VII: Mantener la seguridad de las centrales nucleares (...)

Punto VIII: Las armas nucleares no deben utilizarse y no deben librarse guerras nucleares (...)

Punto IX: Facilitar las exportaciones de grano (...)

Punto X: Poner fin a las sanciones unilaterales (...)

Punto XI: Mantener estables las cadenas industriales y de suministro (...)

Punto XII: Promover la reconstrucción post-conflicto. La comunidad internacional debe tomar medidas para apoyar la reconstrucción post-conflicto en las zonas de conflicto. China está dispuesta a proporcionar ayuda y a desempeñar un papel constructivo en este empeño.                          

...y su nueva "ambigüedad diplomática".

La primera impresión que causa esta propuesta al lector desprevenido es que, efectivamente, se trata de una propuesta buena y coherente para encontrar por fin una solución pacífica. No faltaron PP.CC de otros países que salieron a saludarla, como el PC eurocomunista de España, que recita himnos por la paz mientras participa en el gobierno de un país miembro de la OTAN que participa activamente en la guerra, enviando grandes cantidades de armas al gobierno reaccionario de Zelenski. ¡Qué hipocresía!

Sin embargo, en una segunda lectura, cualquier lector de esta propuesta comprenderá que estamos ante otra “ambigüedad diplomática”.

Así, la propuesta china habla en términos generales de "respeto de la soberanía nacional de todos los países", de "la independencia y la integridad territorial de todos los Estados". Cabe destacar que estos puntos de la propuesta china comentó como positivos el Presidente ucraniano V. Zelenski, estimando que China está hablando de la soberanía y la integridad territorial de Ucrania que fueron abolidas por la invasión militar rusa de 2022. Sin embargo, la parte rusa tampoco tiene nada que oponer a estas frases de la propuesta china, ya que considera que tanto Crimea, incorporada al territorio ruso en 2014, como los nuevos territorios anexionados en 2022 a la Federación Rusa, forman parte de la soberanía y la integridad territorial de Rusia. Crimea, Donetsk, Lugansk, Jersón y Zaporiyia se consideran regiones rusas, que ahora se mencionan por su nombre en el artículo 65 del capítulo 3 de la Constitución revisada de la Federación Rusa[5].

Así que todos podemos entender que la propuesta china, que en general se refiere a la “integridad territorial” de todos los Estados, contiene mucha “ambigüedad diplomática” y tiene claramente una doble interpretación, mientras que la propia China pide que se ponga fin al uso del “doble rasero” en las relaciones internacionales.

Además, todo lo que incluye sobre la “seguridad de un país”, que “no debe perseguirse a expensas de otros”, ya estaba incluido en los documentos de la Organización para la Seguridad y la Cooperación en Europa (OSCE), entre cuyos miembros, además de los países de la UE, se encuentran Rusia y EE.UU. Sin embargo, todos estos principios proclamados y tantas otras bellas declaraciones de paz, suscritas por todos los Estados burgueses, no pudieron impedir la guerra. ¿Por qué ahora la detendrá el reconocimiento de estos mismos principios que han sido proclamados tantas veces?

Para entender qué pasa exactamente con esta propuesta china, tenemos que ver el panorama general, que tiene dos matices principales:

    a) El perfeccionamiento y fortalecimiento de los sistemas de armamento que ambos bandos están utilizando en el conflicto militar.
    b) La llamada reconstrucción de Ucrania, incluidos los “nuevos territorios”, como describe Rusia los territorios que ha incorporado a su territorio.

El aspecto militar de la implicación de China en la guerra

Según Xiang Lanshin, profesor chino de Historia y Política Mundiales, “los militares chinos habían sobrevalorado la capacidad del ejército ruso. De hecho, deberían conocer a sus homólogos rusos mejor que nadie: hemos realizado muchas maniobras conjuntas, interacciones y diálogos a distintos niveles. Hemos llegado a la conclusión de que, a pesar de los problemas económicos de Rusia, este país sigue siendo la segunda potencia mundial en el ámbito militar. Pero para ser sinceros, China esperaba mucho más de las capacidades militares rusas. Y ésta es una lección que se toma muy en serio”[6].

Por supuesto, las dificultades específicas del ejército ruso están siendo  estudiadas por la OTAN, especialmente a la vista de los objetivos militares fijados por cada parte. Si la parte ucraniana, al obtener nuevas armas de la OTAN, fija como objetivo militar la “liberación” de todos los territorios ucranianos, incluida Crimea, la parte rusa fija como objetivo militar primordial la “liberación” de todos los límites administrativos de los territorios que ha incorporado a su territorio. Además, no se puede ignorar que Odesa es la única ciudad importante, situada en el centro de una franja de territorio de menos de 150 km de longitud, que Rusia podría tratar de ocupar para completar también la separación completa de Ucrania del Mar Negro, permitiendo la formación de un canal terrestre con el importante enclave de Transnistria, región que se ha separado de Moldavia y cuyos dirigentes llevan años buscando su integración en Rusia.

Se lanzan nuevas armas a los campos de batalla. Su eficacia no es sólo un indicio para nuevas ventas en el gran mercado armamentístico, donde EE.UU, Rusia, Francia, China y Alemania tienen una clara ventaja, sino que determinará en última instancia las “ganancias” territoriales de cada bando en el conflicto imperialista.

En los últimos días han aumentado los rumores procedentes de EE.UU de que China se dispone a enviar nuevas armas a Rusia. De hecho, EE.UU han  sancionado a la empresa china Spacety, a la que acusan de suministrar fotografías aéreas al ejército privado ruso Wagner, que se ha convertida en la “punta de lanza” de las operaciones militares rusas en el territorio ucraniano. El jefe de “Wagner”, tratando de refutar estas acusaciones, afirmó que desde hace año y medio el ejército privado ruso dispone de una veintena de satélites. Así, puede ver cualquier punto de la Tierra y no necesita fotografías aéreas de satélites chinos[7]. Al mismo tiempo, se conoció el “enfrentamiento” entre Wagner y el Ministerio de Defensa ruso en relación con su suministro de munición, lo que, al margen de diversas intrigas en el seno de la cúpula rusa, confirma la importancia de seguir abasteciendo ininterrumpidamente a las operaciones rusas de munición y nuevas armas, a lo que China sí puede contribuir.

La presentación de la propuesta de “paz” por parte de China pretende, por tanto, mantener un estatus de “neutralidad formal” para ese país en el conflicto. Al mismo tiempo, en caso de rechazo de la propuesta china, lo que ya ha hecho Estados Unidos, da a China un pretexto adicional para proceder a la venta de municiones y armas a Rusia. Nadie puede subestimar que China es actualmente el cuarto mayor traficante de armas del mundo y que puede suministrar directamente a Rusia tanto municiones como armas modernas.

Se prepara la “fiesta” de la reconstrucción mientras la guerra sigue

La propuesta china llega en un momento en que las líneas principales del frente permanecen en gran medida estables y, aunque la guerra no ha terminado y se derrama sangre en ambos bandos, al mismo tiempo se ha preparado el “buffet” de la reconstrucción de las infraestructuras y ciudades destruidas.

Werner Hoyer, Presidente del Banco Europeo de Inversiones (BEI), afirmó que sólo en 2022 el banco “financió proyectos por valor de 2.200 millones de euros en Ucrania, principalmente en infraestructuras de transporte, energía, suministro de agua, transmisión de electricidad, escuelas y hospitales, y que las inversiones actuales en el país ascienden a 7.300 millones de euros”. Señalando que la factura de la “reconstrucción” de Ucrania será enorme y se necesitarán “garantías”, y pidiendo “el apoyo de la UE y la movilización del sector privado antes del final de la guerra”[8].

Del mismo modo, en los territorios ocupados por la parte rusa, que no son pocos, ya que viven 11 millones de personas (2,2 en Lugansk, 4 en Donetsk, 1,5 en Zaporiyia, 1 en Jersón, 2,5 en Crimea), hay cientos de plantas industriales, enormes riquezas minerales y tierras fértiles. En la reconstrucción de estas regiones (a excepción de Crimea, incorporada a Rusia desde 2014), y mientras continúan los combates, trabajan ya entre 50.000 y 60.000 obreros de la construcción las 24 horas del día en 3 turnos. Según los datos de la nueva subdirección del Ministerio ruso de Infraestructuras, en los “nuevos territorios” -como se les denomina- de Rusia, a 1 de marzo de 2023 se habían restaurado 4.700 edificios e infraestructuras[9].

La propuesta china, que hace hincapié en la “reconstrucción” tras la guerra, es en realidad la "manifestación del interés de China" que interfiere en la competencia de todos esos monopolios de la construcción y “bancos de reconstrucción” que esperan apropiarse una parte del “pastel” de la “reconstrucción” de las infraestructuras y viviendas dañadas por la guerra, que de nuevo pagarán los pueblos.

El dragón chino reclama con su "espada" y su “oro” el lugar que cree que le corresponde en el corazón de Europa.
